1) Is this a Class A or B alarm system? Our system appears to be cobbled together between Class A and Class B.

2) What happens if/when historical artifacts or items are found? Contractor should stop immediately and notify the COR which is stated in Division 1.

3) Will we only be able to work during normal business hours? Work shall be generally performed during normal business working hours of 7 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated. The contractor can work with the COR if there is a need. The park does lock a gate at the end of each day and the contractor will need to be out of the park by that time.

4) Will buildings be closed when the work is being done in them? Page 8 Section 3.8 states the contractor must perform the work so as not to interfere with Government’s dad-to-day operations. Buildings will remain open and used unless permission is given from the CO or COR.

5) Are we required to use Bosch for the intrusion devices? Pages 28 16 00 – 2 – 6 discuss what products are required for the intrusion portion of the system. Page 28 05 00 – 9 discusses acceptable equivalent substitutions.

6) Will this project only be for fire and intrusion alarms? CCTV? Page 3 and 4 describe what work is covered by the contract documents. The work includes removing existing fire and intrusion alarm systems and replacing those with new fire and intrusion alarm systems.

7) Will we all get a copy of the Site Visit Sign-Up sheet? Yes.

8) Are we required to replace each current device equally? The drawings included for the project provide the information regarding which devices will be removed and where all new devices will be placed. While there are some changes to locations of devices or new devices within the buildings, most will be replaced one for one.

9) We will have architectural drawings for each building being worked in? The prints provided are what is available for bidding. The winning bidder can work with the park staff to get full sets of prints if there is more information needed after award.

10) What type of fiber cable is currently being used in the park? The park currently has 12 pair fiber (only using 2 pairs) running to the Varney, Leech, Laban Miles, Garvin, and C E Smith houses. The fiber is a converted token ring, and the park uses ethernet between the VC and the Laban Miles house.

11) Do all the old systems have to be removed? Yes.

12) Will the fiber run in the park under the boardwalks need to be pulled or can it be left? This fiber needs to stay in place. The fiber in place is the backbone of our network in the park allowing access to the server and for internet and phone service in our offices (See question 8 for the list of these offices).

13) Will the contractor need to obtain permits to do work on the historic structures? While NPS compliance has been completed for this project, page 13 and 16 04 00 – 4 state that permits, licenses, inspections and arrangements required for the work shall be obtained by the contractor at their expense. The contractor shall secure any required permits from the AHJ.

14) When working in buildings that are not empty, is the contractor responsible for moving things as needed or is the NPS? Smaller items that are easy to move can be moved by the contractor; the contractor will collaborate with the COR and park staff to get heavier items moved, if needed. Remember that each building will remain operational while the work is being completed.

15) If there are devices in buildings that are currently hard wired and being switched to wireless devices, can the wires for those old devices just be abandoned? Page 26 04 00 – 15 discusses this. See section 3.14 – Demolition and Remodel

16) Will the current fire and intrusion system need to stay active will the work is being done? Page 26 04 00 – 15 states that “as a minimum, maintain the existing degree of protection for all areas throughout construction.”

17) There was some confusion by a few of the attendees regarding if fire devices needed to be hard wired or not. I referred to the page stating which were required to be hard wired and which ones were not. A few further mentioned that later in the document it stated that all fire devices would be wireless and some thought they also saw another area where all needed to be hard wired. I advised them to send that question to you. 2) There was some other discussion about if the birthplace cottage should be wireless or hard wired because it does not fully have temperature control; only in the winter. Page 3 lists which buildings will have wireless systems and which will have wired systems. These were determined by the project engineer.

18) For the fiber being run into the buildings, does that have to enter the building below the surface of the ground, or can we run conduit a little way up the foundation to get into the building? Page 26 05 34 – 04 discusses conduit routing; section D states that all conduits should be concealed unless specifically indicated to be exposed.

19) Are we required to use single or multi-use fiber? Pages 27 13 23 – 2, 3 discuss the specifics for Optical Fiber Cables; it calls for single-mode fiber to be used.

20) We are required to do surface repairs and paint walls and ceilings for some locations in the buildings where work is done. Who is responsible for repairs if we find existing issues in those walls or ceilings? The NPS should be responsible for those. If issues are found by the contractor, they will notify the COR or on-site inspector as soon as possible and coordinate necessary repairs or stop work, if approved by the CO. Page 8 states that the contractor will provide existing condition, progress, and completion photos to the government.

21) Is it okay to have exposed conduit externally or internally for historic structures? Page 26 05 34 – 04 discusses conduit routing; section D states that all conduits should be concealed unless specifically indicated to be exposed.

22) Will any wiring need to do be done for the sprinkler systems? Pages 28 46 00 – 3. 28 46 00 – 8, and 28 46 00 - 9 discuss this. Yes, there will be connections that will need to be to current sprinkler systems.

23) Will the keypad for the Isaac Miles barn be the same one for the house or separate? See drawing E13. It will be separate and in the barn.

24) Can a hydro vac excavation machine be used to pot hole existing utilities coinciding with the underground work? This also means soil spoils would be removed from the site and new soil brought in to take its place. No. Trenching and directional boring are approved as called for by the drawings or spec document.

25) Section 01.10.00 states what bldgs need wire in and wireless , throughout the walk through on site visit feedback on all fire alarms is hardwired in and intrusion is wireless. Please confirm. See page 3 which breaks down which buildings get wireless and wired fire and intrusion alarm systems per the project engineers.

26) Security panels and fire alarms - can we use other panels manufacturers beside the ones specified in docs ? Pages 28 16 00 – 2 – 6 discuss what products are required for the intrusion portion of the system. Page 28 05 00 – 9 discusses acceptable equivalent substitutions.

