About this file
This is Amendment 0001 to Solicitation 140P8126B0007, issued by the National Park Service (NPS) on June 22, 2026, with an effective date of June 22, 2026. The amendment does not extend the bid due date, which remains July 8, 2026, at 2:00 PM Pacific Daylight Time.
The solicitation concerns a construction project at Pearce Ferry Launch Ramp on the Colorado River at Lake Mead National Recreation Area in Boulder City, Nevada. The project scope includes expanding the existing takeout ramp by resetting 1,800 square feet of precast concrete panels to extend the ramp 55 feet toward the river, pouring a new 8,400 square foot concrete pad for staging equipment and vehicles at the top of the launch ramp, and widening the overall launch ramp by 40 feet to provide increased launching and staging area for rafting and jetboat expeditions through the Grand Canyon.
The amendment addresses eight contractor questions regarding project requirements, including confirmation that a turbidity curtain is required per Army Corps of Engineers 404 permit specifications, with estimated river depth at deployment of 11 to 15 feet (approximately 8.5 feet); clarification that velocity breaks are acceptable for in-water work and curtain layout adjustments are permitted; confirmation that no soil report exists for the river bottom; and that contractors may remove pipe mats in the manner they deem easiest while preserving reinstallment capability. The amendment specifies that removed pipe mats should be stored in the excavation/stockpile area identified on sheet 01 11 00-7 of the specifications and that no archeological monitor is required. The amendment also updates the wage determination from January 2, 2026, to May 18, 2026, provides a site visit attendance sign-in documenting five participants from various companies on June 3, 2026, and specifies that bid opening will occur via Microsoft Teams on July 9, 2026, at 2:00 PM PDT with provided meeting credentials.

Amendment 0001
The purpose of this amendment is to answer contractor questions, publish the site visit attendance, update wage determination, and post the bid opening meeting information:
1. Answer Contractor Question:
Q1: Is the turbidity curtain necessary due to the Colorado River already having a high level of suspended sediment in it?
A1: A turbidity curtain is required as a stipulation in the 404 permit from the Army Corp of Engineers.
Q2: If the turbidity curtain is needed, what is the depth of the river where it would be deployed? We are concearned about the need for a volocity brake to keep everything in place and our people safe during the in-water work.
A2: The estimated depth of the river at the deepest point of deployed turbidity curtain is 1115 or about 8.5 feet. A velocity break is acceptable for in water work as well as adjusting the shape/layout of the curtain for ease of installation. The depth of the river is uncontrolled and may be higher or lower at construction.
Q3: Is it safe to assume that the current water level is approximately the same as it was on October 4, 2022?
A3: NPS does not have current data for this.
Q4: If the water level is the same as on 10-4-22, it looks like the North East corner of the Class 1 Riprap will be approximately 30' offshore into the river at the top. If the bottom is unknown and the river bed drops off at a rapid rate, the bottom width of the riprap will be pretty wide and difficult to quantify?
A4: Based on the currently known contour data, the bed does drop at the end of the existing pipe matting due to swirling currents caused by the pipe matting that has led to undercutting. Once past the pipe matting, the river bed falls at a constant rate following contours shown on plans. If this is shown to be different during construction, a reduction in width of the aggregate base at the end of the ramp is amenable.
Q5: Is there a soils report for the river bottom that specifies whether it consists of a sedimentary material and depth or bedrock type material?
A5: There is no soil report.
Q6: It appears that the 2 existing pipe mats are welded together making it 1 large pipe mat.
Is the intent to cut it into two equal size pieces.
A6: However the contractor feels is easiest to remove the pipe mats, while also allowing for their future reinstalment is acceptable.
Amendment 0001
Q7: Where will the pipe mat or mats be placed for storage after removed from their existing location on the existing ramp?
A7: Please keep them in the excavation/stockpile area called out on sheet 01 11 00 – 7 of the specs.
Q8: Is an archeological monitor required for this project and will the government provided archeological monitor for all excavation activities?
A8: An archeological monitor is not required for this project.
2. A revised wage determination dated 5/18/2026 replaces the wage determination 1/2/2026.
3. Attached is the site visit attendance sign in.
4. The bid due date remains the same, July 8, 2026, at 2pm PDT.
