Riverbank Stabilization Milepost 54.2 – CUVA Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. In the bid documents there is a

Covid Certification. What is the current status of this since the Federal Judge made their ruling yesterday? If awarded the project would our employees be required to be vaccinated or have to be tested?

The forms that are provided as attachments are to be read and completed. Each employee is to ensure that they read it and have the completed form on their person when working on site. This is not a form that is requiring vaccination, just for informational purposes. This project does not contain the vaccine mandate clause; therefore, the employees do not have to be vaccinated or tested, but they are required to complete the “Certification of Vaccination” form and follow all of the guidelines outlined in the document.

The riverbank stabilization project is not in a government facility, and is to be conducted outdoors, so any reference to testing can be disregarded at this time.

2. Can you confirm the project completion date? The SAM summary notes 120 days, the solicitation notes 150 days.

The period of performance for this project is as stated in the solicitation documents and the Addendum to the Specifications attachment provided:

The Period of Performance shall be conducted in a single phase. The Period of Performance work shall be completed within 150 calendar days after issuance of the Notice to Proceed (NTP).

3. Can you confirm the approximate depth of water where the turbidity curtain would be placed/installed?

The topographic survey was conducted on 10- 14-2020. At that time, water elevation was EL.

652. The anticipated placement of the turbidity curtain on drawing sheet C3 is shown to partially align with surveyed riverbed contour EL. 651.

The survey also indicates an ordinary high water mark of EL. 655 (drawing sheet C2). River depth is variable and will be dependent on time of year work takes place and specific precipitation experienced in the watershed. Based on survey content in the construction documents, river depth may be 1' to 4' or more if flowing at the high water mark.

4. Will the pre-bid walk attendee list be posted?

It’s attached with this amendment.

5. May information from the site visit on 12/13/21 be provided along with a copy of the sign-in sheet?

All information provided in the site visit handout is available on SAM.gov. The site visit sign-in sheet is included as an attachment to this amendment.

6. The plans depict ODOT Type A and B sandstone riprap. Can limestone be used in lieu of sandstone?

No. Limestone is not an acceptable substitute.

7. Will the project require the use of flaggers for railroad operations or will the tracks be closed for duration of project?

The 2022 Cuyahoga Valley Scenic Railroad schedule is attached to this amendment along with the CVSR Track Safety Policy. The Contractor will be required to coordinate closely with CVSR and follow all track safety requirements including obtaining a flagger as necessary.

8. Please provide additional information on the safety training with the railroad on what is entailed?

The Cuyahoga Valley Scenic Railroad (CVSR) Track Safety Policy is attached to this amendment.

9. Will contractor be required to obtain special insurance coverage for the railroad. If so, can we acquire the appropriate data such as its value, frequency of use, or any other information the insurance company may ask for?

Standard construction insurance as required by your existing insurer and bonding agent is what will be necessary for the project.

10. What is the existing ballast type so we can check for availability and pricing?

The existing ballast is trap rock #4. This is typically supplied by Osbourne Concrete. Any material that matches this is considered an “or equal” and is acceptable for the project.