27) When submitting plans are we just submitting plans as what the engineer drafted or re submitting to code as a retrofit? (Define Retroactivity) Current engineering specs will be followed; any changes to those may require a change order, if approved.

a. •1.4.1 Unless otherwise noted, it is not intended that the provisions of this document be applied to facilities, equipment, structures, or installations that were existing or approved for construction or installation prior to the effective date of the document.

b. •1.4.2 In those cases where it is determined by the authority having jurisdiction that the existing situation involves a distinct hazard to life or property, retroactive application of the provisions of this document shall be permitted.)

28) DEVICE FOR DEVICE AND IF THAT'S THE CASE ARE YOU STILL WANTING BLDGS THAT DO NOT HAVE PANELS TO BE INSTALLED AS IS? OR DOES THE CUSTOMER WANT ALL BLDGS TO HAVE THEIR OWN STAND ALONE SYSTEM? Some buildings which do not currently have panels will now have keypads in them, but the panels will be in another building that is in close proximity. Those will show in their respective drawing.

29) The post office /visitor center has battery operated smokes. Are these staying or are you wanting them replaced with the new addressable systems? These will be replaced as showing on Page E18 of the drawings.

30) Need to note which buildings are sprinkled? Wet or Dry? The Birthplace Cottage, Blacksmith Shop, and Schoolhouse are all linked together on one sprinkler system and that is a pre-action system. The Meetinghouse and Garvin house also have their own sprinkler systems and those are dry systems.

31) This is only a fire alarm and intrusion and underground fiber and inner connecting project? I ask because in the specs you have telecommunications network , coax , cctv? ( SECTION 28 23 00 ELECTRONIC VIDEO SURVEILLANCE SYSTEM?? Customer needs cctv?) Page 3 and 4 describe what work is covered by the contract documents. The work includes removing existing fire and intrusion alarm systems and replacing those with new fire and intrusion alarm systems. CCTV is not included in this project, but the system shall be able to be updated to include CCTV in the future.

32) All notification devices are only alarm horn /strobes not voice activated? Correct. Page 25 31 01 – 6 section E.1. states combination devices consist of audible and visual devices, factory-assembled as a single assembly.

33) How big does the underground pipping pvc need to be? Page 26 05 34 – 2 and 3 discusses requirements including minimum conduit and PVC size requirements.

34) Fiber: are you wanting a pull string or any extra lines in the pvc? Page 26 05 34 – 6 section M states the contractor will provide pull string in all empty conduits and in conduits where conductors and cables are to be installed by others.

35) Specifications include that the fiber be class A is the fiber we are fighting in to run as class a if not are you wanting the original fiber run to be demoed and re run to the home base visitor center? Any fiber currently in place in the park will not be removed! The fiber in place is the backbone of our network in the park allowing access to the server and for internet and phone service in our offices (See question 8 for the list of these offices).

36) Texas NFPA 72 fire alarm technician and Texas firm licenses – are these accepted under the code NFPA 72? Page 28 31 01 – 2 Section 1.5 covers qualifications. Section C states “Company to be licensed in the State with a minimum of 5 years of experience. Installers on site must be supervised by a NICET II (2)”.

37) Can we park an RV on the property and if so, can we hook up? No

38) Will there be a place of storage? Page 7 Section 3.4 discusses the use of storage and staging areas for the project.

39) Metal race/conduit is acceptable in which buildings? Page 26 05 34 – 04 discusses conduit routing; section D states that all conduits should be concealed unless specifically indicated to be exposed.

40) Are there existing panels on their own electrical dedicated circuit? Each building should have a dedicated breaker for the intrusion/fire alarms in it.

41) Can we have the size of each building by square foot?

a. Birthplace cottage: 273 sq ft.

b. Varney: 850 sq. ft.

c. Leech: 1,441 sq. ft.

d. Laben Miles House: 1,716 sq, ft.

e. C.E Smith House: 1,432 sq. ft.

f. Garvin: 1,120 sq. ft.

g. Mackey House: 609 sq. ft.

h. School house: 549 sq. ft.

i. Staples House: 1,544 sq. ft.

j. Wright House: 1,223 sq. ft.

k. Hayhurst House: 1,643 sq. ft.

42) A wireless fire alarm system and a wireless intrusion alarm system will be provided in the following buildings:

43) A wired fire alarm system and a wired intrusion alarm system will be provided in the following buildings, which are not heated or air-conditioned:

a. P.T. Smith House HS-2

b. Meeting House HS-3

c. Isaac Miles Barn HS-12

d. Black Smith Shop HS-16

e. SchoolHouse HS-17

f. Scellars Barn B-69 will be provided with only a wired fire alarm system.

g. Want to see if what is in the specs is correct? Page 3 describes which buildings the engineers state will get either wireless or wired alarm systems.

44) We were not able to survey six houses that are rented/occupied. Can photos be posted of the interiors of all rooms where devices are being either removed or replaced for each unit? Without these visuals, there is no way to determine any current conditions, such as: colors, damages, textures, furniture moving, personal belongings, wall hangings, etc. The opportunity to go into one of the vacant residences was offered during the site visit. When asked if the attendees wanted to go into it, all those who responded to the question said they did not need to go into it. The Mackey, Staples, Wright, Hayhurst, and Isaac Miles Farm houses are the residences in the park. The Mackey and Wright houses will most likely have occupants when this project takes place. All non-occupied residences have standard furnishings such as tables, chairs, beds, couches, etc. in place for potential residents. The occupied residences have all such items found in most anyone’s home. Any damages found by the contractor will be documented as required. If needed, further discussion with the park will be had regarding any necessary repairs. Colors and textures vary slightly from building to building.
