An audit is acceptable in lieu of as-built drawings prior to demolition provided the Contractor be able to protect historic fabrics and complete demolition with a more limited review.

16. Please confirm if the Integrated Systems Test (IST) for fire alarm, electronic security, and communications systems is to be witnessed by the CO, AHJ, or both—and if a narrative or checklist for IST is required.

a. Yes, the AHJ will be present at the system tests. Yes, there are forms that will be provided at the pre-construction conference.

17. Please identify any required integration between the fire alarm system and IDS/security devices (as both systems share conduit in several areas per Section 26 05 00).

a. The fire alarm and IDS may share system elements but are not required to share system elements.

18. Can existing conduits within the tunnel be reused, or is the contractor required to furnish and install new conduits throughout?

a. Existing conduits shall be reused where available. Where existing conduits do not exist, wireless systems should be proposed. New conduit shall only be used where no other reasonable method exists.

19. The Cook House is noted as the hub for all internet connections. Please confirm if the contractor is responsible for core router/switch coordination and if fiber rerouting or termination is required.

a. Contractor is not responsible for core router/switch coordination and no fiber rerouting or termination is required.

20. Please provide the required quantity and specifications for: security cameras, temperature sensors, and intrusion detection devices (Specifically for the Main House and Gas Tank House (future Visitor Contact Station).

a. The number of sensors for the Main House is contained in the construction drawings. The number of devices is not expected to change. The type of sensors should change sufficiently so that (1) the drawings posted in the solicitation cannot easily be used to defeat the system and (2) that any positive alarm could be reasonably confirmed by a second technology. The previous system routinely issued false alarms owing to wind. The new system shall be able to differentiate between, for example, a draught of wind and an intruder.

b. Cameras are for two primary purposes, intrusion detection/verification and loss control. Cameras for intrusion detection/verification shall be placed in the Gas Tank House, Chimes Tower, Tunnels, Main House, Annex, and Cookhouse.

Cameras for loss control shall be placed in the Gas Tank House. The Government does not have an expert in security camera system design, and provides the following descriptions and estimates purely for illustrative purposes, numbers and types of cameras shall be determined by the offeror to adequately cover all entries/exits to the Main House, Annex, and Gas Tank House, the grounds and parking lots to reach those buildings, and all loss control areas in the Gas Tank House during dawn, day, dusk, night, darkness, artificial light, mixed lighting, and foul weather. The system shall be capable of being expanded to have security camera coverage across the entire historic district, not expected to exceed 256 camera devices. The Government requires that all entries and exits of the Main House, Annex, and Gas Tank House and loss-control areas within the Gas Tank House shall be monitored by a camera, requiring about 23 cameras across the historic district.

c. Gas Tank House – The Gas Tank House provides an historic non-contributing exterior (wooden area) where cameras may be installed. This could include a motion-tracking or other 360° coverage system that monitors the main approach to the Castle entrances on the east side of the Main House and Annex. Inside the Gas Tank House, cameras that capture visitor movement and loss control in the bookstore is required. The system shall have fixed-point cameras that look down onto each of two registers, the counting desk, and into the safe. The Government assumes adequate coverage could be achieved with about 9 cameras.

d. Chimes Tower – The Chimes Tower provides a high vantage point where the vehicular access points and/or the western doors into the Main House and Annex could be installed. The Government assumes adequate coverage could be achieved with 1-2 cameras with at least one camera having a sufficient telephoto lens or resolution to record license plates entering/leaving the parking area.

e. Tunnels – The Tunnels provide multiple entrances/exits to the facilities in the historic district. Using 360° motion-tracking cameras, the Government estimates that adequate coverage could be achieved with about two cameras. Using less sophisticated cameras, the Government estimates coverage could be achieved with 4-6 cameras.

f. Main House and Annex – The west side of the Main House is the most difficult to monitor from the exterior. It is anticipated that adequate coverage of the entries/exits of the Main House and Annex could be achieved with about three 360° motion-tracking cameras.

