About this file
This is a Questions and Answers document for the JEFF Replace Cooling Tower and Boilers solicitation issued by the Department of the Interior National Park Service Midwest Region under Solicitation Number 140P6026B0003.
The document addresses eight technical clarifications regarding the mechanical design and installation scope. Key points include: the number and location of Variable Air Volume (VAV) boxes are addressed in Addendum 1; strainers must be installed at pump inlets in addition to suction diffusers; the mechanical contractor is responsible for modifying existing steel structure to accommodate the approximately 2,100-pound heavier new cooling tower; a new flue must be installed as the existing B-Vent material is incompatible with high-efficiency condensing boilers; flue materials are limited to AL 29-4C or stainless steel per Addendum specifications; existing combustion air louvers (two 2'x2' openings to the outside) are deemed adequate for the specified boilers; new valves must be provided for each VAV box as detailed on Sheet M401, including valves associated with controls and HVAC scope; and existing hydronic specialties and accessories for the cooling tower system, including isolation valves, balancing valves, check valves, strainers, heat trace systems, and controls, are to be reused rather than replaced. References to Addendum 1 and Attachment 3 provide updated drawings and specifications addressing these clarifications.

Questions/Answers JEFF – Replace Cooling Towers and Boiler Units
1. The mechanical schedule (M501) shows 11 VAVs and plans (M001 &M101) show only 10. Are there 10 or 11 VAVs? If there is 11, please show where VAV-11 is located.
Answer: This is addressed in addendum 1. See Attachment 3.
2. Are suction diffusers adequate as the strainer requirement for the hydronic pumps?
Answer: No, a strainer is shown on Detail 6 on M401 at the inlet of the pump in addition to the suction diffuser.
3. The new specified cooling tower on M501 is roughly 2,100 lbs heavier than the existing tower. Is the existing steel adequate for this additional weight? Or, will it need to be approved with calcs by a structural engineer at the cost of the mechanical contractor, or the owner?
Answer: Contractor to be responsible for modifications to existing steel structure for new cooling tower. See Addendum #1, Sheet M002, M102.Addendum #1 sheet M102 Floor Plan – Mechanical.
4. Note 10 on M002 & note 2 on M102 state to reconnect to the existing flue. However, it appears that the existing flue is B-Vent. This material is not acceptable for flues on high efficiency condensing boilers. Therefore, what should we figure for this portion of work?
Answer: A new flue is shown in the Addendum (see Attachment 3).
5. Can the new flues be either polypropylene or double wall stainless steel for the condensing boilers? They are both UL listed for this application and manufacturer approved.
Answer: Flue is called out to be AL 29-4C or Stainless steel only on Addendum.
6. Boiler Schedule Note 3 indicates the boilers are to be provided with a room air kit and that the contractor is to verify existing combustion air inlet conditions meet the boiler requirements. No combustion air calculations or existing louver free-area data were identified in the contract documents. Please confirm that the existing combustion air louvers/openings are considered adequate for the specified boilers or provide the required combustion air criteria to be used for bidding purposes.
Answer: Two (2) existing louvers are located in the boiler room to the outside. Each louver is 2’x2’.
7. Are all the existing valves to be reused, or are new valves required? If new are required, what valves will be needed? Please include valves associated to the controls and the HVAC scope of work.
Answer: Each vav box shall be provided with new valves shown on detail 2 on Sheet M401.
8. Please clarify the intended reuse versus replacement scope for existing hydronic specialties and accessories associated with the cooling tower system, including but not limited to isolation valves, balancing valves, check valves, strainers, heat trace systems, controls, and associated electrical components. If reuse is not intended, please identify which components are required to be replaced.
Answer: The expectation is to reuse the specialties for the tower.
