About this file

This document contains questions and answers related to a federal contract opportunity for rehabilitation work at Vicksburg National Military Park. The opportunity involves rehabilitation of the porch and roof at Pemberton Headquarters, including repair and replacement of wood elements, installation of new decking and roofing materials, and structural reinforcement. The contractor would be responsible for retaining licensed professionals as needed, such as an archaeologist during ground disturbance and an engineer to evaluate the structure and design scaffolding and bracing systems. Allowances are included for unforeseen wood repair and replacement. The National Park Service would provide the preservation architect services and limit the required time for an archaeologist on site to periods of ground disturbance.

QUESTIONS AND CLARIFICATIONS REQUEST

GENERAL PEMBERTON HEADQUARTERS

SOL. # 140P5221R0004

JKOA/BPE Responses in blue

SECTION 01 35 13.22 – ARCHEOLOGICAL PROTECTION

B. Archeologically Sensitive Areas: If National Register eligible or listed archeological resources could not be avoided, an appropriate mitigation strategy would be developed in consultation with the state historic preservation officer… Is Contractor required to develop the mitigation strategy?

No – The mitigation strategy would be developed by the COR, the SHPO, and the archaeologist.

Would this be in consultation with Mississippi State or NPS preservation officer?

Our assumption is that the COR would consult with the park’s cultural resources officer and with the SHPO.

B. Archeologically Sensitive Areas:

C. Non-sensitive Areas:

Are there areas at the Project Site that are identified as B. Archeological Sensitive?

The included site plan identifies areas that are considered sensitive.

SECTION 01 35 23 - SAFETY REQUIREMENTS

1.3 QUALITY ASSURANCE

A. Comply with contract clauses entitled "Accident Prevention" and "Permits and Responsibilities".

Please advise where we can find these Contract Clauses.

These should be contained in the contract for construction and the general conditions.

SECTION 01 40 00 - QUALITY REQUIREMENTS

1.4 SUBMITTALS

C. Contractor's Quality Control Daily Reports: Submit showing all inspections and tests on the first workday following the date covered by the report.

Is this form also used a Contractor Daily Report Form, or is there a separate form that is used for Daily Reports?

1. Review CMR Dailies and reconcile any differences prior to posting CQC Dailies on the SharePoint Project Website.

We do not anticipate having a Construction Manager Representative (CMR).

Therefore, we don’t anticipate having a CMR report. Is this a problem?

Even though there would likely not be a CMR, a project superintendent/project manager could easily be assigned this task. A standard report form for quality control and daily reports: https://www.nps.gov/dscw/upload/CMR-CQC- DailyReport_2-6-18_AF.pdf

Will the NPS have a CMR compiling the Quality Control Daily Report Form?

NPS will not have a CMR compiling the Quality Control Daily Report Form.

SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS

1.3 USE CHARGE

B. Water Service: Water from existing water system is available for use with metering and with payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs.

C. Electric Power Service: Electric power from existing system is available for use with metering and with payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs.

Is Contractor required to ‘tap into’ existing utilities to provide water and electricity for construction use?

It is assumed that the contractor can provide submetering for electricity and water to document quantities. If the Owner chooses, this requirement could be waived.

2.2 TEMPORARY FACILITIES

B. Storage and Fabrication Sheds: Temporary weather tight sheds or other covered facilities for storage of materials subject to weather damage. Number and size of structures shall be subject to Contracting Officer's approval.

Drawings show area for temporary storage facility. This may not be enough room, and if so determined to be an inadequate area for required materials storage, is additional area(s) available at the Project site?

Area for laydown and storage on the site is quite limited. There is not additional area on the site itself. NPS may be able to provide an off-site area at the park. Alternatively, it may be possible to negotiate with an adjacent property owner to allow storage.

SECTION 01 74 19 - CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL

1.3 PERFORMANCE REQUIREMENTS

E. Salvage/Recycle Requirements: Government goal is to salvage and recycle as much nonhazardous demolition waste as possible including the following materials:

1. Brick – Can do.

2. Metal (from flashing and roofing materials) Can do.

3. Slate – Can’t do. No recycling facility available for this material. Is this acceptable?

https://www.nps.gov/dscw/upload/CMR-CQC-DailyReport_2-6-18_AF.pdf https://www.nps.gov/dscw/upload/CMR-CQC-DailyReport_2-6-18_AF.pdf

Yes, this is acceptable.

1.5 QUALITY ASSURANCE

A. Waste Management Coordinator Qualifications: Experienced firm, with a record of successful waste management coordination of projects with similar requirements.

