About this file

This is a Questions and Answers document for solicitation 140P5126Q0018, a small business set-aside Request for Quote (RFQ) issued by the National Park Service, Interior Region 2, South Atlantic Gulf for stain repair and chinking work on three cabins at Blue Ridge Parkway. The document does not contain the specific Q&A content itself but serves as an amendment notification that Q&A responses have been posted to provide offerors with additional information for submitting competitive quotes. The response deadline was extended to May 29 to accommodate the Q&A process, and offerors who had already submitted quotes were permitted to adjust their offers by the new deadline.

The scope of work requires power washing and surface preparation, removal of loose or deteriorated chinking, log surface cleaning, replacement chinking using a compatible synthetic system (such as Sashco Log Jam or approved equivalent), application of new log stain in a minimum of two coats with proper curing time between applications, staining of window and door trim across all three cabins (12 windows and 6 doors total), and removal of all masking and staging materials with restoration of work areas. The contract will be awarded on a firm-fixed-price basis to the responsible offeror providing best value without discussions, in accordance with FAR Part 13. The principal NAICS code is 238320 (Painting and Wall Covering Contractors) with a $19 million size standard. All offerors must possess a valid UEI number and be registered in System for Award Management (SAM.gov).

Solicitation 140P5126Q0018, Questions and Answers

1. The RFQ price schedule states that window and door trim should be stained, while the SOW (Phase 3A) specifies trim paint with primer. Could you please confirm whether trim work requires paint or stain?

Answer: Trim will be stained

2. If chinking removal reveals rot, insect damage, failed backing, or other hidden conditions beyond the listed quantities, how should the contractor handle and price these unforeseen conditions?

Answer: If any damage is found during the process it will need to be brought to the POC/COR’s attention and will be coordinated with contracting officer, no repairs will be made until a decision is made by the CO and the COR. If additional repairs are needed, the CO and COR will determine if funding is available to proceed which would require a modification to the contract.

3. Is there any known presence of lead-based paint, asbestos, or other hazardous materials on any of the three cabin surfaces?

Answer: No, there is no known presence of hazardous materials on the cabin surface

4. Will the cabins be occupied by seasonal employees during the performance period, and are there any noise restrictions, blackout dates, or tourist-season work limitations we should account for in our schedule?

Answer: Yes, 2 of the cabins will have seasonal employees in them during the performance period. B832 Crabtree falls will not, that campground is closed this season. As stated in the scope of work Item 3 line3.2 Working hours are Monday–Friday, 8:00 a.m.–4:30 p.m. Work on weekends or federal holidays will not be permitted.

5. Can you confirm the exact addresses and/or GPS coordinates for each of the three cabin locations. Can you confirm the approximate travel distances between the three cabin locations so contractors know the correct sites?

*Travel Time between these two approximately 2 hrs 15 min to 2hrs 30 min B828 Mt. Pisgah Campground/Cabin 408 Blue Ridge Parkway Canton NC, 28716

*Travel Time between these two approximately 1 hr 50 min to 2hrs.

6. Is water or hose access available within approximately 20 feet of each cabin for pressure washing/cleaning the cabins?

Answer: Water is available at B545 and B828, but B832 does not have water

7. Are standard 110V electrical outlets available at each cabin for contractor use?

Answer: Yes, power is available

8. If water and/or power are not available, should the contractor plan to supply generators and water tanks/trailers to complete the work?

Answer: Water will need to be hauled to B832 only

9. The photos indicate that window trim and door frames are currently either unstained or match the siding finish. We understand the National Park intends for these elements to be finished differently than the siding moving forward. Please confirm whether window trim and door frames are to be painted (acrylic latex) or solid stained. If you are unsure which option is best for this application, please indicate that contractors should submit their recommendations in their bids.

Answer: Window trim and door frames will be Stained

10. In the provided photos, the Crabtree Cabin appears to have a more weathered, grey tone due to weathering. Please confirm whether the National Park prefers to maintain this appearance (using a grey-toned stain such as Perma-Chink or approved equal), or if the intent is to restore/brighten the logs prior to staining, as is typical in log cabin refinishing procedures.

Answer: Grey toned Stain for Crabtree falls

11. Please confirm whether ALL existing chinking is to be removed and fully replaced, or if only damaged, cracked, holed, or deteriorated areas are to be fixed.

Answer: Only the damaged and deteriorated sections

12. If replacement is limited to damaged areas, can you provide an estimate of the extent of deterioration at each cabins or provide more photos.

Answer: Photos provided

13. Are the areas of chinking damage limited to those shown in the provided photos, or should additional areas of failure be anticipated?

Answer: It is limited to what is provided in the photos, if there is damage outside of what was anticipated based on the photos, the contractor can address this with the COR/CO at time of discovery.

Since not all cabins are accessible during the site visit and the exact scope is unclear, please supply photos of all four sides of each cabin, along with close-up images of chinking areas requiring repair. All the cabins may be very similar, however, without photos, it is unclear if there are any other items that should be included or excluded from the scope.
