About this file
This is a Question and Answer (Q&A) document from a site visit for federal contract solicitation 140P6226B0002, addressing clarifications on the Pullman National Historic Park renovation and build-out project located at 610 E. 111th Street, Chicago, IL 60628. The project involves renovation and build-out of the second and third floors with a 245-calendar-day performance period beginning from the Notice to Proceed. The base bid includes elevator work, partial second-floor remodeling, and second-floor restrooms, with additional scope in third-floor plumbing rough-ins and HVAC extension. Multiple options are available, including Option 2 (flooring scope), Option 3 (carpet in lieu of concrete sealer, dependent on Option 2 award with net-change pricing), Option 5 (third-floor electrical demolition), and Option 6 (third-floor buildout, dependent on Option 5 award with base bid work included on Option 6 documents).
The Q&A document resolves critical technical and administrative ambiguities across 72 questions, including missing specification sections (01 30 00, 01 33 00, 01 40 00, 01 60 00, 01 70 00, 01 74 19, 01 78 00, 01 79 00), which are governed by Section 01 10 00 and FAR requirements; clarifies that Section 01 10 00 and FAR contain complete governing procedures for submittals, quality requirements, product substitutions, and closeout procedures. Key technical resolutions include countertop specifications (Wilsonart Bluestone 9074EA), mechanical systems (RTU and fan specifications with speed controllers for balancing), card access doors (specified hardware groups with electrical power-transfer methods as determined by contractor's vendor), and temporary elevator-work enclosure requirements (non-rated metal-stud partition with dust-tight barrier, 3-by-7-foot self-closing keyed door, and comprehensive dust-control measures). The contractor is responsible for arranging and paying for special inspections with owner-pre-approved agencies reporting directly to the owner; existing utilities were accounted for in design; no commissioning is required, only startup and testing-and-balancing reports; no liquidated damages apply; and no hazardous materials survey has been completed, though the building was remediated prior to NPS taking possession in 2015. The National Park Service retains final acceptance authority and will issue the Notice to Proceed following contract award and completion of postaward reviews.

Conflict/Gap: Option 3 provides carpet in lieu of the concrete sealer assigned to Option 2 in Rooms 207, 208, 217, 218, 219, and 220. The solicitation permits acceptance of item combinations but does not state that Option 3 depends on Option 2 or whether the Option 3 price is the net change from sealer to carpet.
Question/Resolution Requested: Please confirm that Option 3 may be awarded only with Option 2 and state whether the Option 3 price is an additive net differential, a deduct-and-add alternate, or the full cost of the carpet scope.
Answer: Option 3 will only be awarded if Option 2 is awarded. Option 3 price is to be the net change from sealer to carpet.
18. Options 5 and 6 Dependency and Base Work on Option 6 Documents Subject: Option 6 assumes Option 5 demolition and includes Base Bid work Drawing/Spec Reference: Solicitation Section B and FAR 52.214-19(c); Drawings A002 and A104; Drawings E002 and E203; Drawing A301 third-floor schedules.
Conflict/Gap: The Option 6 build-out is drawn over conditions created by Option 5 demolition, but no required award sequence is stated. In addition, E002, E203, and A301 contain items explicitly labeled Base Bid on documents otherwise titled or scheduled as Option 6.
Question/Resolution Requested: Please define the required relationship between Options 5 and 6 and issue a scope-segregation matrix identifying Base Bid, Option 5, and Option 6 work by sheet, system, door, device, demolition activity, and restoration requirement.
Answer: The generation of a matrix is something the contractor can do if they need it. This is a General Contractor responsibility.
19. Governing Structural Code and Standard Editions Subject: Structural design and special-inspection standards use conflicting editions Drawing/Spec Reference: Drawing G102; Drawing S00; Attachment 4, Statement of Structural Tests and Special Inspections.
Conflict/Gap: G102 and Attachment 4 use the 2024 IBC family and AISC 360-22 and AISC 341-22. S00 identifies the 2018 IBC, ACI 318-14, TMS 402-16, AISC 360-16, and ASCE 7-16.