g. Cookhouse – The Cookhouse shall have a video recorder and management appliance, or similar, that records video and broadcasts it to an internet-based system accessible to an alarm-monitoring contractor, the Federal Interagency Communications Center – San Bernardino, and the Death Valley Cow Creek Ranger Station at Cow Creek. In lieu of the Chimes Tower, the Cookhouse may be used as an alternative mounting point for a camera that monitors the main parking lot. A 360° motion-tracking camera, or other wide-angle coverage shall be used either on the exterior of the building to prevent adversaries from approaching the site, or interior to record access to appliance. The Government anticipates that adequate coverage could be achieved with 1-2 cameras.

21. Is there a record of any empty conduit runs between the Hacienda and the Stables that can be utilized?

a. Yes, empty conduit sleeves have been placed between the Hacienda and the Stables. The fiber networks may also share the conduit for the HVAC system, which is oversized for three fiber conductors.

22. The documents reference motion detection zones. Please confirm if sensor zone mapping will be provided or must be generated by the contractor.

a. The contractor shall generate sensor zone mapping.

23. Please confirm whether the intrusion detection system needs to interface with the fire alarm system, access control, or any other NPS system.

a. Intrusion detection system will need to set off remote alarms that may be monitored by an alarm monitoring contractor, the Federal Interagency Communications Center – San Bernardino, and/or the Death Valley Ranger Station at Cow Creek. The fire alarm system will similarly need to set off remote alarms. Where allowed by law, code, and policy, those systems may be shared between the alarms. Fire alarms shall interface with related Building Management Systems where required by law, code, and/or policy to shut-down air handlers in the event of a fire or other emergency. The systems shall communicate through a Government-provided, non-Government network Starlink (or similar) satellite internet system. No other systems are expected to be shared with the alarm systems.

24. The drawings show a Visitor Center building that no longer exists. Please confirm if all associated scope tied to that building should be excluded from bid.

a. All associated work to the visitor center building is to be excluded from this project.

25. Are there any existing security or telecom devices (cameras, sensors, network panels, etc.) that are to be reused or salvaged, or should all be assumed new?

a. There are no existing systems in place that are expected to be salvaged. An alarm system in the Hacienda will need to be able to work with the network to send remote alarms.

26. Are there preferred mounting methods or restrictions for new security and telecom devices in historic structures (e.g., conduit visibility, anchoring limitations, painted surfaces)?

a. All conduit shall be existing, or by permission from the Contracting Officer.

Installation of devices and wiring shall be according to the drawings in the Main House and Annex, devices may change, however location and installation shall remain as drawn. Cameras in the Tunnels shall be mounted to existing Unistrut systems, or similar. Cameras in the Chimes Tower shall be mounted to non-permanent structures or to existing non-historic fabrics. Cameras in the Gas Tank House shall be placed on non-contributing elements wherever possible, and to contributing elements only after permission from the Contracting Officer.

27. Will any telecom/security devices requiring data/power (e.g., IP cameras, sensors) be powered via PoE? If so, please confirm if the contractor is responsible for supplying the switches or if these are Government-furnished.

a. The contractor shall provide switches for any devices that are PoE-powered, or similar. Devices may be battery powered, however as-built drawings, or similar, shall record location, battery type, expected battery life, and expected errors from loss of power for all battery-powered devices.

28. For any exterior equipment (e.g., cameras at the Stables or Visitor Contact Station), are there minimum IP/NEMA enclosure ratings required due to Death Valley conditions (heat, sand, wind)?

a. There are no enclosure ratings required beyond normal ratings for locations installed (e.g., indoor/outdoor). Damaged equipment in the future will be replaced in kind.

