About this file

This document contains vendor questions and responses related to a federal contract opportunity for the reconstruction of the Heritage Trail Boardwalk at Mammoth Caves National Park. The key details are as follows:

The contract opportunity, solicitation number 140P5324R0026, is being issued by the Department of the Interior National Park Service Southeast Region. The project involves the reconstruction of the Heritage Trail Boardwalk. The vendor questions cover various aspects of the project, including material specifications, fixture installation, excavation requirements, and concerns over an existing deck. The responses provided by the agency's representative, VHB, address these questions and provide clarification on the requirements. No specific award date or pricing terms are included in the document. This appears to be a Q&A exchange between the agency and potential vendors, rather than a formal solicitation document or Performance Work Statement.

Vendor Question Responses MACA Heritage Trail 140P5324R0026

· Vendor Question 1: S6.0 Detail #3 says that all “bolts” should be galvanized or stainless steel. Please provide clarification on the type of materials expected.

· VHB RESPONSE: Structural Sheet S0.0 states “Fasteners used with treated wood shall be stainless steel” under Wood Notes. Use SS for all connectors.

· Vendor Question 2: S6.0 Detail #3 also says the post base should be ABU 66SS (Stainless Steel) but the post cap is a LCU6Z which is galvanized. Is a mixed material on the same post the desired installation?

· VHB RESPONSE: The base plate is to be ABU66Z (galvanized). The bolts are to be SS.

· Vendor Question 3: S6.0 Detail #3 - H2.5A Hurricane clips are simple galvanized. Multiple materials on the boardwalk construction is galvanized preferred material?

· VHB RESPONSE: Change to H2.5AZ to match all other materials

· Vendor Question 4: Many trees on the boardwalk call for “tree protection” but they are in the path of the boardwalk. What is the expectation when we can not put the protection up and build the boardwalk in the same area?

· VHB RESPONSE: The intent of the design is to preserve as many trees as possible along the proposed boardwalk. See attached sheets C2.3 & C2.5 for additional trees identified to be removed.

· Vendor Question 5: Electrical drawings start on E2.1 are there pages such as E0.X – E1.X missing?

· VHB RESPONSE: NO. SHEETS ARE NOT MISSING.

· Vendor Question 6: Composite decking is specified at 1 ½” x 5 ½” ACTUAL SIZE, also specified with grooved sides for hidden fasteners. Is there a specific manufacturer you are already using in the park that makes a 2x6” grooved board? Are all parts of the hidden fasteners to be Stainless Steel? Most grooved composite decking is 1x6” is that going to be acceptable to use rather than a 2x6”?

· VHB RESPONSE: NO THERE IS NOT SPECIFIC DECKING MANUFACTURER BEING USED AT THE PARK. THE HIDDEN FASTENERS ARE TO BE STAINLESS STEEL.

· BELOW ARE EXAMPLES OF ACCEPTABLE MATERIALS.

· Here is an example - https://documents.trex.com/is/content/Trex/Arch-Spec-Trex-Select-Decking-PDF.pdf

· Fasteners shall be SS – here is example materials from the same manufacturer https://documents.trex.com/is/content/Trex/trex-recommended-fasteners-decking-fascia-2021pdf.pdf#1

· Vendor Question 7: C7.9 Detail #1 calls for 3x8 treated beam on cross section of boardwalk. S6.0 Detail #3 calls for 4x8 treated beam on cross section of boardwalk. Which is the size requirement?

· VHB RESPONSE: THE CORRECT BEAM SIZE IS 4X8 PER THE STRUCTURAL PLANS S6.0.

· Vendor Question 8: No size is provided for bolts on either structural or civil drawings. Please advise.

· VHB RESPONSE: Use (2) 5/8” dia. SS Carriage Bolts, washers, nuts at the posts.

· Vendor Question 9: The L2 Fixture called out requires a dedicated 24V DC driver for each fixture. The driver will not fix in the fixture box, what is the requirement for a box to hold that driver and where is the desired mounting location?

· VHB RESPONSE: Please refer to the response to Vendor Question #10. The new fixture specification for fixture Type L2 will include an integral driver. A remote driver enclosure is will no longer be required.

· Vendor Question 10: Is there a detail that can be provided for the L2 fixture installation outside of the Note #4 on E2.1? Can this detail for the handrail shown the fixture cutout elevation?

o VHB RESPONSE: A detail will be provided via addendum clarifying the opening requirements in the post for the Type L2 light fixture.

8/1/2024:11-12.

· Vendor Question 11: Are we permitted to do the entire project simultaneously or are we expected to phase the work?

· There are no requirements for phased construction, however, the Contractor must submit their schedule to be approved by the CO.

· Vendor Question 12: Will excavation for new posts and conduit require archeological monitoring?

· Yes 8/6/2024 13-18.

· Vendor Question 13: On Sheet S4.0 - The plans call for the Deck closest to the Existing building to be Hydro Excavated. We looked at this onsite and it appears that we could lose the deck when this is done. The notes mention using shoring to keep from losing the deck. We wanted to see if it might be better to try and remove this deck and build a new deck rather than shoring the existing and hydro excavating.

· VHB RESPONSE: Removing and replacing deck will add cost to the project. Our recommendation is to have the contractor shore existing deck as shown on the site plans.

· Vendor Question 14: On Sheet C3.1 - What is the Elevation of the bottom of the retaining wall and will the bottom of the wall be in the existing ground or on fill material?

· VHB RESPONSE: See Structural Sheets to determine wall height and Grading Plan C3.1 showing final grading (contours) along bottom of wall.

· Vendor Question 15: The L2 fixture housing is larger than the post in which it is supposed to be mounted. Please advise on how this fixture is to be installed.

· VHB RESPONSE: The Type L2 fixture specification will be changed via addendum to a product that will fit within the 2-3/8” x 2-3/8” square post. Refer to addendum for revised fixture specification.

· 16. Is there a specification given for the "Waterproofing assembly" shown in Details 1 and 2 on Sheet C6.2

· VHB RESPONSE: See attached detail for Waterproofing assembly and revised specification Section “33 46 00 - Subdrainage”

· 17. Are all exterior stone masonry materials to be waterproofed?

· VHB RESPONSE: NO

· 18. Is there a manufacturer for the trench drain systems specified to match the existing conditions at the visitors center? Please advise.

· VHB RESPONSE: NO
