About this file
This is a Questions and Answers document for the BADL Cedar Road Repair project dated March 25, 2026. The document addresses 26 contractor inquiries regarding project execution, site conditions, and compliance requirements.
Key operational requirements include: onsite construction water is available with no restrictions; work windows are 8:00 AM to 4:30 PM around occupied cabins; the contractor must coordinate daily access with the Contracting Officer Representative (COR) and park staff rather than receiving a formal phased access plan; no road closures are permitted; and no formal traffic control plan is required. The contractor is responsible for verifying utility locations and depths through potholing, as no as-built documentation exists and utility locations shown on drawings are for reference only. The Government will not anticipate a winter break unless circumstances require discussion with the awardee. The contractor must locate and submit an approved offsite borrow source for imported fill, as the park has no approved source. Regarding compliance, the contractor bears responsibility for all required permit fees and NPDES Construction General Permit filing; concrete testing; and stormwater inspection coordination with the South Dakota Department of Agriculture and Natural Resources. Cold-weather concrete placement restrictions follow ACI standards based on weather conditions rather than project phase. Paleontological and archaeological monitoring must be coordinated with the COR per specification section 01 35 13.23. Preconstruction meetings will be held virtually, and electronic submittals via email with CM16 documentation are acceptable. No badging or escort requirements apply for personnel and deliveries.

BADL Cedar Road Repair March 25, 2026 Question and Answers
# Question Answer
1 Confirm whether construction water is available onsite for dust control, compaction, concrete, and cleanup. The specification language appears to include a placeholder (e.g., “<<is/is not>> available”). If water is not available, please confirm whether contractor must provide all water via hauling and identify any approved fill points within the park.
YES
2 If onsite water is available, please confirm any restrictions
(metering, hydrant locations, backflow prevention requirements, hours of access, and maximum daily volume).
NO
3 Please confirm the allowed work windows around occupied cabins, including: (a) ditch/berm work behind cabins, (b) roadway grading immediately adjacent to cabins, and (c) limits on work prior to 9:00 AM for activities that may disturb visitors.
8AM – 4:30PM
4 Please confirm whether the Government anticipates issuing a formal phased access plan (cabins by cabin number / occupancy schedule), or if the Contractor must coordinate access day-to-day with the COR/park staff.
Contractor would need to coordinate with COR/PARK STAFF
5 If winter shutdown occurs (per Period of Performance addendum), please confirm expectations for demobilization/remobilization, site stabilization requirements during shutdown, and whether the Government will issue a suspension of work order.
Government does not anticipate a winter break. If a winter break is required. It will be discussed with the awardee on how to move forward with the modification.
6 The drawings note that underground utility locations are for reference and not guaranteed. Please confirm whether the
Government will provide a current utility locate package and/or coordinate locates prior to excavation, or if the
Contractor is responsible for all utility locating and potholing to confirm depths/alignments.
The given topographic survey was conducted at the time of design.
Contractor is responsible for verifying utility location and depth.
See construction drawings.
7 Please confirm whether any as-built information exists for utilities in the cabin area and whether it will be provided to bidders.
No as-built document exist.
8 Please identify any known private/park utilities (e.g., water, sewer, electrical, communications) within the work limits that require special protection or outage coordination.
YES, for what the park is aware of
9 Please confirm the designated soil waste disposal site location, access route, and any restrictions (hours, vehicle limits, stockpile location, and final grading/restoration requirements at the disposal site).
Please see the construction drawings and specification 01 10 00 for the requested data.
10 Please confirm whether the Government will provide approved borrow source(s) for imported berm fill or if the
Contractor must locate and submit an offsite borrow source for approval (including testing requirements).
NO, the park does not have an approved borrow source.
11 Please confirm whether any unsuitable/contaminated material is anticipated within the excavation limits and the required handling/disposal procedure if encountered.
NO.
12 The solicitation indicates archeological oversight for all ground disturbance and paleontological monitoring during excavation. Please confirm: (a) how monitors will be scheduled, (b) required notice period to secure monitor availability, (c) whether monitors may limit equipment/crew
Contractor shall coordinate with
COR. Also see specification section
01 35 13.23 for detailed paleontological protection.
Question and Answers sizes or production rates, and (d) how stop-work findings will be handled (documentation, direction, and schedule adjustments).
13 Please confirm whether the Government will provide a daily
“all clear” prior to work starting, and the expected process if artifacts/fossils are discovered (who directs work stoppage, and when work may resume).
All these issues should be addressed at the pre-construction meeting.
The contracting officer (CO) is the
Government’s authority on this project, and the contractor shall coordinate with the contracting
Officer representative (COR).
14 Please confirm whether an NPDES Construction General
Permit (CGP) Notice of Intent (NOI) is required for this project, and if so, whether the Contractor is responsible for permit filing and fee payment or if the Government will file as the operator.
All required permits fees with be on the responsibility of the contractor.
15 Please confirm the required frequency for SWPPP inspections and reporting, and whether a qualified stormwater inspector is required (and any certification requirements).
Contractor would have to reach out to South Dakota Department of
Agriculture and Natural Resources as they are the authority on the
SWPPP.
16 The SWPPP narrative appears to include generic items (e.g., utilities, storm sewers, curb & gutter). Please confirm whether any storm sewer, curb & gutter, or utility installation is included in this project scope, or if those references are boilerplate and not applicable.
See the construction documents
(drawings and specifications) for all construction elements included in this project.
17 Please confirm the aggregate surfacing material gradation and source requirements, and whether the Government has an identified local source/material designation acceptable for this project.
Not aware of an identified material source
See specification 32 15 00 for requirements related to aggregate surfacing.
18 Please confirm acceptance criteria for aggregate surfacing placement (e.g., required compacted thickness, moisture conditioning, proof-rolling, and surface tolerances). If density testing is not required for this division, please confirm whether compaction verification is still required elsewhere in the specs.
All information requested can be located in the construction drawings
(sheet C15) and specification section 32 15 00.
19 Please confirm whether any geotextile/geogrid is required beneath aggregate surfacing or within subgrade repairs (and where shown on drawings, if applicable).
See construction drawing C15, and construction specifications.

(contraction/expansion), curing/protection requirements, and whether reinforcing steel is required (and where).
The information sought is provided in the construction drawings.
Construct project as designed.
20 Please confirm who is responsible for concrete testing (Owner vs Contractor-procured testing agency) and the required test frequency and reporting format.
Contractor will be responsible for concrete testing.
21 Please confirm whether cold-weather concrete placement restrictions apply during the planned Phase 1 window and what protection requirements are expected if temperatures drop below thresholds.
Weather concrete placement restrictions are based on weather, not phase. See specification 32 13
13 ACI PRC-305 and ACI PRC-306 for restrictions and what the
Question and Answers contractor is required to submit in the event of hot and cold weather during concrete placement.
22 Please confirm whether a formal traffic control plan (TCP) is required for internal cabin road work, and whether road closures/detours will be allowed. Identify required signage, barricades, and any MUTCD compliance expectations for this location.