29. Site notes mentioned “other projects may occur simultaneously.” Will the Government provide a list of concurrent projects and their scopes for coordination?

a. Projects that may occur simultaneously include the following, however it is unlikely that more than a few other projects will occur during the period of performance:

i. Construction of the main parking lot. This project is not expected to impact current solicitation aside from site access coordination.

ii. Rehabilitation of the Longshed/Bunkhouse. If this project occurs concurrently, this contract will provide internet to stub-outs with sufficient conductor length to get termination inside building.

xvi. Install water filtration and treatment system. This project is not expected to impact current solicitation. Note that until this project is completed, all water at Scotty’s Castle is non-potable and the contractor shall provide restroom facilities (portable toilets) and potable water to their employees.

30. Several buildings on the project site are historic in nature. Please confirm whether any specialist oversight is required during construction activities affecting these structures, such as:

o Historic Preservation Architect

a. A contractor-provided historic preservation architect is not expected to be required.

o Archeologist

a. A contractor-provided archaeologist/archaeological monitor and tribal monitor are required for any excavation. No excavation is expected.

o Cultural Resources Specialist

a. A contractor-provided cultural resources specialist is not required on this project.

o If so, please clarify:

o What activities require specialist oversight (e.g., penetrations, mounting, trenching)?

a. Any ground-disturbing activity will require archaeological and tribal monitoring.

No ground-disturbing activity is expected in this project.

o Whether the Government will provide these specialists or if the contractor must include them in the proposal.

a. If the contractor plans to conduct ground-disturbing activities not anticipated by the Government, the contractor shall include monitoring in their proposal.

Please do not include any ground-disturbing activities.

o Any pre-approval or submittal requirements related to preservation compliance (e.g., SHPO coordination).

a. SHPO coordination has been concluded. The contractor is not responsible for coordination with the SHPO or THPO.

31. Site visit notes indicate that other projects may occur simultaneously with this scope of work. Please confirm: Whether there are other awarded or planned contracts affecting the same areas or utilities; If so, please provide descriptions or scopes of those projects;

Will the Government coordinate access and schedule impacts between contractors?

a. No, the Government will not coordinate access or schedule impacts between contractors. Contractors shall work together to ensure work is completed without conflict. The grounds have two access points for light vehicles and there is ample parking and space for laydowns away from main work areas. In the event of a conflict between contractors, the Government will work with the contractors to resolve the issues.

32. Is a designated laydown or staging area available for contractor use? If so, please provide a location or site plan.

a. The designated laydown/staging areas will be in the parking area to the south of the castle complex. If the parking lot project is in construction simultaneously, laydowns at the Stables, east of the Main House, at the Bridge, or other nearby locations will be made available.

33. Will the Government furnish any materials or equipment for telecom/security (e.g., fiber patch panels, network switches, fire alarm panels)? If so, please provide a list of OFE items and delivery timeline.

a. No government furnished equipment is provided for this project.

34. Please confirm where the telecom/ISP demarcation point is located for this project, and if coordination with any external provider (e.g., Frontier, AT&T) is anticipated or required.

a. Coordination with an external telecom/ISP provider is not required as the portion of work installing cable up Grapevine Wash has been removed from this project.

35. All vehicles and equipment are to be inspected for invasive species before entering the park. The only inspection location given is Pahrump. Is there another location closer to the North end where the inspections can take place?

a. Inspections can take place at any park entrance, at Furnace Creek, Cow Creek, Grapevine, or Scotty’s Castle. Because all ground-disturbing work has been removed from this project, inspections are not anticipated unless contractor trucks arrive in a disorderly or filthy/muddy state. Light and delivery vehicles of normal cleanliness generally do not require inspection. Vehicles with obvious invasive species contamination will be requested to be cleaned outside of the park.

36. What is the extent of the coverage area for the employee tracking system?

a. The system shall cover all areas of the historic district, and shall be installed in the Main House, Annex, Gas Tank House, Cookhouse, Hacienda, Stables, Chimes Tower, Powerhouse, Tunnels, Fire Cache, and Restroom. The system need not be installed in the Longshed/Bunkhouse, however the materials for installation shall be provided to the Government.

37. Is an archeological monitor required on this project?

a. No, unless the contractor engages in ground-disturbing activities. All ground-disturbing activities have been removed from this contract.

