About this file
This is a Questions and Answers document for Solicitation #140P6426Q0104, Amendment #0002, concerning Hazardous Tree Removal services at an IATR (Inland Army Training Range) property. The document addresses 19 clarification questions from potential contractors regarding tree removal procedures, site access, equipment staging, and stump grinding requirements.
Key operational requirements include: Tree #11 may be dropped in the prairie but not on the driveway; Trees #1 and #3 must be removed entirely (both halves); Tree #8 can only be accessed from the south and north; Tree #10 (Walnut) requires flush cutting only, not stump grinding, as it sits on a rock wall; and Trees #5 and #6 can be dropped west or south only, with no equipment permitted on the septic mound. Contractors must grind all stumps to 12 inches below grade (except Trees #8 and #10, which require flush cuts only) and backfill with clean topsoil. Ripping stumps with backhoes is not permissible. Ground repairs are limited to filling ruts and repairing tripping hazards; seeding is not required. Contractors may remove non-native shrubs and tree saplings (except oaks) as needed for access and may rig off other walnut trees if damage does not occur. Tree #12 limbs must be left with 12 inches remaining for roosting birds. The contractor must notify the fiber optic provider and either Diggers Hotline or MGE to locate utilities. Equipment staging is available upon advance notification to NPS staff, though NPS assumes no liability for contractor materials or equipment. Property access from Old Sauk Pass Road is available but involves steep slopes that contractors must evaluate independently.

Solicitation #: 140P6426Q0104
Amendment #: 0002
Hazardous Tree Removal – IATR
Questions and Answers listed below:
QUESTIONS:
Question # Question Answer/Response
1. Can we drop Tree # 11 in the prairie? Yes, you can drop Tree #11 in the prairie. Do not drop the tree on the driveway and avoid the sign to the SE of the tree.
2. What needs to be repaired to the grounds after performance?
We are only asking contractors to bring in clean topsoil to fill ruts.
Seed is not required. Contractors are required to repair any tripping hazards (example: if a tree limb falls and makes a hole, it needs to be filled. If a bobcat leaves skid marks, those don't need to be filled;
however, ruts do need to be filled).
3. Are we removing the whole tree, or just part of Tree #1 &3?
Both halves of Tree #1 and #3 must be removed.
4. How do we access Tree #8? Tree #8 can be accessed from the south and the north, access from the east is not possible (old pump house and oak tree) access from the west is limited due to slope.
5. Do you want us to grind the stump for Tree # 10 even though the stump is in a rock wall?
Walnut Tree #10 is on top of a rock wall. This tree needs to be flush cut, and should not be ground below the surface.
6. Do you know where the fiber optic is located? No, Fiber optic provider should be notified so that contractors can work with the company to locate fiber optic.
7. Where is the electrical located? Contractor needs to work with diggers hotline or MGE to locate electrical.
8. Can Tree # 5 & # 6 be dropped on the septic mound? Tree # 5 and # 6 can be dropped West or South. No equipment or dropping of trees is permitted on the septic mound at all. NPS staff can spray paint to the area that must be avoided and flag any items that need to be avoided above ground.
9. Can saplings, shrubs, or non-native trees be removed to access trees?
Any shrubs, or tree saplings (with the exception of oaks), can be cut and removed if necessary to access trees. A brush cutter may be used.
10. Can we access property from Old Sauk Pass Road for tree removal?
Contractors will need to determine their ability to access the property from the Old Sauk Pass Road. The NPS property line does go to Old Sauk Pass Road, however, the slopes are steep.
11. Can we drop trees into prairies or woodlands? Contractors can drop trees into prairies or woodland vegetation if necessary.
12. Can we rig off other trees? Contractors can rig off of other walnut trees if needed; however, if the limbs or the tree is damaged, they need to be removed.
13. Can we stage equipment? NPS staff can provide a staging area location so that contractors can leave equipment overnight. However, NPS would not assume any liability for any contractor supplies, materials, equipment, etc. If this area is needed, Staff on site need to be notified in advance.
14. For Tree # 12, how do you want the limbs left? For Tree # 12, when limbing tree, please leave 12" of the limbs for roosting birds.
15. We are requesting clarification on the stump grinding requirement for Tree # 10 (Walnut, E of garage).
The revised Statement of Work and Q&A Response #1 states that all 15 identified stumps must be ground to 12" below surface and backfilled with clean topsoil, with no exception listed for proximity to structures.
Should stump # 10 be ground due to risk of damage to the adjacent building, or should it instead be cut to ground level and left in place?
Stump of Tree # 10 does not need to be ground as it is in a rock wall. It just needs to be flush cut.
16. The revised Statement of Work (Item 1.2.G.3) and Amendment 0001 Q&A response #1 both state that stumps shall be ground to 12’ below the surface. Please confirm whether the intended depth is 12 inches below grade, as this materially affects pricing and method.
Stumps must be ground 12” below grade (with the exception of Tree # 8 & 10 which need to be flush cut).
The Statement of Work has been adjusted.
17. Regarding Tree # 12 (Maple, limbs only): please clarify the extent of limb removal required, whether all limbs, deadwood only, or limbs overhanging the driveway and adjacent structures.
Please leave 12” of each limb for roosting birds.
18 Instead of stump grinding, is it instead permissible to rip the stump out with a backhoe machine?
This is not permissible.
19. Are all Stumps to be ground, even in the natural areas? I'm worried the Oak will be damaged, and they are expressing caution.
Do not grind the stump of the Mulberry Tree (Tree # 8) as the grinding may damage the oak tree.
Stump should be flush cut.
