Track Safety Policy

General Requirements:
• All work within 8 feet from the centerline of the track will be performed under the supervision of a qualified Employee-In-Charge/Flagman with a track authority. This includes work performed above the right-of-way. A vertical clearance of 21 feet from the top of the rail must be maintained unless working under a track authority.
• All work beyond 8 feet and within 25 feet of the centerline of the rails, will be performed under the supervision of a qualified Employee-In-Charge/Flagman without a track authority.
• All work beyond 25 feet from the centerline of the track may be done without a qualified Employee-In-Charge/Flagman.
o Equipment such as booms or cranes must not reach within 25 feet of the centerline of the track.
o Work Zone must be protected by a construction fence.
o Work Zone must receive approval from the Director of Operations.
Work Zone Requirements:
• All work must be stopped while trains are passing within the work zone.
• All workers will remain off the tracks. If necessary to perform the work on track, protection will be provided as stated above.
• Work being done in an ABSOLUTE NO-FOUL zone is where employees or equipment will never be, nor have the potential of being, closer than 25 feet from the centerline of any operating track is exempt from the requirements for Roadway Worker
Protection.
• Any personnel that will be working on or near the track structure are required to be trained on On-Track and Roadway Worker Safety (49 CFR Part 214) and CVSR rules by a qualified CVSR Instructor.

Track Authority Issuance:
Any personnel requiring track authority on the Cuyahoga Valley Scenic Railroad must contact the Dispatcher on-duty at 330-388-6662 or cvsrdispatcher@cvsr.com. Track authorities must be requested in advance, at a minimum by the previous business day, but earlier is encouraged to ensure no conflicts arise with train movements or other work crews.
Workers are not permitted to begin any work on or near the track structure until proper authority has been granted. The Dispatcher will only issue track authorities to qualified personnel, known as an Employee-In-Charge or EIC, and reserves the right to withhold track authority issuance.
An EIC is required to coordinate with a site foreman to ensure all equipment and personnel are clear within work limits when permission is granted for trains and/or On Track
Equipment to proceed into the work limits. Tracks must not to be fouled until trains and/or OTE is clear of the work area and it is determined to be safe to resume work. Personnel requiring track authority have two options for use as EIC’s.
Employee-In-Charge Training
Training courses can be arranged through CVSR’s track inspector, Gus Ubaldi. Contact him at (440) 623-1325 or gubaldioh@sbcglobal.net. The rate for the training course is $375 per person, 2 person minimum. CVSR requires annual recertification.
Railroad Employee-In-Charge
CVSR will provide an EIC/Flagman at $60 per hour, 4 hours minimum. To arrange for an
EIC/Flagman, contact the Dispatcher on-duty at 330-388-6662 or cvsrdispatcher@cvsr.com.
