About this file

This document is an amendment (Amendment 0001) to a federal solicitation for constructing a new building to replace the Pony Pen Hay Barn at Cape Hatteras National Seashore. The amendment extends the proposal submission deadline to July 11, 2025, at 1:00 pm EST, with a proposed performance period from July 21, 2025, to February 20, 2026. The amendment includes a questions and answers attachment that provides critical clarification on project specifications, such as bond requirements (confirmed as necessary), post lengths, construction materials, and building details.

Key technical clarifications include: posts will be approximately four feet above ground, z-bar is permitted at material joints, 2x8 treated decking is for the loading dock while plywood is for the interior, a steel door is required, standard overhead barn door rolling hardware is to be used, and interior studs will be exposed. The project involves demolishing the existing Pony Pen Hay Barn down to pilings and girders, with the lean-to shed roof and walls to be reattached to the new building on Ocracoke Island, North Carolina, under the Department of the Interior National Park Service Southeast Region.

Questions and Answers

Question 1. I’m writing to request some clarity regarding Solicitation #140P5125R0014, Replace Pony Pen Hay Barn at Cape Hatteras National Seashore. I noticed that on page one of the solicitation, it indicates that no bonds are required post-award. However, on page three, it references bond requirements in accordance with FAR Part 28.

Could you please confirm which provision governs this solicitation? This detail will impact how we structure our pricing due to the inclusion or exclusion of bond premiums.

Answer: Bonds are required.

Question 2. What is the length of the posts for the building?

Answer: Offeror’s will have to check with Hyde County about the required depth of the post, above ground is approximately four feet

Question 3. Since T1-11 only comes in 8ft lengths and I am allowed to use a z bar at the joints?

Answer: Yes, you may use z-bar.

Question 4. Since you already are using 2x8 treated grooved decking for flooring would it best to keep using the same kind of treated decking and not a treated plywood?

Answer: 2x8 is only for the loading dock, Plywood is for the interior of the barn.

Question 5. The new roof and the pen roof will not be one the same roof slope as existing. Do you just to attach it to the new building as it exists? (height wise)?

Answer: Yes, this is correct.
