1.0 PROJECT DESCRIPTION / SUMMARY:

The contractor shall provide all labor, materials, equipment, and supervision to remove and replace HVAC systems located at Bent’s Old Fort National Historical Site Curatorial Building and Administrative Building. Work includes demolition and disposal of existing HVAC equipment, installation of new units of equal or greater efficiency and capacity, reconnection to existing systems ductwork, and performance testing to verify complete and functional operations.

2.0 OBJECTIVES:

This project will replace the heating and cooling equipment at the BEOL Curatorial Building and

Administrative Building to properly condition the space year-round and minimize maintenance costs.

3.0 BACKGROUND:

The existing HVAC equipment is aging, nearing the end of expected useful life. Equipment has required extensive service and maintenance costs recently. Replacing the units prior to failure will minimize downtime and limit required repairs.

4.0 SPECIFIC WORK / TASKS:

a. Demolish existing HVAC equipment. Recover all existing refrigerant prior to demolition per EPA requirements. Protect existing components to remain, including, but not limited to, ductwork, electrical, equipment mounting components, and gas piping.

• Contractor must be certified to handle refrigerant and recovered per EPA Section 608 regulations.

b. Replace existing heating and cooling equipment with new, of equivalent output capacity.

Field verify existing equipment specifications. Reconnect new equipment to existing duct systems, existing electric power and controls wiring, and existing fuel-gas piping;

Provide minor modifications to existing components as required for connecting to new equipment.

• Administrative Building:

1. Indoor equipment includes three natural gas-fired furnace units with paired DX evaporator coils. Two of the furnaces are “twinned” together to serve a single zone.

2. Outdoor equipment is two ground-mounted, air-cooled air conditioning units paired with the indoor furnaces.

3. Replace two programmable thermostats, compatible with new HVAC equipment, in same location as demolished.

• Curatorial Building:

1. Equipment includes two vertical self-contained packaged exterior wall hung air conditioning units.

2. Replace two analog thermostats in same location with new digital version, compatible with new HVAC equipment.

c. Perform full system start-up and verification testing per manufacturer requirements.

Verify proper operation in all modes and zones. Provide final test reports to COR for approval.

d. Provide two (2) copies of approved Operation and Maintenance manuals (O&M) including installation instructions, troubleshooting guides, wiring diagrams, maintenance schedules. Provide a two-hour on-site training session for park maintenance staff on system operations, controls, and routing maintenance.

5.0 OPTIONAL WORK / TASKS:

7.0 SPECIAL CONDITIONS / REQUIREMENTS:

a. Work is to be completed in and around actively used buildings that will remain occupied by NPS throughout construction. Special accommodations may be required to protect interior spaces the Contractor requires access to, including dust protection, flooring protection, and cleaning.

b. Housekeeping: Pick up all debris from interior and exterior at the end of each workday.

All equipment and materials are to be secured. At the completion of the project, the area shall be left clean and free of all debris, excess material, trash, etc.

c. Access to the building interior will be limited by the Contractor. The Contractor shall be supervised by authorized Park staff at all times. Contractor staff background checks may be required prior to accessing the Bally Building interior. Minimum 48-hour written notice to the COR is required prior to access. Minimal equipment necessary to accomplish the work will be permitted inside the Bally Building and may be inspected by

NPS prior to access.

d. Equipment replacement phasing:

• Equipment serving the Bally Building shall have a maximum allowable downtime of

48-hours from existing unit shutdown to new unit operation.

• At least one of the two systems serving the Bally Building shall be functional at all times including heating and cooling modes of operation. Replacement of both systems simultaneously will not be accepted.

• Entire duration of each system’s replacement shall not be completed while the outdoor air temperature is forecasted to be 80°F or higher during daytime highs.

• If these constraints are unable to be met by the contractor, temporary room conditioning measures must be provided to maintain room conditions.

9.0 PERFORMANCE PERIOD / SCHEDULE REQUIREMENTS:

a. All on-site work must be completed within 120-days from notice of award.

b. Work hours are limited to Monday through Friday, 7:00 AM to 5:00 PM. Overtime hours outside of the standard schedule are not authorized unless explicitly approved in writing by the Contracting Officer’s Representative (COR) in advance.

c. No work shall occur on weekends or federal holidays without prior written approval from the COR.

d. Contractor shall provide 48-hour notice to COR prior to requiring access to the building site.
