About this file

This is a Questions and Answers document for solicitation 140P5326Q0017, a pedestrian bridge foundation repair project issued by the Department of the Interior National Park Service Southeast Region.

The document addresses contractor inquiries regarding the Statement of Work for stacking stone pier construction and repair. Key clarifications provided include: the Government revised the SOW to specify foundation type and cap details for the stacked stone work; load restrictions on the bridge limiting concentrated loads to 2,500 lbs per wheel or point load with maximum distributed loads of 75 psf, requiring contractors to submit equipment specifications, load distribution calculations, and access plans; encouragement of articulating boom lifts or suspended basket systems to minimize concentrated loads while maintaining public accessibility; scope amendment eliminating general sandblasting in favor of localized spot treatment for cracks only due to visitor safety concerns; and revision of the SOW regarding surface sealer specifications and existing material identification on concrete beams. The Government does not have verified structural load rating documentation for the bridge and assumes it was designed to AASHTO LRFD pedestrian bridge standards, which do not account for construction equipment loads.

140P5326Q0017 MACA-REPAIR OF PEDESTRIAN BRIDGE FOUNDATION: QUESTIONS AND ANSWERS

1. Question: The SOW calls for “stacking stone” for the piers of the bridge. Stacking stone would require a foundation for the base of the stones. There is no depiction of foundation type or structure. Please provide.

Answer: Please see revised SOW with edits.

2. Question: The stacking stone would need some type of “cap” at the top the stack. There is no information for that cap. Please provide desired finish.

Answer: Please see revised SOW with edits.

3. Question: Because of the ravine under the bridge, the only real safe effective way to work on the face of the bridge beams is a basket lowered from a lift from the bridge deck. We need information about the weight limits of the bridge for equipment.

Answer: The Government does not have verified structural load rating documentation for concentrated construction equipment loads on the pedestrian bridge The bridge is assumed to have been designed in accordance with AASHTO LRFD Guide Specifications for the Design of Pedestrian Bridges, which provides for pedestrian loading but does not account for concentrated construction equipment loads such as lifts or outriggers.

Accordingly, the Contractor shall:

-Assume restricted loading conditions -Limit concentrated loads to no more than 2,500 lbs per wheel or point load, unless otherwise approved -Utilize load distribution mats or steel plates to reduce point loading to an equivalent uniform load condition -Ensure distributed loads do not exceed 75 psf equivalent loading The Contractor shall submit:

Equipment specifications (including axle loads and outrigger reactions) Load distribution calculations demonstrating compliance with the above limits Proposed access and staging plan Use of articulating boom lifts or suspended basket systems is permitted and encouraged, as these methods minimize concentrated loads on the bridge structure while allowing the bridge to remain fully open and accessible to park visitors throughout the duration of the work.

If proposed equipment exceeds these limits, the Contractor shall propose alternate access methods.

4. Question: Sandblasting of the surface of the bridge is listed in the SOW. Can the sand be left on the ground ? Obviously blown off the walkways.

Answer: Scope Amendment. The sandblasting and the implications of doing so around visitors is too great, and sandblasting, if necessary, shall be localized in small spots for the cracks.

5. Question: There appears to be material on the surface of the bridge beams. It is in the SOW apply a “sealer” “finish” to the concrete. We would like to know what material is currently on the concrete and what sealer you want to use.

Answer: Please see revised SOW with edits.
