Statement of Work
Pumping of Vault Toilets at MOJA Part 1: Scope/Background/Objective
1.1 Scope of Work
Removal and disposal of human waste from 32 septic and/or vault toilets located throughout Mojave National Preserve.
1.2 Background
Due to the visitation usage of the 32 septic and/ or vaults (capacity of a vault is approximately 500- 4500 gallons), at the 7 varying locations within the park, need to be pumped on a regular basis for the health and safety of the visitors, park employees, and wildlife.
1.3 Objective
To enhance the park visitor experience, and address health and safety issues of the visitors, park employees, and wildlife.
Part 2:
Contractor Tasks & Supplies To remove the human waste and dispose of the waste properly, complying with all county, state, and federal regulations. A water truck will be provided by Mojave National Preserve, to follow the pumper truck and provide additional water as needed.
Pumping is on an “as needed” basis and the vendor will be called for service, with an expected 24-48 hour response time. Any trash is to be removed during the pumping process. It is requested to fully utilize the capacity of the pumping truck while in the park, pumping more than one vault or septic at a time, if possible. Septic and/or Vault toilets are located off both dirt and paved roads.
The approximate pumping schedule is once a year per septic/vault. If visitor usage is higher, some locations may need additional pumping.
Kelso Dunes Area: (Approximate area: 34.892493, -115.698850)
· KD vaults (1500 gallon) There are 4 vaults in this area. Pumping will be done approximately once per year, depending on visitor use.
Hole in the Wall (HITW) Camping Area: (Approximate area: 35.047933, -115.393567)
· HITW campground vaults (1500 gallon). There are 4 vaults in this area. Pumping will be done approximately once per year, depending on visitor use.
· Rock House vaults (1500 gallon) There are 2 vaults in this area. Pumping will be done approximately once per year, depending on visitor use.
· OX Ranch septic (1500 gallon) one septic tank pumped approximately once per year
· Midhills campground vaults (1500 gallon) There are 4 vaults in this area. Pumping will be done approximately once per year, depending on visitor use.
· Rocking L House septic (1500 gallon) one septic tank pumped approximately once per year.
· Equestrian camp site group site vaults (1500 gallon) There are 2 vaults in this area. Pumping will be done approximately once per year, depending on visitor use.
Hole in the Wall Visitor Center (VC) and Fire Center (FC):

· VC primary septic (1500 gallon) one septic tank pumped approximately once per year.
· FC primary septic (2500 gallon) one septic tank pumped approximately once per year.
· FC kitchen septic (550 gallon) one septic tank pumped approximately once per year.
· Rings Loop trail vault (1500 gallon) There is one vault in this area. Pumping will be done approximately once per year, depending on visitor use.
Kelso Area: (Approximate area: 35.011802, -115.654318)
· Kelso Dorms septic (3000 gallon) one septic tank pumped approximately once per year.
· Kelso RV septic (2000 gallon) one septic tank pumped approximately once per year.
· Schoolhouse septic (1500 gallon) one septic tank pumped approximately once per year.
· Kelso Depot VC septic (4500 gallon) one septic tank pumped approximately once per year.
Zzyzx Area: (Approximate area: 35.143646, -116.106792)
· Main building septic (1000 gallon). one septic tank pumped approximately once per year.
· Zzyzx vault (1500 gallon) There are 2 vaults in this area. Pumping will be done approximately once per year, depending on visitor use.
Kessler springs Area: (Approximate area: 35.296110, -115.533656)
· Dorm Housing septic (1500 gallon) one septic tank pumped approximately once per year.
· Valley View housing septic (1500 gallon) one septic tank pumped approximately once per year.
Morning star area: (Approximate Area: 35.451513, -115.390368
· Tortoise Facility septic (1500 gallon) one septic tank pumped approximately once per year.
*Includes the pumping of all waste from the vault of the vault toilets and transport of the waste for offsite disposal in compliance will all applicable state and local laws and best management practices. Toilets may contain other than human waste and will also need to be removed by the contractor; Not the government’s responsibility to remove before contractor is on site.
The pumping vehicle shall be kept clean, free of vegetation, and in good mechanical condition.
Option Performance Period Base Year: September 17, 2025 – September 16, 2026
Option Year 1: September 17, 2026 – September 16, 2027
Option Year 2: September 17, 2027 – September 16, 2028
Option Year 3: September 17, 2028 – September 16, 2029
Option Year 4: September 17, 2029 – September 16, 2030
CONTRACTOR PERSONNEL
The pumping and services will be performed by a contractor with the appropriate credentials and licensure to transport and dispose of human waste in Mohave County, Arizona and Clark County, Nevada.
Contract Superintendence:
A superintendent needs to have 5 years of experience with direct superintendence similar to this scope of work (SOW). If prime contractor is self-performing the work, then daily direct onsite superintendence is not required. If the prime contractor is subcontracting the work out, the prime contractor must have a superintendent physically available to be onsite, within two (2) hours of COR call out, during every service day when they are in the park. The contractor shall submit a letter to the Contracting Officer (CO) and Contracting Officers Representative on quoter’s experience that is related to the SOW.
Part 3:
Contract End Items MOJA personnel inspect that the waste is removed from the Preserve and any spills are to be cleaned up by the contractor.