We feel that this is a smaller, complex Project, without large volumes of debris waste generated. We plan on managing and overseeing the Waste Management Program in-house.

Is this acceptable?

3.4 RECYCLING DEMOLITION WASTE

D. Asphalt Shingle Roofing: Separate organic and glass-fiber asphalt shingles and felts. Remove and dispose of nails, staples, and accessories.

Our research shows there is no asphalt recycling plant within a three-state area. Therefore, the material will have to go to landfill. Is this acceptable?

SECTION 02 41 19 - SELECTIVE DEMOLITION

3.5 SELECTIVE DEMOLITION PROCEDURES FOR SPECIFIC MATERIALS

4. Disassemble, mark, catalog, and store existing second floor porch framing members and remaining second floor porch decking, up to the underside of the second floor ceiling framing.

The porch roof and porch roof framing shall remain in place.

Don’t understand ‘up to underside of second floor ceiling framing’. Does this mean to state that all framing members on second floor porch level are to be removed, including vertical as well as horizontal framing members, with exception of porch roof framing members? Please clarify.

This is covered in greater detail in the drawings. Sheets A1 and S1 describe the shoring and disassembly of the porch.

SECTION 03 30 00 - CAST-IN-PLACE CONCRETE

1.5 INFORMATIONAL SUBMITTALS

B. Material Certificates: For each of the following, signed by manufacturers:

1. Cementitious materials.

2. Admixtures.

3. Curing compounds.

For these 3 items, will concrete company supplier be adequate?

4. Form materials and form-release agents.

Form materials will probably be wood, so please clarify what type of material certificate will be required, and who / what is to provide the certificate? For form release agents, what type of certificate is required from the form release manufacturer?

Typical Manufacturer’s cut sheets/submittal data/product information on all form materials and form-release agents is acceptable.

5. Steel reinforcement and accessories.

What type of certificate is required from the rebar manufacturer?

Typical Manufacturer’s cut sheets/submittal data/product information on steel reinforcement and required accessories is acceptable.

C. Material Test Reports: For the following, from a qualified testing agency:

1. Portland cement.

2. Fly ash.

3. Slag cement.

4. Blended hydraulic cement.

5. Aggregates.

6. Admixtures.

7. Steel Reinforcement:

Does this mean that for the cement, fly ash, aggregates and admixtures we may be using at the Project for the footing and foundations and porch deck, we need to send individual samples of each of these materials to a testing lab for analysis? If so, what type of analysis is required?

No. Typical Manufacturer’s cut sheets/submittal data/product information on these products is adequate. We do not require individual analysis tests for the cement, fly ash, aggregates and admixtures.

E. Preconstruction Test Reports:

For each mix design.

And please see below as well…………..

1.7 PRECONSTRUCTION TESTING

A. Preconstruction Testing Service: Engage a qualified testing agency to perform preconstruction testing on each concrete mixture.

1. Include the following information in each test report:

a. Admixture dosage rates.

b. Slump.

c. Air content.

d. Seven-day compressive strength.

e. 28-day compressive strength.

Will on-site sampling of the delivered concrete batch, and subsequent testing and by qualified testing form / agency be adequate? Please also see on-site testing requirements under:

Onsite testing and sampling by a qualified agency is necessary, but not sufficient. Mix design shall also be submitted for review and approval by the COR prior to batching. Sampling/testing of admixture, slump, air content, and strength are required to be performed onsite.

1.6 QUALITY CONTROL,

F. Quality Control:

1. The testing laboratory will perform sampling and testing during concrete placement, as directed by Contracting Officer.

SECTION 060312 - HISTORIC WOOD REPAIR

1.4 ACTION SUBMITTALS

B. Samples for Initial Selection: For each type of exposed wood and finish.

1. Identify wood species, cut, and other features.

2.3 WOOD-REPLACEMENT MATERIALS

A. Wood, General:

1. Historic wood being replaced:

a. Species: Match species of existing wood species of each existing type of wood component or assembly unless otherwise indicated.

Is Contractor responsible for identifying wood species?

It is anticipated that wood is either pine or cypress. The Architect will have a local representative who can provided direction if questions arise.

For the structural wood members, the design is based on No. 1 SYP or Better, as cypress is low on strength. This is indicated on the structural drawings.

SECTION 075710 – CANVAS DECKING AND DECK COATING

1.5 QUALITY ASSURANCE

A. Installer (Firm Qualifications): An experienced firm, regularly engaged in the installation of canvas porch floor systems and that can demonstrate to Owner’s satisfaction that, within the previous five years, it has successfully performed and completed in a timely manner at least five projects similar in scope and type to work required on this Project.

