STATEMENT OF WORK

Marine Debris Sculpture Kaloko-Honokōhau National Historical Park Revised March 14, 2022

I. BACKGROUND

Kaloko-Honokōhau National Historical Park is located on the west coast of the island of Hawai'i and was established in 1978. Within its 1,200-acre boundary, the park protects the site of an ancient Hawaiian settlement and is home to coral reefs, anchialine pools, tidepools, and wetland bird habitats. Marine debris has become a significant issue in the park, and the park is developing an exhibit to raise awareness of this issue.

II. PURPOSE

Purchase of a sculpture for a marine debris exhibit at Kaloko-Honokōhau National Historical Park.

III. SCOPE OF WORK

The contractor shall provide the National Park Service (NPS) with a sea turtle sculpture and mounting system for a marine debris exhibit for Kaloko-Honokōhau National Historical Park. The Park will place marine debris inside the sculpture so that visitors can see the amount and types of marine debris that has been collected.

The Contractor shall:

A. Build one (1) sea turtle (honu) sculpture for a marine debris exhibit

a. The sculpture shall be a hollow structure constructed with a steel frame which shall be covered with a combination of steel mesh and steel sheeting. The covering shall have the capacity to retain the marine debris inside the sculpture but shall still allow for the marine debris to be viewable from the outside (the sides and bottom). Steel shall be either

i. Stainless steel, or

ii. Mild steel with either a non-toxic powder coat or painted to protect it from the elements. Paint colors will be selected with contractor after contract is awarded.

b. Fins may be constructed of either hollow construction or of solid or steel sheeting construction. The fins do not need to have the ability to hold marine debris.

c. An easily accessed hatch, opening, or other access point shall be included on the top of the turtle sculpture to allow for cleaned marine debris to be put inside, and another hatch shall be included on the bottom of the turtle sculpture so that the debris can be easily removed from the sculpture. Sculpture must be able to hold and retain marine debris with a minimum size of 6” x 6” without the debris falling out, while still being visible from below the sculpture. Marine debris will remain securely contained inside the sculpture until it begins to breaks up at which time it will be replaced.

d. The sculpture shall be mounted in the ground on pole-type mounts, so that the structure is off the ground. The substrate is loose gravel over disturbed lava, into which mounting bolts can be driven.

e. The main body of the sculpture (exclusive of head, fins, and tail) shall measure approximately 6 feet long by 5 feet wide by 3 feet high.

f. The height of the exposed pole stand from the ground to the bottom of the sculpture shall be approximately 5 feet, not including any section built inside the sculpture or drilled into the ground.

g. Sculpture and a pole stand, delivered to Kaloko-Honokōhau National Historical Park.

h. Install the sculpture mounted on a pole stand which shall be bolted to the ground.

IV. DELIVERABLES

A. Design, drawing and/or 3D imaging of the sculpture and pole stand, and obtain NPS approval.

B. Delivery and installation of sculpture and pole stand to Kaloko-Honokōhau National Historical Park.

V. TIME FOR COMPLETION

All tasks and deliverables for this contract must be completed before August 15, 2022.

VI. POINT OF CONTACT FOR EXHIBIT DELIVERY

Prior to delivery of the sculpture, contractor shall contact the NPS project manager to advise of exact dates and arrangements made for delivery and installation.