Question/Resolution Requested: Please identify the governing building-code and referenced-standard editions for structural design, delegated design, fabrication, welding and bolting, anchors, inspections, testing, and acceptance, and issue revised notes where required.

Answer: The sheets are all dated August 13, 2025 and contain no revisions. The stamps may be signed and dated different than the issuance of the sheets which does not imply that the sheets have changed. Any sheets revisions will be noted and dated in the title block and issued by the CO.
21. Below-Grade Sanitary Work, Slab Restoration, and No-Excavation Statement Subject: Division 01 states no excavation is required, but the drawings require work below the slab Drawing/Spec Reference: Specification Section 01 10 00, Paragraph 1.3.C; Drawing A001; Drawing A102, Reference Note 16; Drawing P100.
Conflict/Gap: Section 01 10 00 states that no excavation is required. A001 requires removal of the concrete slab to access sanitary lines, P100 requires a below-grade connection to the existing 6-inch sanitary main with floor cutting and patching, and A102 Reference Note 16 requires repair of the concrete slab and floor finishes without defining the limits or replacement assembly.
Question/Resolution Requested: Please clarify whether the no-excavation statement applies only to exterior earthwork. Define the required interior trench excavation, shoring or protection, spoil handling and disposal, bedding, backfill, compaction testing, slab-removal and replacement limits, slab thickness and reinforcement, doweling or bonding to existing concrete, vapor-retarder restoration, control and construction joints, concrete finish, and the extent and type of adjacent floor-finish restoration.
Answer: The no excavation statement applies only to exterior earthwork. Added new slab at existing detail 8/S102. See addendum.
22. MEP Base Bid and Option 6 Equipment and Load Matrix Subject: Mechanical, electrical, and fire-protection option assignments are incomplete Drawing/Spec Reference: Solicitation Section B; Drawing G001; Drawings M103 and M501; Drawings E701 and E702; Drawing FP102.
Conflict/Gap: The mechanical and electrical documents do not provide one consistent Base Bid versus Option 6 equipment assignment for RTU-R-1, RTU-R-2, RTU-R-3, TEF-R2, TEF-R3, and HP-R-1. The panel schedules show all options combined without exact option-specific breaker, feeder, and load changes. FP102 also shows both an unqualified third-floor plan and an Option 6 plan without a written sprinkler scope split.
Question/Resolution Requested: Please issue an MEP option matrix identifying each Base Bid and option-specific item, including equipment, curbs, duct and piping, controls, feeders, breakers, disconnects, panel modifications, fire-protection work, testing, and commissioning for every permitted option combination.

23. TEF-R2 Scheduled Airflow Subject: Conflicting airflow values for TEF-R2 Drawing/Spec Reference: Drawing M501 Fan Schedule and Fan Schedule Note 2.
Conflict/Gap: The TEF-R2 schedule row identifies 450 CFM. Fan Schedule Note 2 states that the Base Bid fan option is to exhaust 375 CFM and that the fan model does not change with Option 2.
Question/Resolution Requested: Please confirm the required TEF-R2 airflow for the Base Bid and for Option 2, and provide the corresponding balancing setpoint, control sequence, and any required equipment or duct-sizing revision.
Answer: The same fan model will be used for either 375 or 450 CFM. The unit is required to be provided with a speed controller for balancing. No changes to the methodology for control.
24. Mechanical Drawing Index and Sheet Title Discrepancy Subject: Specification Appendix C misidentifies the issued mechanical plan sheets Drawing/Spec Reference: Specifications Appendix C, Drawing List, PDF Pages 4-5; Drawing Cover Sheet 0; Drawings M101, M102, and M103.
