Q.1 Is the awarded contractor going to be required to be a Fire Sprinkler contractor actively engaged in the installation of fire sprinkler systems?
A.1 Proposals will be evaluated based on the technical approach, experience, and past performance information the offeror provides combined with pricing. Offerors may present experience and past performance as a general contractor providing the services, or as a fire sprinkler specialty contractor providing the services. The offeror’s experience and past performance information will be examined to determine their relevance in regard to residential sprinkler projects and projects in occupied dwellings in the past 5 years as outlined in the solicitation.
Q.2 The solicitation states to bring the units into compliance.
Which NFPA 13 are they installed as. 13R, 13D or just 13?
You have some severely questionable water flows that may be ok under 13D but not 13. Trying to figure out to price bring the systems into compliance.
You are also asking for semi recessed installations, but the brass pendent head in the picture is screwed into a fitting that is actually below the plane of the ceil and this won’t be possible without cutting apart the ceilings and reworking the line piping to achieve a true recessed install. Will a 2-piece cup and skirt be an acceptable option for you? Pictured below.
A.2 Contractor is referred to Section 1.1, Scope of Work, which clearly articulates the 3 tasks associated with this contract as:
- Replace 226 recalled sprinkler heads in Coyote Loop, upper Skyline, and Nevares housing units in the Cow Creek Housing Area.
- Perform internal inspections of wet-pipe sprinkler systems per NFPA25
- Replace gauges per NFPA.
While the governments overall goal is compliance with all code requirements, the specific scope addressed by this solicitation is only the three items above.
The government desires for the replacement sprinkler installation to result in an aesthetically pleasing finished product. While a suggested (or “basis of design”) head and fitting that would likely result in a flush installation was identified in the solicitation, offerors are not required to propose that specific product and alternatives resulting in an aesthetically pleasing finished product will be considered.