We can not locate any firm or individual that has ever installed the type of system required.

Does the NPS have any past Projects where a canvas waterproofing system was installed, and if so, can you please provide name of the Prime Contractor or sub-contractor?

JKOA and BPE understand that this is a specific niche and is comfortable removing the qualification requirement that the G.C. has to have installed a canvas decking system before.

Regarding Contract Price Schedule Form and Associated Specification Sections:

SECTION 012100 – ALLOWANCES

1.5 INFORMATIONAL SUBMITTALS

B. Submit time sheets and other documentation to show labor time and cost for installation of allowance items that include installation as part of the allowance.

But

1.6 QUANTITY ALLOWANCES

B. Unless otherwise indicated, Contractor's costs for receiving and handling at Project site, labor, installation, overhead and profit, and similar costs related to products and materials ordered by Contracting Officer or selected by Contracting Officer under allowance shall be included as part of the Contract Sum and not part of the allowance.

Please clarify

The intention was to ensure that where there is a quantity allowance (say 34 l.f. of crown molding) that the labor, O&P, etc. are included in the bid. But because this is an allowance, there need to be a way to address quantity changes at the end of construction should more or less of the item in question be required. That is why the section on informational submittals request that labor, time, and costs be documented

3.3 SCHEDULE OF ALLOWANCES

B. Allowance No. 2 – Wood Replacement (Dutchman): Quantity Allowance:

There are 11 different components identified.

C. Allowance No. 3 – Wood Replacement (Full Replacement): Quantity Allowance:

There are 9 different components identified.

On the Contract Price Schedule, the Contract Line Item Number (CLIN) for Allowances 2 – 3 is #21 - #22. Contractors cost in material and labor will be different for each of the items identified in the Allowance 2 and Allowance 3, being 11 different items in total.

And, since during the actual construction, the quantities for these items may (probably will) change, shouldn’t Bidder / Contractor provide separate line item costs for each of the components identified?

We agree with this suggestion. JKOA will provide a revised Contract Price Schedule to reflect this.

SECTION 01 27 00 – DEFINITION OF CONTRACT LINE ITEMS

1.1 SUMMARY

B. If no contract line item exists for a portion of the work, include the costs in a related item.

If this is how we / Bidder are to approach component items included in Allowance 2-3, please provide further direction. I don’t think this will work in the field, as the S.O.W. is evolving and being defined.

See above response.

On the Contract Price Schedule:

CLIN #25- Rough Carpentry: Roof Framing / Decking –

Decking is included under CLIN #24 / Allowance 5, so we assume that decking is not to be included under this CLIN (?)

Decking has been removed from this line and is reflected in the allowance.

Since extent of roof framing that will need repair or replacement cannot be known until existing roofing is removed, how should we price this? Normally this type of work is priced by the lineal foot for replacement of 2x rafters?.

We assume this question is in regard to the roof framing over the porch, and not the main roof of the structure, as that is detailed on the drawings and there is sufficient information for pricing. For the porch roof framing, assume approximately 180 LF of sistering or replacement for pricing purposes. This area is inaccessible for evaluation with the roof present.

CLIN #27 is repeat of CLIN #25.

The duplicate line has been deleted.

CLIN #28 – Roofing: Prep and Deck Repair.

Deck repair is included under CLIN #24, Allowance 5. Please advise.

The word ‘repair’ has been deleted.

CLIN #31 – Roofing: Existing Terne Metal Roof Repair We identify 3 – and possible 4 - separate processes required for the metal roof repair:

Repair roof panel seams.

Repair roof flashings.

Paint roof.

And possibly – replace roof panels.

Shouldn’t each of these items be priced as units? Please advise.

We agree with this suggestion. JKOA will provide a revised Contract Price Schedule to reflect this; however, painting would be included in line item #26 on the revised Contract Price Schedule.

Also, regarding the Terne Metal Roof repair, there is no clear and explicit direction in SECTION 076100 - SHEET METAL ROOFING as to how to ‘repair’ the existing roofing. For flat lock seam roofing, individual panels are soldered together, and to restore an open seam to a permanently watertight condition, soldering is required. But, the existing and open seam cannot be cleaned of foreign matter to point where correct soldering is possible. Will brush-grade and trowel grade elastomeric sealants applied over any open seams be acceptable? Please advise.

