About this file

This is an Amendment 0001 to solicitation 140P8126Q0035 for repair of Joshua Tree National Park (JOTR) Headquarters Fire Main, issued by the Department of the Interior National Park Service Pacific West Region. The amendment addresses fifteen contractor questions and clarifications regarding project logistics and technical specifications. Key clarifications include: no permitting is required; the east area of the dirt parking lot south of the construction site serves as the designated lay down and material storage area; water is available on-site at no cost from a water point in the parking area; construction closure of the work area is permitted; metal plates are not required due to fencing specifications; and the pipe routing cannot be redirected due to the sensitive archaeological nature of the headquarters location. Technical approvals confirm that PE 4710 is acceptable as a substitute for the referenced PE 3408 standard, long-radius 90-degree fittings are acceptable, thermal fusion with butt-welding and compression sleeve connections are approved, and shut-off valve replacement should use a flanged bury valve with 2-inch operating nut mated to existing and new HDPE. The contractor is responsible for compaction testing, and leak testing coordination must occur with the Twentynine Palms Water District prior to backfill. The amendment updates the wage determination to CA20260026 effective 07/14/2026 and includes site visit attendance documentation.

140P8126Q0035 Amendment 0001 The purpose of this amendment is to answer contractor questions, update the wage determination and publish the site visit attendance.

1. Answer Contractor Question:

Q1: Is permitting required?

A1: No

Q2: Where can the contractors use as a lay down area?

A2: The east area of the dirt parking area south of the construction site can be used.

Q3: Water point location?

A3: Water is available in the dirt parking area south of the construction site.

Q4: Where can contractors store material that is removed from the trench while the pipe is being installed?

A4: In the east area of the dirt parking lot south of the construction site.

Q5: Can the construction area be closed off during work?

A5: Yes

Q6: Are metal plates required over the construction site?

A6: No due to fencing being required around the open construction site.

Q7: Is it possible to (1) Relocate the new line to the dirt area to the far side of the parking lot, away from the building. (2) Relocate between the building and the parking lot. (3) Relocate behind the main building area? Any of these alternative routes would avoid damaging the parking areas. It will add to material and trenching costs for the area (2 and 3) behind and across the parking area, in the dirt farthest from the building, but nothing close to the cost of demo and replacement with asphalt, and it will also cause aesthetic damage to the parking area right in front of the building.

A7: There is no redirecting allowed due to the sensitive nature of the location of our HQ. It is in a very sensitive arch site, and we cannot deviate from the current layout of where the pipe lays. Additionally, the line already has a previous sawcut and patch through throughout the length of the existing pipe in the parking area, so we are not worried about aesthetics as once the entire length of line is replaced over the next few years we are going to repave the parking area.

Q8: Is construction water available on site at no cost to the project?

A8: Yes, the park has a water point where water can be obtained. It is located next to the lay down area.

Q9: For the shut-off valve replacement, should the vendor assume a standard flanged bury valve with 2-inch operating nut? The vendor noted the existing HDPE appears flanged and they would plan to flange to it.

A9: Replace with same size valve with 2 inch nut ensuring it is mated to existing HDPE on the east side and new HDPE on project side. Flange is acceptable.

Q10: Should the 90-degree fitting be assumed as a long-radius 90?

A10: A long radius 90 is acceptable.

Q11: The SOW references PE 3408, but the vendor noted PE 3408 has been superseded by PE 4710. Is PE 4710 acceptable if it otherwise meets the required standards?

A11: This is fine as long is it meets the same standards.

Q12: For thermal fusion, the vendor plans to butt-weld the new HDPE pipe and use a compression sleeve connection on the existing side. Is this acceptable?

A12: This is acceptable.

Q13: Who is responsible for compaction testing: the contractor or the Government?

A13: Contractor is responsible for compaction testing

Q14: Is a local jurisdictional permit or inspection required, or should the vendor assume no local permit/inspection?

A14: No permit is required for this job. Coordination for doing leak testing before backfill will have to be with the local water district (Twentynine Palms Water District) as they control the valve to our property.

Q15: Is there a designated laydown area behind the work area?

A15: Laydown area is located in the dirt parking area to the south of the project site.

1. Update that wage determination to CA20260026 07/14/2026.