Conflict/Gap: Specification Appendix C lists M101 as First Floor Plan, M102 as Second Floor Plan, and M103 as Third Floor Plan. The issued drawing set identifies M101 as Second Floor Plan, M102 as Third Floor Plan, and M103 as Roof Floor Plan. The discrepancy also creates uncertainty regarding whether a first-floor mechanical airside plan is missing or whether the appendix is incorrect.
Question/Resolution Requested: Please issue a corrected incorporated drawing list and confirm the controlling titles and scope for M101, M102, and M103. Confirm whether any first-floor mechanical airside plan is required in addition to M201, First Floor Piping Plan.
Answer: The sheet index in the specifications, Appendix C, is incorrect. The correct sheets names are M101 as Second Floor Plan, M102 as Third Floor Plan, and M103 as Roof Floor Plan.
25. Temporary Interior Separation at Elevator Work Area Subject: Minimum requirements for temporary wall and access door are undefined Drawing/Spec Reference: Drawing A001, Demolition Note D17; Drawing G100, General Demolition Note F; Specification Section 01 10 00, contractor-use, protection, and occupied-building requirements.
Conflict/Gap: Demolition Note D17 requires a temporary wall and access door around the elevator work area. The documents do not define the partition location and extent, required height, construction type, fire or smoke performance, door hardware and locking, dust containment, pressure control, sound control, egress, temporary signage, or required duration. The building will remain occupied during construction.
Question/Resolution Requested: Please provide the minimum performance requirements and limits for the temporary elevator-work enclosure and access door, including required height, materials, fire and smoke performance, security, dust and air-pressure control, egress, signage, maintenance, and removal.
Answer: Provide a temporary enclosure as follows:
TEMPORARY CONSTRUCTION PARTITION
General Furnish and install a non-rated temporary construction partition to enclose the work area for the duration of construction. Partition shall be full-height (floor to underside of structure/ceiling) unless otherwise directed, and shall be constructed to provide a stable, dust-tight barrier separating the construction area from occupied/adjacent spaces. No fire-resistance or smoke-control rating is required for this partition.
Location Provide temporary construction partition as indicated on the construction drawings. Coordinate final location with COR prior to installation.
Framing Frame partition with minimum 3-5/8" metal studs at 16" o.c., with continuous top and bottom plates/tracks. Brace and anchor partition to floor and structure above to resist lateral loads and maintain plumb, level, and rigid construction.
Sheathing Cover the construction side, and where exposed to occupied areas the finished side, with minimum 1/2" plywood, mechanically fastened to framing. Provide smooth, flush joints. Where the partition faces public or occupied areas, plywood shall be finished (sanded and painted) to a neat, uniform appearance as directed.
Door Provide one (1) 3'-0" wide by 7'-0" tall door with frame, hardware, and 1-1/2 pair butt hinges. Door shall be equipped with a mechanical (keyed) lockset. Provide two (2) keys to the COR upon installation. Door shall be self-closing where directed and shall seal against dust migration.
Dust Control Seal all joints, penetrations, perimeter edges, and the gap between partition and adjacent floor, walls, and structure above with tape, gaskets, or sealant to prevent dust migration. Keep door closed except during passage. Provide walk-off mats at the door as needed.
Signage Provide signage on the occupied side of the partition, including construction/authorized-personnel-only notices and any other signage required by the Contracting Officer or applicable safety regulations. Signage shall be securely mounted, legible, and maintained for the duration of construction.
Removal and Restoration Upon completion, remove the temporary partition, door, framing, fasteners, sealant, and all associated materials in their entirety. Repair, patch, and restore all affected floor, wall, ceiling, and structural surfaces to match the condition existing prior to construction of the temporary wall. Remove all debris and leave the space clean.
26. Concrete Threshold Infill and Floating Limits Subject: Undefined concrete transition dimensions and bid basis Drawing/Spec Reference: Architectural Reference Note 1; Drawing A302, Masonry Infill Detail 3.
Conflict/Gap: The drawings require concrete infill to be leveled with adjacent floor elevations and permit the concrete to be floated as needed at a slope not exceeding 2 percent.