The only terne metal roof noted to be repaired is standing seam, not flat lock seam (roofing on areas 9, 10, and 11) so soldering is not required.

The section 09 01 90 – Exterior Re-Painting spec addresses the painting of the terne metal roof.

CLIN #36 - #37 is repeat of CLIN #8 - #9. Do we leave one of these blank? Please advise.

Lines #36 and #37 have been deleted.

At the bottom of the form, the last three items, the first of the 3 items:

TOTAL PRICE FOR ALL OPTIONS (Contract Line Item Number __ through __) ---------------------------------

There is only Option A / CLIN #38. Therefore, the completed blanks will be:

(Contract Line Item Number 38 through 38) Is this correct? Please advise.

This has been revised.

At the bottom of the form, the last three items, the second of the 3 items:

TOTAL PROPOSED PRICE - BASE PLUS ALL OPTIONS (Contract Line Item Number 1 through __) (Contract Line Item Number 1 through 38) – is this correct? Please advise.

This has been revised.

QUESTIONS AND CLARIFICATIONS REQUEST

JKOA/BPE Responses in blue

1. Drawing S6 is not visible. Can you please provide a legible and viewable Drawing S6?

The drawing on Sheet S6 is a 50% transparent image underlay, similar to the image underlays on other sheets in the structural section. It’s faint, but there is an image.

2. To further clarify our previous inquiry regarding Archeologist: Is Contractor to provide Archeologist to monitor, advise and develop - as required - an Archeological Plan during the soil excavation under the porch area?

If so, can an allowance be included as a CLIN on Contract Price Schedule, using:

a. M.A. hours on site

b. number of M.A. trip to site

c. M. A. hours cataloging and associated reports

The park has agreed to limit the period of time an archaeologist would need to be present only to the times when ground disturbance would occur, during the foundation work on the porch. It is the park’s suggestion that the contractor quantify the cost to hand excavate the grade-beam footing and price their need for an archeologist accordingly including any/all administrative requirements.

3. Contractor to retain a licensed Mississippi P.E., and the duties of the P.E. as we understand them are to:

a. Evaluate existing structure – mainly the porch – and either certify it is safe and stable as braced and shored, or if not stable, develop additional bracing and shoring system;

b. design scaffold system and design new shoring and bracing systems as required during the course of the work.

All other engineering duties and responsibilities fall to the EOR retained by NPS. Is this correct?

Yes, this is correct.

4. A recognized Historic Preservation Architect (HPA) is specified to be retained by

Contractor. Since wood consolidation, repair or replacement will be at discretion of the NPS C.O.R., will you please define further and more specifically, what are duties and responsibilities of the Contractor’s HPA? Can a CLIN be included Contract Price Schedule for:

a. HPA hours on site

b. number of H.P.A. trips to site

c. HPA hours for developing Plans, Specifications and associated reports.

It is not the intent of the Division 1 spec for Historic Preservation Treatment Procedures (01 35 91) that the contractor retain an architect or other design professional, as JKOA provides those services. Rather, the intent is that the contractor and the contractor’s personnel have the experience necessary to provide the types of repairs/installations specified.

QUESTIONS AND CLARIFICATIONS REQUEST / 04.21.2021

JKOA/BPE responses in blue

SECTION 073126 - SLATE SHINGLES

F. Color: Black, Brown-Gray, Gray, Purple-Brown (Match slate colors existing on site) from manufacturer's full range.

G. Weather-Exposure Color Change: Weathering.

Question from Slate Supplier – ‘The colors mentioned are the colors that the Semi-Weather Gray/Green will be after it has had time to weather. Are they requesting that the new slate ALREADY be those colors?’

Please clarify color of slate, per question above.

The specification does not call for Gray/Green slate. In our experience, green-colored slates only weather to black or other shades of green.

The slate is expected to have the color palette specified after weathering. Specification 07 31 26

– Slate Shingles has been revised to clarify sample submittal requirements.

SECTION 01 35 13.22 – ARCHEOLOGICAL PROTECTION

1.2 DEFINITIONS

D. Archeological Monitor: Representative of the Government designated to oversee construction activities that could disturb archeological resources.

3.3 OBSERVATION

A. Archeological Monitor will observe all ground-disturbing site work, including construction of temporary facilities, at all archeologically sensitive areas, from a safe location mutually agreed on by Contractor and Monitor. As new ground is broken, Monitor will examine excavated materials, using construction layout centerline and perimeter staking as a reference point to record locations of findings.

According to the specifications, the Archeological Monitor is a representative of government.

