About this file
This document contains questions and answers regarding a federal contract opportunity for scanning historic photo albums for the National Park Service. The opportunity involves scanning approximately 4,624 images from 1,156 pages across various photo albums of varying sizes up to 10x14 inches. The albums are old, fragile, and must be handled by an experienced professional. Individual photographs on each album page and the entire album page are to be scanned as separate image files. The contract will have a not-to-exceed price and will not be adjusted based on the final scan count. Bidders should use the 4,624 image estimate for pricing to avoid surprises on deliverables. Sample images of the album conditions were provided to help determine workflow. The related federal contract opportunity has solicitation number 140P8223Q0030 for scanning historic photo albums.

Text version
Q: How large are the photo albums? Approximate width x height x depth?
A: The album sizes vary but the most approximate size is 10 x 14 according to the number of pages in each photo album. Some albums will have blank pages and other will not. The total page count with images is 1,156 in all albums.
Q: From the SOW:
To clarify the above paragraph from the SOW. Are we to capture the entire page of the photo album (consisting of all the photos on that page with outside edge border) as well as the individual photos that are on that page (as single images with borders)?
A: Yes, you are to capture entire photog album page as well as individual photographs on the page as single images.
Q: Confirming that the total number of scans would be "An estimate would be 4,624 images" instead of going by the number of pages given in the original SOW of 1,156. Will the contract be adjusted after the project goes into production once it has been determined the final scan count?
A: The contract will be a NTE price and will not be adjusted.
The “page count” corresponds to the number of surfaces that will be captured. If the page count differs substantially from what was scoped. Image the items in the priority order provided and stop imaging once the estimated page count is reached. Please notify me if/when you have reached this limit.
Q: The pricing on the Solicitation was written for 1,156 scans. Should we add the additional information that we received from the Q&A that has determined there are additional scans of individual photos on each page which include approximately 4,624 additional images?
I just want to be sure how to respond to this request and that all the vendors are using the same quantities of scans.
A: Yes, the approximately 4,624 images estimate is important for their pricing. It will also avoid surprises on deliverables.
Q: If you have any photographs of the material, could you please send them as that will help us better determine the condition and ideal workflow for the materials?
A: The conditions vary greatly between albums. All materials are old, friable, fragile and must be handled by an experienced professional. These attached images are representative sample of the type to be imaged. There are two albums shown below.
