P140P8318R0001, Replace Windows, Doors and Skylights North Cascades NPS Complex Attachment 6: Final clarifications with Amendment #5
These questions were sent by e-mail after Amendment 4 was posted. The numbering continues from Attachment 5.
10: Clarify the required U-factor for glazing thermal value of sloped skylights and vertical windows. The values specified in earlier amendments are unrealistic.
A: Due to the number of variables and products available for high-performance skylights and windows, NPS has determined that the best course of action is to allow Offerors to submit proposals with suggested U-values, rather than NPS specifying minimum or maximum allowed values. Our goal is to purchase assemblies with the highest thermal efficiency within budget. Offerors are encouraged to submit multiple proposals for alternative products.
The following RFP sections are edited:
L.4, Part I – Technical Information Add Item 6 – Cut sheets or links to manufacturer and model for proposed glazed products (vertical windows, sloped skylights, and exterior doors). If custom-fabricated, indicate U-value of finished assembly.
L.4, Part II – Offer and Business Information If submitting multiple products at different efficiency levels, complete Section B, Price Schedule for each alternative. Clearly mark on each Price Schedule which manufacturers, models, and expected U-values apply to the products offered therein.
M.1, Evaluation Factors Replace Technical Factor 1 a) with the following text.
a) Technical merits of the offeror’s proposed approach to the project including:
i. Demonstrates a thorough understanding of and a reasonable approach to the project.
ii. Thermal efficiency of proposed vertical windows, sloped skylights, and exterior doors.
iii. Methods for assuring a quality finished product.
11. What is the process for repairing or replacing rotten or deteriorated wood? Should I build in an estimate for this type of work?
A. If any portion of the siding, sheathing, and/or trim has severely deteriorated to the condition that it should be replaced, the Contractor shall notify the COR immediately. The COR and contractor shall perform an inspection together to determine the extent of the deterioration and necessary repair or replacement work. The inspection must occur prior to
P140P8318R0001, Replace Windows, Doors and Skylights North Cascades NPS Complex Attachment 6: Final clarifications with Amendment #5 any repair or replacement work. The repair or replacement shall match the existing fabrics and styles and be done to the CO’s satisfaction.
Do not include a contingency estimate for repair or replacement of wood members. An equitable adjustment will be negotiated and incorporated by contract modification if necessary.