However, in other parts of the Contract Documents it implied and understood that retaining of archeological services is responsibility of Contractor.

Can the NPS take responsibility for retaining the Archeologist, thereby removing this responsibility and cost burden from Contractor? Or, if not, can Bidder insert a line item cost for hourly rate and anticipated hours scheduled for Archeologist? If line item cost is acceptable, will it be included in CLIN 4 – Government General Conditions?

The park has agreed to limit the period of time an archaeologist would need to be present only to the times when ground disturbance would occur, during the foundation work on the porch. It is the park’s suggestion that the contractor quantify the cost to hand excavate the grade-beam footing and price their need for an archeologist accordingly including any/all administrative requirements.

DRAWING S16

In lower left corner of Drawing, there is call-out stating that 2x10 sister to be installed on one side of rafter. Typical at all rafters.

Please clarify if sistering new 2x10 to all rafters is a requirement of the S.O.W.

Yes, all rafters to be sistered (as shown on S16) should be sistered according to details C and D on S26 – staggered at 6 inches o.c., located 1-1/2 inches down from the top of the rafter and 1- 1/2 inches up from the bottom of the rafter.

DRAWING S20

There are call-outs on this Drawing requiring a CS16 strap to be wrapped over every other ceiling joints, extending down 5ft onto interior masonry wall, and be attached to interior masonry wall.

If this is a requirement, extensive interior wall demolition and replacement will be required throughout entire building. Please clarify.

Yes, this is a requirement, and has been designed to help remediate uplift concerns.

If the plaster is on lath, separate from the masonry, the CS16 can be fished down behind the lath with 1 to 2 inch diameter holes cored into the plaster every 4 inches vertically. If the plaster is directly on the masonry, the Contractor will have to slot the plaster, at each location, for the length of the CS16. We recommend against the Contractor tearing out all of the plaster around the walls from the 5 foot mark up.

DRAWING A5

ROOF AREAS 9, 10, 11

Under the Bid Price Schedule as Option A, and per specification and Roof Materials Legend on Drawing A5, these roof areas are to have new flat-lock solder seam roofing installed if Option A is selected by NPS. These roof areas have 4:12 pitch / slope, and while not impossible, it is difficult and very time consuming to install solder on such steeper slopes.

What currently exists on these roof areas is a double-lock standing seam roof, which is appropriate and historically correct for such roof areas. Will it be acceptable to provide TZ Copper panel with double-lock standing seam, in accordance with CDA recommendations?

This has been discussed with the park and the conclusion reached is to retain Option A as written and specified.

ROOF AREA 12

Drawing Notes state to replace the 5-V crimp roof panels. Roof Materials Legend on same page indicates this new roof is to be a standing seam, and we can only assume this is to be a double-lock standing seam.

Please confirm or clarify if double-lock standing seam is required on this roof area.

Roof area 12 is to be replaced with flat seam metal roofing as indicated in detail 4 on sheet A8.

On this same roof area 12, it is observed the existing roof panels are installed on 1x4 lath in open framing condition. To install either flat-lock solder seam roof system, or a double-lock standing seam roof system, a solid deck is required, covered with waterproofing underlayment.

Please clarify design intent.

Plywood deck should be added for this area.

On same roof area 12, there are no rake woodwork.

Please clarify design intent for any new woodwork required at the roof eaves. See picture below.

We have issued an architectural sketch (SKA-1) with the addendum to address this.

CONTRACT PRICE SCHEDULE FORM

Regarding CLIN 4, please explain what items are to be included under Government General Conditions.

Is this where Archeologist and Preservation Architect cost to go? Are there other items we should assign to Government General Conditions?

The following definitions are from the NPS public website (https://www.nps.gov/dscw/publicforms.htm#cf) under the 'Information' heading is a link to definitions.

Standard General Conditions Standard General Conditions generate costs to the government (from the contractor) which are basically the cost items defined in the Division 1 Project Specifications. Sometimes, some Division 1 items (Profit, Overhead) are included in the cost of individual bid items when preparing an estimate. These costs (that the Contractor passes on to the government through bid items) are indirect costs of the construction project. Standard General Conditions costs run from 4 to 20 percent, depending on the size, location and complexity and other variables of the project and estimate.

Government General Conditions Factor Government General Conditions Factor is the cost of doing work for the United States Government and the National Park Service (NPS) and is not included in Standard General Conditions. Many of these government costs can be attributed to increased administrative and quality requirements, along with the legal requirements that the NPS protect cultural and natural resources while allowing the public access.