38. Is this in fact a design build where the awarded contractor will be producing demolition, electrical, fire and security drawings based on the provided drawings and current codes?

a. There are design-build-like elements to this contract. For example, the camera system, employee tracking, and emergency communication system all require some level of design. There are elements of a design-bid-build-like contract where specifications and construction drawings have been provided. For parts of the project where limited design is required, provided specifications and drawings may elucidate the work.

39. Due to the number of questions would the government consider extending the bid due date?

a. Bid due date has been extended to 8/18/25 with the issuance of amendment 3 for this solicitation.

Eric’s RFI Questions starting with 0002 since 0001 was issued before the site walk and already addressed.

40. Can the FACU be relocated from the Main House to the Gas Tank House/Visitors Center?

The specific area in question is the lower-level room entering the tunnel.

a. Yes, with approval of the Contracting Officer, most elements of this system can be relocated. Relocating items to areas that are non-contributing, non-historic, or represent replacement-in-kind of existing systems will be easier.

41. Should the Hacienda be upgraded with a new fire alarm system? Can we obtain a copy of the current fire alarm plans for the Hacienda?

a. No, the Hacienda fire alarm system does not need to be upgraded. It does need to be connected to the network for remote monitoring.

b. Yes, Hacienda plans can be provided.

42. Would you like a remote annunciator installed in the Hacienda apartments for local system visibility and notifications?

a. No, a remote annunciator is not required in the apartments.

43. Should we furnish an IP-based DACT (Digital Alarm Communicator Transmitter) for Central Station communication?

a. The contractor shall furnish all parts of the system for alarms and cameras to be monitored remotely by an alarm-monitoring contractor, the Federal Interagency Communications Center –San Bernardino, and the Death Valley National Park Ranger Station at Cow Creek. If your alarm system requires a DACT, it shall be provided.

44. The Longshed is not yet remodeled and does not appear on current plans but was mentioned on the job walk. How should this be addressed at this stage?

a. Telecoms must be provided to the Longshed and the Fire Cache. Because the Longshed has not been remodeled yet, telecom/fiber shall be provided to the facility without construction of the indoor system. This may be provided via a stub-out with sufficient conductor length to meet the designed server room, or by running the conductors into the facility to the designed server room. If internet is to be provided to the Fire Cache via the Longshed, any materials required to connect the Fire Cache after completion of the Longshed shall be provided to the Government without installation.

45. The restroom and fire cache building are not shown on current fire alarm plans but mentioned on site visit. How should this structure be handled at this stage?

a. Fire alarms are not required to be installed in either the restroom or the Fire Cache. Internet is required at the Fire Cache.

46. Who is the Authority Having Jurisdiction (AHJ) responsible for approving this fire alarm system? How will deviations from the current stamped drawings be managed if these RFIs or other contractor recommendations result in changes?

a. The AHJ is the National Park Service. Changes to the drawings will be reviewed by the COR, Park Fire Chief, Network Fire Chief, Regional Fire Chief, and National Code Compliance Office, or similar, as needed.

47. If sprinkler flow or tamper switches are missing or required, who is responsible for providing and installing them? Who is responsible for any additional sprinkler work if needed?

a. It can be reasonably expected that flow switches, tamper switches, and similar may need to be upgraded, replaced, or installed to complete this project with a complete-and-useable fire alarm system. Cases will be handled in accordance with the Differing Site Conditions Clause, FAR 52.236-2.

b. No sprinkler work is expected. However, if the Contractor’s design obstructs or changes the current fire suppression system, the contractor will be responsible to perform all work to restore functionality. If the Contractor becomes aware of a deficiency in the fire suppression system, the Contractor shall make the Government aware of the issue(s) through a written RFI provided to the Contracting Officer.

48. The gas house fire riser has not been maintained and was slated for relocation and replacement. How will this be coordinated?

a. If the Gas Tank House fire riser is still out of service at time of construction, the Contractor shall provide connections to planned location and any materials or documents necessary to connect the riser upon relocation.

