About this file
This statement of work outlines requirements for a federal contract to image and index historic photographic albums and photographs from a museum collection. The contractor will be required to image approximately 1,156 pages from 23 historic photo albums owned by the National Park Service's Pearl Harbor National Memorial, creating high-resolution digital files of each album page and individual item. Digital files must meet Federal Agencies Digitization Guidelines for cultural heritage materials. The contractor must deliver digital files on two external hard drives, provide quality control inspection, and backup files for six months following completion. The performance period is from September 4, 2023 to December 31, 2023. The related solicitation was issued by the Department of the Interior National Park Service for this work at the contractor's place of performance.

STATEMENT OF WORK
Image 23 historic photographic albums and photographs from museum collection at Pearl Harbor National Memorial, Honolulu, HI
1.0 BACKGROUND
This project is to image, label and index 1156 Pages, including generating an individual image for the estimated 4,500 individual items (photographs, note cards, or other memorabilia contained in the photo album), from approximately 23 historic Photograph Albums owned and maintained by the National Park Service, Pearl Harbor National Memorial (formerly World War II Valor In The Pacific National Monument).
Please note that the photograph albums will be digitized in their current condition, and will not be disbound prior to digitization unless with prior approval from park curator; handling and manipulation of albums must be done by staff conservator; loosely inserted photographs will be placed in their original location prior to image capture if the location can be determined, and returned to the location in which they were found following image capture; otherwise, photographs will be imaged in-situ. Additionally, for pages with mounted photographs, each photograph will be imaged separately.
2.0 SCOPE
The scope of this project is to create a comprehensive digital record of each individual photo album by producing images of each page as well as individual images of each item within each page. There are a 23 photo albums with a combined total of 1156 pages and an estimated 4,500 individual items.
Following accepted best practices, the purpose of service is to create a faithful image surrogate of reflective and transmissive archival materials in their current condition. Loose dust will be removed with a manual air blower (not compressed air) or with a delicate brush. Minor post-processing adjustments will be performed to optimize image quality and bring all images to a common rendition.
The objects will be imaged using a high-resolution digital camera with apochromatic macro flat field optics. The light source will be Broncolor electronic flash, providing optimal light quality at minimal total light exposure.
Imaging will be done following the Federal Agencies Digitization Guidelines Initiative (FADGI) Technical Guidelines for Digitizing Cultural Heritage Materials (2016) and the following project specifications:
Uncompressed Archival File (“u” file) Format: uncompressed TIFF Spatial Resolution: 600 ppi at original size Pixel Dimensions: determined by size of the original Bit Depth: 16-bit Color Profile: Adobe RGB 1998
Compressed Reference File (“r” file) Format: JPEG Spatial Resolution: 600 ppi at original size Pixel Dimensions: long dimension of 640 pixels; short dimension determined by the original Bit Depth: 8-bit Color Profile: Adobe RGB 1998
Thumbnail File (“t” file) Format: uncompressed TIFF Spatial Resolution: 72 ppi Pixel Dimensions: long dimension of 150 pixels; short dimension determined by the original Bit Depth: 8-bit Color Profile: Adobe RGB 1998
Targets An Image Science Associates (ISA) Object-Level Target will be used as a photographic reference standard during the course of imaging reflective material. ISA Object-Level Targets include: 18 color patches of varying hue, saturation, and brightness; 12 spectrally neutral gray patches; vertical and horizontal slant edge targets for calculating spatial frequency response (SFR); and metric- and English based rulers for scale and calculating optical resolution.
Cropping The images of the album pages will be cropped to preserve a narrow border around the album no less than 1.5 percent of the dimension of the album’s long side; images of individual photographs will be cropped to preserve a narrow border around the photograph no less than 1.5 percent of the dimension of the photograph’s long side.
Metadata Technical metadata comprising camera and software information will be embedded in the header of each TIFF master file.
File Naming Files will be named using the following format:
[site acronym in caps][album number]-[three digit sequential image number for pages]-[two digit sequential image number for individual photographs when present][suffix identifying image type].[format extension] e.g. overall album page: PERL001-010u.tif; first photograph on album page: PERL001-010-01u.tif; second photograph on album page: PERL001-010-02u.tif, etc.
Quality Control All work will be performed under tight environmental control in the imaging laboratory by highly-skilled professionals, and objects will remain in a locked vault when not being imaged. A 100% inspection of deliverables will done by Associate and Senior Photographers. All files will be backed up on the laboratories servers for six (6) months after project completion.
Delivery Medium Two sets of digital files will be delivered on two separate hard drives, one considered the alpha and delivered during the course of the project (once image capture is finished but before the project is deemed completed), and one considered the beta and delivered at the close of the project. The hard drives will be named using the format [supplied name – see below][three digit sequential number], and this name will be encoded as the volume name at the time of formatting the drive, and written in indelible ink on the drive and its container. The drives will be delivered with directory and filename lists, which will include the file sizes and the date and time of the creation of each file.
3.0 OBJECTIVES
The objective of this project is to preserve historically significant park resources by creating a digital record of each item using best curation and digital documentation practices.
4.0 TASKS/ DELIVERABLES
Following accepted best practices, the purpose of our service is to create a faithful image surrogate of reflective and transmissive archival materials in their current condition. Loose dust will be removed with a manual air blower (not compressed air) or with a delicate brush. Minor post-processing adjustments will be performed to optimize image quality and bring all images to a common rendition.
