Amendment 2 – Additional Questions
140P5324Q0044
1. Question - Based on the National Park Service Museum Management Handbook, there appears to be a collections management process, which includes conservation, protection, and disposition of museum objects. Could you advise what is requiring the additional support called out in this solicitation?
Answer - The reference to the Museum Handbook in the SOW was specific to the chapter on collections preservation (Part 1, Chapter 3). The SOW also specifically states that the project is for a Collection
Condition Survey, which is described in detail in that chapter. There are no other collections management process needs beyond the completion of the Collection Condition Survey and the on-site stabilization/conservation work.
2. Question - The handbook mentions that if a contract conservator will be used, it states "consult with your regional curator and get recommendations and descriptions of previous work to be sure the individual is qualified". Would the awarded contractor need to consult the regional curator to be approved for the project?
Answer - No. The handbook is written for NPS museum program staff, so the directive is to those individuals, not contractors. The COR will be evaluating contractor qualifications.
3. Question - Do you have a recommended contractor team size based on the number of exhibits and pieces?
Answer - This is entirely up to the contractor. The project does not include very many items so more than two people is probably not necessary.
4. Question - The handbook mentions the use of a qualified conservator who will agree to the industry code of ethics. Are there any specific certifications/trainings that you/the museum would recommend to reduce risk and help ensure success by the contractor?
Answer - The SOW specifically states what the required contractor qualifications are.
5. Question - What team members besides the staff person accompanying the contractor will be on the
National Park Service (NPS) team who will engage with the contractor, and how often do they want to interact with the contractor during the survey?
Answer - The contractor will engage with the COR. Other relevant staff or park points of contact will be determined after contract award/scheduling the on-site work.
6. Question - What is the expected contractor reporting cadence to NPS as the pieces are surveyed? What does success look like to you in terms of communication, interacting with NPS, and reporting?
Answer - Please be timely, direct, and respectful.
7. Question - In the event of accidental damage to a piece during the survey process, which entity would be liable?
Answer - Please refer to contract clauses 1452.228-70 LIABILITY INSURANCE (JUL 1996)
8. Question - How many hours per week will the museum staff person be present to escort/support the contractor?
Answer - Museum staff will be available to the contractor during their regular work hours. Museum staff will not be asked to be present beyond their standard 8 hours per day.
9. Question - Would it be possible for the contractor to visit the site in person to understand the exhibits that must be included in the survey in order to provide a quote?
Answer – No
10. Question - Do you have a full inventory of the pieces that need to be included in the survey for quoting purposes?
Answer - A full inventory of the objects included in the survey was attached to the SOW.
11. Question - Is it expected for the contractor to develop a project schedule or does the museum have a recommended schedule that it would prefer to be followed?
Answer - The contractor is expected to develop a schedule as part of the bid, it will be agreed upon with the park post award
12. Question - Is there a required signature from NPS staff for the survey methodology before the contractor can start work?
Answer - No
13. Question - In the event of scope change, how would that be documented and handled during the project?
Answer - COR and contractor would agree on the change and submit a modification request to the CO
14. Question - Will the materials needed for cleaning/stabilizing pieces be made available for the contractor by the museum?
Answer – No. The contractor is responsible for all materials
15.Question - To clarify, there are only 2 deliverables from the contractor: (1) a final survey report, and
(2) cleaning/stabilizing pieces, as agreed upon by the museum staff, is that correct?
Answer - Correct
16. Question - I read about data security, but I did not understand what security measures need to be in place for the contractor to collect and share electronic data with NPS. Could you provide the security requirements?
Answer - Electronic data will be shared between NPS and the contractor through a secure file sharing site in Microsoft Teams.
17. Question - In the event the contractor has an accident on the property, does NPS provide insurance coverage?
Answer - Please refer to contract clauses 1452.228-70 LIABILITY INSURANCE (JUL 1996)
18. Question: Will the park have a workspace available for basic cleaning/stabilization activities if necessary?
Answer: NPS will be able to provide a suitable space
