About this file
This is a Questions and Answers document for federal contract opportunity 140P5426R0026, Santa Elena Guardhouse Lead Paint Remediation at San Juan National Historic Site.
The document clarifies eight key contract requirements. The scope of work encompasses 6,188.41 square feet of lead paint removal from designated exterior surfaces only, using this figure rather than the 9,000 square feet mentioned in a provided report. Working hours are 6:30 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays. The National Park Service will provide storage for disposal drums until project closeout, which cannot occur until drums are removed from park property. Contractors may design their own containment systems but must comply with OSHA guidelines for any scaffolding used, with daily inspections as the contractor's responsibility. Plaster restoration is limited to minor surface repairs resulting from remediation work using materials approved by the Contracting Officer's Representative; major plaster repairs remain the NPS's responsibility. Painting is not included in the scope of work unless directed through an approved modification. Technical proposals are limited to 20 pages, excluding the proposal cover page, bid bond, and SAM registration documentation. Past Performance Questionnaires completed directly from previous clients must be submitted; while CPARS evaluations and other federal performance documentation will be reviewed, not submitting completed PPQs directly from previous clients may result in a lower rating based on solicitation evaluation criteria.

The scope of work on Page 3 states The contractor shall remove all deteriorated and hazardous lead-based paint from designated exterior surfaces only, encompassing an estimated area of 6,188.41 sq ft.
2. SOW states working hours from 6:30 A.M to 2:00 P.M. Would going past 2:00 P.M be acceptable?
The Scope of Work on Page 3 states Workdays and hours: 6:30am to 3:00 pm Monday through Friday, excluding federal holidays.
3. Will the NPS provide a storage area for the drums prior to freight? Or will they need to be hauled off site daily?
An area will be provided to store drums until the end of the project. Project will not be closed out until the drums are removed from park property and disposed of properly.
4. Will the NPS require engineered scaffold plan for the vertical containment? Or is the contractor free to design the wind uplift system?
If the contractor chooses to use scaffolding, all use will meet OSHA guidelines. Daily inspections are the responsibility of the contractor.
5. Regarding Plaster Restoration:
Page 5 of the Scope of Work states that the contractor shall repair minor surface damage resulting from the remediation using compatible materials approved by the COR.
Based on this requirement, the contractor is responsible only for minor surface repairs associated with the remediation work. Any major plaster repairs or restoration work will be completed by the National Park Service.

7. Page 20 of the Solicitation states that proposals must not exceed 20 pages. Given the information required to adequately address the solicitation requirements, we respectfully request that the Government consider duplicating the maximum proposal page limit. If increasing the page limit is not possible, we respectfully request confirmation as to whether the following items may be excluded from the total proposal page count:
• Proposal Cover Page
• Bid Bond
• SAM Registration documentation
These pages are not counted toward the proposal page count. Page count is specifically for your Technical Proposal.
8. Please confirm whether CPARS evaluations and/or other detailed Federal Government past performance documentation may be submitted in lieu of the specific Past Performance Questionnaire Form included with the solicitation documents, provided such documentation demonstrates the required past performance information.
All relevant past performance provided will be evaluated. SAM.gov and CPARS checks are performed on all bidding contractors. Not submitting completed PPQs directly from previous clients may result in a lower rating based on the evaluation criteria in the solicitation.
