1. Stump Grinding Specifications: The
Statement of Work (SOW) requires stump grinding for all 15 identified trees but does not specify a mandated depth.
Could the Government clarify if stumps must be ground to a specific depth below grade (e.g., 6 or 12 inches) and if the resulting holes must be backfilled with topsoil and seeded?
Stumps should be ground to 12’ below surface, covered with clean topsoil (certified weed free). An updated Statement of Work has been attached to the Amendment.
2. Equipment Restrictions and Site Access:
Appendix A identifies two trees with "limited accessibility" directly adjacent to the office building and garage. Given the requirement to use "low-impact methods" to minimize soil and vegetation disturbance, are there specific weight restrictions or prohibited equipment types (e.g., cranes or large bucket trucks) for the turf areas surrounding these structures?
There are no equipment limitations.
Accessibility is limited only based on elevation changes; therefore, large equipment might be difficult to stage.
Preserving the integrity of the turf is not necessary. However, operators would be asked to mitigate rutting as much as possible. If this occurs, operators would be asked to fill the ruts (with clean topsoil) prior to project completion. An updated Statement of Work has been attached to the Amendment.
3. Utility Locating Responsibilities: SOW Section 3.2 states the vendor is responsible for "locating and preventing damage to known utilities," specifically mentioning a septic mound. To ensure the safety of on-site personnel and infrastructure, will the Government provide recent as-built drawings for these systems, or is the contractor expected to procure private utility locating services?
Operators would need to work with diggers hotline to locate below ground electrical utilities, including fiber optic cabling and septic pipes/exterior plumbing. The septic mound and related infrastructure can be flagged in advance of project start date by NPS staff. Septic mound and known utilities are illustrated on map below. An updated Statement of Work has been attached to the Amendment.
4. Debris Disposal Parameters: The SOW requires all vegetative waste to be disposed of legally "outside the park".
To allow for accurate pricing of hauling and tipping fees, could the Government confirm if there is a preferred local disposal site or if the contractor is entirely responsible for identifying a facility?
The contractor is entirely responsible for identifying a facility and making arrangements for disposal of all vegetative waste. An updated Statement of Work has been attached to the Amendment.
5. Adverse Weather Procedures: The 45-calendar-day Period of Performance (PoP) explicitly includes an allowance for 10 weather days. In the event that documented adverse weather exceeds this 10-day threshold, will the Government grant a non-compensable extension to the PoP via a formal contract modification?

6. Is Item 12 for limb removal only?
Item 12 is for limb removal only since it is heavily occupied by red headed woodpeckers and other later successional tree dwelling species. All necessary mitigation measures should be taken not to harm any birds/active nests. An updated Statement of Work has been attached to the Amendment.
7. Is the site accessible if vendors are unable to attend the Site Visit?
If vendors are unable to attend the Site Visit, they are encouraged to inspect the site. All trees that need to be removed are on property that is accessible to the public. The designated trees will be marked by COB of 7/21/26. Park staff are unavailable to provide any guidance regarding this requirement, outside of the designated POC during the scheduled Site Visit 7/24/26 at 11am.
Please park in Dane County parking lot for any inspection outside of the scheduled Site Visit, not the staff parking lot. Park offices and facilities are unavailable to the public.
8. Is a reservation required to attend the Site Visit?
No reservation is required to attend the Site Visit. Interested parties must simply be present at the appropriate place and time. No additional Site Visits will be conducted.
9. There are discrepancies between the descriptions of several items in the Statement of Work and Price Schedule.
Which description is correct?
The descriptions in the Statement of Work are correct. A corrected Price Schedule reflecting what is in the Statement of Work has been attached to the Amendment.
10. Which email address should the quote be sent to?
All quotes and inquiries should be sent to ryan_begany@ios.doi.gov. The Clause Package has been corrected to show the appropriate email address and attached to the Amendment.
