About this file

This is a Questions and Answers document for Amendment 3 of solicitation 140P6326B0002, an Invitation for Bids (IFB) for construction services to rehabilitate Cedar Lodge Road at Badlands National Park. The document addresses clarifications submitted by prospective contractors regarding the project scope and specifications.

Key clarifications include: the National Park Service will provide electronic CAD files (*.dwg format) containing control lines, existing surface, and proposed finish surface data only after contract award; soil waste stockpiles must be removed prior to final acceptance unless the park elects otherwise; minor sheet reference corrections are specified (Notes on page C5 details are located on sheet C15, not C14); removed gravel may be reused at the park's discretion if it meets Specification Section 32 15 00 Aggregate Surfacing requirements, though new aggregate meeting specified requirements is recommended as existing material has not been tested; and a map indicating existing water valve locations requiring adjustment is provided. The Contract Officer is Joseph Kirk. This document does not establish pricing terms, response deadlines, or award dates, serving only as clarification guidance for bidders.

BADL Cedar Project Q and A April 3, 2026

1. Will NPS supply an electronic file that includes their control, lines, existing surface, and proposed finish surface?

The government can supply *.dwg files that may or may not contain surface data. Files will only be supplied after award.

2. Will the waste soil pile be required to be moved at a later date?

Soil waste stockpile should be removed prior to final acceptance, unless the park wishes for it to remain.

3. Reference Notes on page C5, #1 will need to be changed from 1/C14 to 1/C15, page C5 Note #2 will need to be changed from 2/C14 to 2/C15.

Correct. The details in question are on sheet C15—a very minor error. From this point forward, prospective contractors should note that these 2 details are on sheet C15.

4. Can the removed gravel be reused or will it need to be wasted as well?

Specification section 32 15 00 Aggregate Surfacing provides specific requirements for this aggregate. If the park wishes to repurpose existing aggregate material to cut costs a little, that is their choice. The park should be aware that the existing surface aggregate may not meet specified requirements though, as it has not been tested. I recommend new aggregate that meets specified requirements.

5. Are there any details for the existing water valves that will need to be adjusted?

See Map Below.