49. Plans/specs do not indicate camera manufacturer or type. Is there a required resolution or performance specification for the cameras? Is a specific camera manufacturer required or preferred? Some camera manufacturers are banned from Federal networks.

Is there a NPS or other Federal specification which must be complied with for network security?

a. Resolution may change by application and shall be sufficient for intended use.

For example, cameras used to monitor sales or counting may require lower resolution for an individual viewing the video feed to monitor the transaction than a camera capturing license plates from a distance. Generally, HDTV (1080p) resolution would be the minimum acceptable resolution for the visible spectrum.

IR cameras will generally be lower resolution but may still be valuable for confirmation of alarms.

b. All camera systems must comply with the NDAA 889(b) and other FAR clauses or laws. The camera system shall be connected to the non-Government computer network, reducing the security risk and restrictions. The Contractor shall not knowingly recommend or supply a camera system that allows an advantage to adversaries of the United States.

50. What is the minimum number, general location, and type (fixed or PTZ) of cameras for this requirement? Is a license plate reader desired for the parking lot gate?

a. Question 20 addresses number, general location, and type of camera. In all cases fixed or PTZ cameras may be used, however, it is assumed that the Contractor will be able to provide the best value when they are allowed to select cameras from their vendors.

b. A license plate reader is not specifically requested. However, the camera system must have sufficient resolution to read a license plate at the gate when reviewing the video feed.

51. The specs mention Cow Creek Ranger Station, Federal Interagency Communications Center, and a contracted security provider. Does the Park currently have a contracted security monitoring provider? If so, please specify. If there is no current monitoring provider and the Park desires the contractor to provide one please specify. Duration covered by base contract, billing hand off etc.

a. Death Valley National Park currently uses Apple Valley Communications for alarm monitoring. Monitoring is not required as part of this contract. Part of completion of this project will be successful monitoring of the alarm system by a third party, which may or may not be Apple Valley Communications.

52. The specs mention Cow Creek Ranger Station, Federal Interagency CPlans reference RM22, possibly related to areas where money is handled. Can you provide a complete list of locations on-site where monetary transactions occur?

a. See question 20 for camera locations. RM-22 will apply to cameras installed in the Gas Tank House.

53. Is an on-premises recorder required? Is cloud-based recording preferred or is the system intended solely for live monitoring?

a. An on-premises recorded is anticipated to be required in the Cookhouse.

Bandwidth is expected to limit the ability to use cloud-based recording. The system shall allow remote viewing of recorded images to confirm alarms.

54. Sheet YD.21 designates the Main House as SACP 2 and Stables as SACP 3. Are we to assume the Hacienda is SACP 1? If so, what level of integration is required (e.g., event reporting, command/control, shared database)? Should the building be designed to integrate with one of the existing SACPs once plans are created?

a. The Hacienda may integrate into SACP 1 or be its own SACP. The systems in the Hacienda shall work regardless of which SACP they are part of.

55. Sheet YD.21 designates the Main House as SACP 2 and Stables as SACP 3. Are we to assume the Hacienda is SACP 1? If so, what level of integration is required (e.g., event reporting, command/control, shared database)? Should the longshed building be designed to integrate with one of the existing SACPs once plans are created?

a. The Longshed building is planned to integrate into SACP 1 upon completion.

56. The specs indicate the Cook House, Gas Tank House, and Garage/Chicken Coop buildings should tie into SACP #1, assumed to be in the Hacienda (Honeywell V20P). Are these buildings to connect to that system? "Garage/Chicken Coop" does not appear on any plan. Can you clarify its location or provide supporting documents? If this building is something that has yet to be constructed, how should it be handled at this stage?

