About this file
This document provides questions and answers regarding Solicitation Number 140P8323Q0045 for National Register Documentation services at the San Juan Islands National Historical Park. The National Park Service seeks a contractor to prepare National Register nomination forms for English Camp and American Camp, with a focus on archaeological and Tribal significance. While previous reports may be reused, deliverables will require NPS and Tribal review. Key tasks include post-award meetings, project management meetings, Tribal consultations, and preparing final documentation. The solicitation allows for separate historic district nominations or a single combined nomination. Milestone payments of 25% for each major task are acceptable. Effort for site photography is anticipated to require approximately 100 hours or less, though additional hours may be added through contract modification with sufficient justification.

Attachment 5 Round 2 Final Q&A (9/6/23) San Juan Islands NHP
The following are questions/answers to supplement the Statement of Work in the solicitation, and in some cases may provide some different information than what is stated in the Statement of
Work. Where there are differences, quoters shall make pen and ink changes in those sections in the Statement of Work with the information provided in this final “Round 2” Q and A.
QUESTION 8: To what extent will the Consultant be expected to be involved in the submittal process to SHPO and to the Keeper?
ANSWER 8: Refer to Attachment 3, Statement of Work, Task #5: "NPS Review of
Detailed Outline and Draft National Register Form Required Submittals.”
NPS expects that the Contractor will have an advisory role during SHPO review; provide assistance and expertise to NPS to address any SHPO comments; and produce required documentation for submittal to the
Keeper of the National Register by NPS. NPS will formally submit final products/National Register nomination form to the Federal Preservation
Officer.
QUESTION 9: The RFQ mentions “the use of” available material. Would that include reusing relevant sections of previous reports?
ANSWER 9: The Contractor may reuse previous NPS reports and data, however, all deliverables will be subject to NPS and Tribal review and comment for accuracy and appropriateness. Some previous reports may be incomplete or in draft format; in such cases newer data may be provided by NPS based on recent archeological projects or obtained through consultation with park-associated Tribes. NPS will work with the
Contractor to identify and provide these materials during the project.
QUESTION 10: One possibility to make historic districts that are more specific to the distinct natural and cultural histories of the two units (English Camp and
American Camp) that are more useful for management would be to create two separate districts with two nomination forms. Is SAJH interested in that approach?
ANSWER 10: NPS is open to approaches that meet the goals and requirements of the project, including nominating English Camp and American Camp as separate districts. However, the primary focus is archeological and Tribal significance. All approaches must follow National Register specific guidelines outlined at https://www.nps.gov/subjects/nationalregister/publications.htm https://www.nps.gov/subjects/nationalregister/publications.htm
QUESTION 11: Since this budget is a lump sum, will this project bill a percentage of the total budget at set milestones? If not, what method is proposed?
ANSWER 11: In the Statement of Work, there are four major tasks: 1) Post-Award
Meeting, 2) Project Management Facilitation Meetings, 3) Participation in
NPS Tribal Consultations, and 4) Prepare National Register
Documentation. You could consider those milestone tasks and each worth
25% of the total project, or you can propose your own milestone plan and show percentage totals for each that when combined equal 100% of your quoted price.
QUESTION 12: Question was asked about the number of hours anticipated for a contractor to take three photographs each of every resource and to re-evaluate, map, and briefly describe the current status of all the resources would require a significant amount of effort (over 200 hours plus travel/preparation), if that amount of effort is consistent with NPS’s expectations, and if not, what level of field-documentation does NPS anticipate?
ANSWER 12: Refer to Attachment 3, Statement of Work, Section titled “PROJECT
SCHEDULE AND SUBMISSION DELIVERABLES,” Item #2, Submittal Format, paragraphs b and c.
Paragraph b states: “All forms and graphic materials, including
USGS maps, photographs, and other graphics, must meet the requirements for submittal to the National Register of Historic
Places. Three sets of graphic material – digital photographs, maps, and other graphic material - must be submitted.”
Paragraph c states: “All photographs must adhere to the National
Register Photo Policy Fact Sheet.
https://www.nps.gov/subjects/nationalregister/upload/Photo_Policy
_update_2013_05_15_508.pdf.”
It was not NPS’s intention to make this appear that the contractor would be required to take three photographs each at every single building, structure, etc. NPS has several existing photographs that can be used in the preparation of the nomination. NPS’s anticipated effort is approximately
100 hours or less plus travel and per diem.
After award, during contract performance, if contractor finds that more effort is necessary for contractor to complete the work of taking the photographs than originally included in their accepted quote/award price, then the contractor may submit a written request for a change order to the
COR and Contracting Officer with a priced quotation included that https://www.nps.gov/subjects/nationalregister/upload/Photo_Policy_update_2013_05_15_508.pdf https://www.nps.gov/subjects/nationalregister/upload/Photo_Policy_update_2013_05_15_508.pdf sufficiently justifies/explains the rationale for the additional effort and it will be considered by the Contracting Officer. NPS may decide to provide any additional photographs at that point in-house or may agree to modify the contract to incorporate the requested change order either as-quoted or as negotiated. Modifications may only be authorized by the Contracting
Officer and requires agreement of the parties (Standard Form 30 is used to definitize any modifications requiring both parties to sign).
Please note that NPS really doesn’t expect contractor to have to put forth
200 plus hours of effort for the site photographs.
