About this file
This document is a Questions and Answers (Q&A) attachment for a federal contract opportunity to replace exterior siding at the Big South Fork National River and Recreation Area in Oneida, Tennessee. The Q&A provides critical details about the solicitation, including submission requirements, material specifications, and project expectations. Key points include:
The project requires fiber cement board siding and trim with factory pre-colored panels, a 60-day calendar timeline, and specific installation requirements. Contractors must submit quotes via email to the Contracting Officer, provide a certificate of insurance, and complete a past work experience form. The siding must be 5/16" thick with UV-resistant finish, and no on-site painting is permitted. The National Park Service will handle window removal, but the contractor is responsible for taping, flashing, and caulking. Parking will be provided free, and reasonable adjustments may be made for documented delays outside the contractor's control.

Questions and Answers
Question 1. Where does the bid need to be dropped off at?
Answer: Quotes shall be submitted to the Contracting Officer only via email at email address edward_dingle@nps.gov.
Question 2. Are there any drawings or additional documents we will be given on this project?
Answer: No, there will be no additional drawings or documents provided for the siding replacement project.
Question 3. What is the past work experience form that needs to be completed and turned in with bid submission?
Answer: Please review attachment 0004.
Question 4. How are we to price quantities of trim, soffit, etc.?
Answer: Typically, trim is priced by linear foot and siding/soffit by the square. If I understand your question correctly, the total sum of your proposal is what we will evaluate, and the itemized takeoffs may be completed in the format of your choosing.
Question 5. Are there any bid bonds or P&P bonds required on this job?
Answer: Bonds will not be required for this project, but a certificate of insurance must be provided.
Question 6. What are the BISO parking procedures and any costs for badging/passes?
Answer: Parking is free. A designated parking area for non-work-related vehicles (e.g., cars and pickups) will be identified nearby. Work trucks and equipment will have a designated laydown and material storage area at the jobsite. This information will be provided well in advance of project commencement. Additional information regarding material storage can be found in the Statement of Work, Section 6: Task – "Material Delivery and Storage."
Question 7.What are the specs on the siding and trim?
Answer: Detailed specifications for the siding and trim are found in Section 6 of the Statement of Work. In summary, fiber cement board is required for panels, battens, and trim. More common brand examples include James Hardie, Allura, Nichiha, and GAF WeatherSide, among many others.
The statement of work says:

Amendment 0002; RFP # 140P5125Q0025 Attachment 0007
Panels and battens shall maintain a minimum thickness of 5/16", match the approved texture (smooth or woodgrain), and match the approved factory-applied UV-resistant finish color.
Question 8. Will the siding need to be painted?
Answer: No. The siding panels must be factory pre-colored. Manufacturer websites provide examples of available colors.
Question 9. On the transition piece from lap siding to board & batten, would a 1x6 be acceptable?
Answer: No. Acceptable options include a manufactured transition strip specifically designed for transitioning between board and batten and lap siding. This is often the simplest solution.
Alternatively, you may install your panels, flash the top of the panel, install your first lap board, complete the gable lap section, then butt the battens against the bottom edge of the first lap board. The transition must be sealed to be water-, air-, and insect-tight.
Question 10. Does the 60 day work timeline include any weather days?
Answer: No. Any days lost due to inclement weather will be documented and credited back to the contractor via a contract modification, accordingly.
Question 11. The 60 day timeline is calendar days and not working days correct?
Answer: The 60-day timeline refers to calendar days. Reasonable adjustments may be made for documented delays outside the contractor’s control, such as product lead times or persistent inclement weather.
Question 12. The contractor will be responsible for replacing all weather barrier, door/window flashings, and caulking correct?
Answer: Yes. Please reference Section 6: Task in the Statement of Work, which specifies:
Trim, Flashing, and Weatherproofing
• Install fiber cement trim at all corners, windows, doors, and roofline transitions.
• Integrate flashing at all vertical and horizontal transitions to prevent water intrusion.
• Apply caulking and sealants per manufacturer specifications to maintain material warranties and system durability.
Installation of moisture barriers includes window taping, and siding installation includes all necessary flashing and caulking.
Question 13. The contractor will not be responsible for replacing any of the door and window tape that required window removal correct?
Answer: Correct. The contractor is not responsible for the removal or replacement of any windows handled by the National Park Service. However, the contractor is responsible for taping, flashing, and caulking as required for the proper installation of siding per the project specifications.
Question 14. Will there be any work associated with the gutters, downspouts, fascia, or soffit?
Answer: Yes, soffits, please refer to the statement of work.
