About this file

This document contains questions and answers from a pre-bid site visit for an energy plant HVAC upgrade project at Mount Rushmore National Memorial. The National Park Service is seeking to upgrade HVAC systems and replace piping in the facility's tunnels. The period of performance for the contract is revised to 180 days due to material delays. Piping for chilled and hot water systems can be replaced simultaneously in the tunnels. Removed equipment will be disposed of by the contractor rather than returned to the owner. Clarification is provided on equipment details and drawings. A list of site visit attendees is also included.

Questions & Answers Energy Center HVAC Upgrade

Mount Rushmore National Memorial Solicitation No. 140P6321B0011 – Amendment 1

Site visit was conducted on July 27, 2021. The following vendors participated:

Plumbing Design and Installation, Rasmussen Mechanical, Global Urban Ent., LLC.

Heil Mechanical, Quinn Construction, Mark VII Enterprises, Action Mechanical All American Contracting, Modern Electric Co., Apex Mechanical, Freeman’s Electric, Precision Mechanical

The following questions were generated during the solicitation phase. The questions and responses are incorporated into the solicitation and resulting contract.

QUESTIONS & ANSWERS:

Ref Question Response 1 In the solicitation pg. (4) 2.4.2 Hours for Utility

Shutdowns. It states temporary provisions will be needed by the Contractor for periods longer than stated allowance of (exceed 2 to 3 hours). Therefore, will temporary equipment be needed to be utilized for this solicitation.

Specifications Page 4 2.4.2 Hours for Utility Shutdowns is changed to reflect the following:

Shutdowns of all utilities shall not exceed 2-3 hours without prior authorization from CO. All references to temporary provisions are deleted.

2 If temporary equipment is needed for above question, what design criteria should we use for sizing of said equipment? Please provide needed temporary cooling tonnage and temporary boiler BTU output.

See response to question 1.

3 Due to the shortage of steel and manufacture production times extensions (approximately 8 to 10+ weeks) for all major equipment. Will the project completion schedule be extended? Example: from 87 days to 120-160 days?

The NPS re-assessed the Period of Performance (POP). The POP is revised to 180 days. This revision includes a new phased approach to the POP. See Attachment 1

4 Print notes that chilled water can only be demolished in heating cycle and vice versa with the heat side. If we cannot demo both piping systems in tunnels at the same time and also reptile, this will double the amount of labor.

Would the park service prefer item tunnel piping pricing separate, or could all tunnel work be performed at the same time?

Piping in tunnel for chilled and heating cycles can both be replaced at same time. See Attachment 2.

5 The demo print notes indicate that all equipment be caped and returned to owner, the Boulez will come out in several pieces. Will you expect it to be disassembled or will reassembly be required prior to delivery?

NPS interprets this question as pertaining to the boilers. Boilers shall be removed and lawfully disposed of by the Contractor. NPS does not require the boilers to be returned to the owner.

6 Who is the temperature controls contractor? Temperature Technology, www.temperaturetechnology.com Rapid City, SD. They have working knowledge of the system but are not currently under contract with NPS.

7 On drawing M1 sheet 6 of 11. The Scale is 1” =10’ this is way different than your NOTES # 5&6, the scale= 60’ the note 6 says it is 320’, note #5 says 480’ the scale=30’.

Are the notes correct?

Scale on the drawing is incorrect. Disregard the 1” = 10’-0” notated scale. Delete HVAC Key Notes 5 and 6. The intent of the notes were to provide an approximation of total length of pipe (tunnel length x 4 pipes in each tunnel). See revised sheet M1 attached for clarity of site plan and notations.

8 What percent is the glycol mix in existing system? 30%. Current product used is Cryo-Tek-100

9 Does the owner have first right of refusal? (Between now and the start of the project is the owner going to have salvage rights to equipment being removed?)

If so, is there a list of what owner wants?

Referencing sheet MD2, Demolition General Note 1, first right of refusal, NPS does not request any removed equipment to be returned to the owner. Removed equipment shall be taken off site and lawfully disposed of by the contractor.

10 Sheet E-1 from drawings:

Keynote 1 states change fuse from 600 amp to 500 amp in motor control panel. There is a distribution panel with a 500-amp breaker that feeds the chiller. Please define what needs to be done?

New fuse is required. The fuse will need to be appropriate for the equipment/component approved in the submittal process.

11 Sheet E-1 from drawings:

Keynote 2 & 3 indicates to change fuse sizes to 40 amps.

Currently these are on breakers. Should this be interpreted as breaker and not fuse as the plan shows these to be on 3 pole 70-amp breakers from MDP. The keynotes currently do not coincide with the plan.

New fuses/breakers are required. The fuse/breaker will need to be appropriate for the equipment/component approved in the submittal process.

12 Will a Sign In sheet from the Site Visit be posted for this Solicitation?