Should a new main panel be installed in the lower level room of the gas house for these buildings?

a. The Garage/Chicken Coop is another name for the Longshed/Bunkhouse.

b. In all cases, the groupings of the SACPs may change with permission from the

Contracting Officer based on the expertise of the Offeror/Contractor.

c. The systems installed in this contract shall be additive, that is, future construction shall be able to be integrated into the systems.

d. A new main panel may be installed in the Gas House.

57. Is there a preferred or required personnel tracking system? Can the Park provide system specifications? What is the desired area of coverage? Which buildings/floors? How many employee transmitters are required?

a. See question 36 for covered buildings.

b. There is no preferred vendor.

c. An acceptable system could provide general areas of activation, for example, within a few tens of feet of a wifi router. An acceptable system could use a non-specific device, for example, a cellular telephone application to provide general information about a call for service.

d. If specific devices are provided, the Contractor shall provide not less than 50 devices. The devices shall be commercially available to purchase additional units in the future. If a cellular phone application, or similar, is used, there shall be no limit to the number of devices enrolled in the monitoring system.

58. Will the USG provide switches and routers or does the Govt desire the contractor to provide? If the contractor is to provide, do you have a detailed spec? The SOW states these components will be provided by others. Who is to provide enclosures/racks for switches. If this contract is to provide, are there desired features?

a. See question 19.

59. What is the desired service plan for the Starlink services? Does the USG desire the contractor to order and activate the service? If so, how long does the Govt want the contractor to provide service before billing handoff?

a. The Contractor need not provide Starlink service.

60. Are there any additional details/specifications the Government can provide for the leaky feeder requirement?

a. The leaky feeder is intended to increase communications coverage in the tunnels, available details are provided in the specifications.

61. What frequencies will be used for the existing repeater? Is there a specific one the tour staff will use?

a. For security reasons, radio specifics will be provided only to the successful bidder. Park Frequencies range from about 150 MHz to about 180 MHz, and all staff are likely to use radios in those frequency ranges.

b. The radio coverage is sufficient outdoors within the historic district. The ERCES and leaky feeder are to improve radio communications in buildings and underground.

62. The ERCES (Emergency Radio Communications Enhancement System), also known as an ERCES BDA system (Emergency Responder Communications Enhanced System with a Bi- Directional Amplifier) can be integrated with the Leaky Feeder system. What is the overall purpose of this system? Is its sole function to enhance the existing 3 NPS frequencies, allowing for seamless radio access from any location on-site? What frequencies are used on this server? Does the ERCES system need to be monitored off-site, or can it be monitored locally at Scotty’s for any faults or operational issues? Has the repeater undergone regular maintenance, including an annual grounding and bonding test as well as cleaning of connectors?

a. The park repeater sites get serviced yearly

b. The ERCES will be used to allow operations and emergency response to use handheld radios throughout the Scotty’s Castle Historic District, especially in the Scotty’s Castle Main House and Annex and the Tunnels which are constructed with radio opaque materials that limit effective radio communications at the site.

This is especially important for emergency responders where police and fire services are placed in increased danger when communications are limited.

c. The ERCES will improve radio coverage between resources at the Scotty’s Castle Historic District and with the Federal Interagency Communications Center- San Bernardino.

d. Radio frequencies would be the same as the one listed above in question 63. For security reasons more details on the frequencies including tones and transmit shift will be available to the successful bidder.

e. The ERCES would ideally have self-diagnostic capabilities and provide a detailed report through a website or other remotely monitored system. However, a control system at Scotty’s Castle that allows for operations and maintenance is acceptable.

f. The repeater has undergone routine maintenance. The thick, >2’, concrete and CMU walls of all buildings and underground tunnels and sub-surface levels in multiple buildings (Main House, Annex, Tunnels, Bridge, and Hacienda) creates numerous locations with limited radio coverage.

63. We have had issues with certain project management software being block by the NPS Firewall. For the requested project management software, are all the recommended options allowed for use on the government network?

a. The NPS generally uses ProjectTeam. ProjectTeam may need to be coordinated through the Denver Service Center to ensure proper project documentation at close out.

File details come from the government source that posted it. Updated .
