About this file
This document provides clarification regarding potential lead-based paint at General Pemberton's Headquarters. The structure was built in 1836 and has not been tested for materials, so lead-based paint may be present. Full stripping of painted surfaces is not required - only alligatored, blistered and loose areas need removal down to sound substrate or wood. Sound, well-attached areas of paint shall not be removed. Any paint residue must be contained and disposed of properly according to applicable guidelines and restrictions for hazardous waste such as lead. The related federal contract opportunity is for rehabilitation of the porch and roof at General Pemberton's Headquarters at Vicksburg National Military Park. The solicitation number is 140P5221R0004 and is issued by the Department of the Interior National Park Service Southeast Region.

Clarification on Lead-based Paint
As a clarification to Section 024119, paragraph 1.7.D, regarding hazardous materials, the Government is providing the following information regarding the potential presence of lead-based paint.
1. The structure dates to 1836. Given the age of the building and the fact that the Government has never performed materials testing on the paint, it can be anticipated that lead-based paint may be present.
2. Full stripping of painted surfaces to bare wood is not required.
a. Section 090190, paragraph 3.2.A.1 states “Only alligatored, blistered and loose areas of paint shall be removed. In these areas, the paint shall be removed down to a sound paint substrate or, in the absence of a sound substrate, down to wood.”
b. Section 090190, paragraph 3.2.A.2 states “Sound, well-attached areas of paint shall not be removed.”
3. The Contractor shall contain and dispose of paint residue properly.
a. Section 090190, paragraph 3.3.A states “Deposit all paint residue into sealed containers.”
b. Section 090190, paragraph 3.3.B states “Dispose of contained residue according to applicable guidelines and restrictions.”
c. Section 017419, paragraph 1.3.C states “If any waste materials encountered during the deconstruction/demolition or construction phase are found to contain lead, asbestos, PCBs, (such as fluorescent lamp ballasts), or other harmful substances, they are to be handled and removed in accordance with local, state, and federal laws and requirements concerning hazardous waste.”
