1. From what I can see, the SOW is to replace equipment, three (3) forced air systems with solinair conditioning, and two (2) packaged air conditioning units. I just want to ensure that this scope does not include duct system(s) outside of modifications needed to connect the new equipment to existing return and supply boxes.

The requirements do not call for duct system(s) outside of modifications needed to connect the new equipment to existing return and supply boxes.

2. It also appears that manufacturers equal or greater to Carrier are allowed, can this be confirmed.

There are specific Carrier models listed. Products equal to or greater than those specific Carrier models would be acceptable. However, provide enough detail for technical personnel to verify and approve equivalents. Alternatives must meet or exceed all salient characteristics of the proposed equipment.

3. Regarding the twinned units, if the an appropriate sized condenser cannot be teed off to the evaporator coils, can a third condenser unit be proposed. Concerns that I have is due to the new refrigerant, I am uncertain that systems can be teed as we previously could. I am confirming this with my supplier, but am hoping to gain insight as an alternative.

Equivalent alternatives will be considered by the government if meeting the salient characteristics of the existing system including overall cooling capacity, general performance, and operations.

Individual units in lieu of twinned may require additional ductwork and electrical modifications that will be the responsibility of the selected contractor.

4. When can a site walk be scheduled to evaluate the location.

There is a scheduled site visit Aug 25, 2026 at 10:00 AM MT. See page 13 (Provision 52.237-1) of the solicitation document.

5. Was there a previous incumbent? If so, can you share their price proposal?

No. New requirement.

6. Has there been any changes to the scope from the last?

7. Did the previous incumbent complete the project term? Is this solicitation the same length of time?

8. If previous incumbents exist, when is the contract set to end?

9. Is there a set budget for this solicitation? No, there is a Government estimate but it will not be shared.

10. Is there a projected award and start date?

Project will be awarded shorty after the solicitation window closes and will be effective then.

11. Please confirm which building — Administrative or Curatorial — SOW Sections 7.c/7.d's "Bally Building" references are intended to identify.

The Bally Building is the building within the Curatorial Buidling. See Attachment A (Sketches).

12. Please define "minor modification" under SOW 4.b and clarify how modifications beyond that threshold would be handled under this firm-fixed-price contract.

The SOW says minor modification to existing components as required for connecting to new equipment.

This is self-explanatory and includes common sense basic modification to pipes, electrical components, and ducting required to install new equipment.

13. Please clarify whether contractor staff background checks are mandatory under SOW 7.c, and if so, the type required and expected processing time.

SOW says “may” be required.

Minimum 48 hr written notice to the COR is required prior to access the site. So if required 48 hrs is the processing time.

14. Please specify the required temperature/humidity setpoints for temporary conditioning under SOW 7.d and confirm this cost is included in the firm-fixed price.

There will be no cost adjustment. If you are concerned about build it into your quote.

15. Please clarify how the 80°F restriction in SOW 7.d interacts with the 120-day completion requirement in SOW 9.a if award falls in a season with frequent 80°F+ forecasts.

The 120 day period of performance is firm.

16. SOW 7.d sets an 80°F ceiling but no floor — please confirm whether a minimum-temperature threshold also applies, given the heating units being replaced.

A floor does not apply.

17. Please confirm whether a performance and/or payment bond is required.

No bonds are required.

18. Please confirm whether this requirement falls under the Service Contract Labor Standards or the Davis-Bacon Act, given the on-site installation/construction scope.
