1. BACKGROUND:

Located on the Kentucky-Tennessee border, BISO encompasses approximately 125,000 acres. Established by Congress on March 7, 1974, its mission focuses on preserving the area's natural and cultural resources for current and future generations. The park features the Big South Fork of the Cumberland River and its tributaries in their natural state, promoting ecological integrity and a variety of recreational activities. These activities support the local economy and provide leisure opportunities in the economically challenged region.

For this project, the National Park Service will procure a complete contracted service to remove and replace exterior building materials at five structures located within the Bandy Creek Campground. The contractor shall provide all labor, materials, equipment, and supplies necessary to remove approximately 12,500 square feet of existing vinyl siding. Soffits are excluded from the scope of work. New materials will include board and batten style fiber cement siding panels, 2-inch wide fiber cement battens, and all associated trim, flashing, caulking, and fasteners. Approximately 3,600 square feet of horizontal fiber cement lap siding (9-inch nominal width with 7-inch exposure) will be installed in gable areas or as otherwise directed. All siding and trim shall feature a woodgrain texture and be factory pre-colored. All work shall comply with National

Park Service specifications and applicable building codes to ensure high-quality, durable, and weather-resistant upgrades supporting the long-term preservation of park facilities.

PROJECT TITLE: “Cyclic Replacement of Exterior Siding on Five Bandy Creek Buildings”

3. PLACE OF PERFORMANCE:

This project will take place within the Bandy Creek Campground footprint within the Big South

Fork NRRA. Please see map below.

Centralized Address: 151 Stable Road, Oneida, TN 37841

4. PERIOD OF PERFORMANCE:

• The contractor shall complete all demolition, disposal, material delivery, installation, and final punch list corrections within 90 calendar days following the receipt of the Notice to Proceed (NTP).

• Exceptions to this timeline are limited to unforeseen events beyond the control of the contractor, such as natural disasters or other force majeure occurrences. In such cases, the contractor shall promptly notify the National Park Service and provide an estimated delay period.

• Delays caused by actions or requirements of the National Park Service will be addressed separately.

In these instances, the contractor shall provide a revised timeline for completion, subject to approval by the National Park Service.

Note: The contractor is advised to incorporate reasonable weather and logistical buffers into their proposed schedule to accommodate minor delays and ensure timely completion. Final acceptance of the project will be contingent upon successful completion of all demolition, removal, disposal, installation, and associated finishing work as specified.

5. SCOPE:

• The National Park Service (NPS) will contract for the full demolition, removal, and lawful disposal of approximately 12,500 square feet of existing exterior vinyl siding at five buildings within the Bandy Creek

Campground at Big South Fork National River and Recreation Area (BISO). Soffit removal and replacement are excluded from this project.

• The contractor shall provide all labor, materials, supplies, equipment, and services necessary to complete the full installation of:

• Board and batten-style fiber cement siding panels

• 2-inch wide fiber cement battens

• Approximately 3,600 square feet of horizontal fiber cement lap siding, 9-inch nominal width with 7-inch exposure, to be installed at gable ends or as directed

• All associated trim, flashing, weatherproofing, and finishing materials

• A manufacturer-recommended transition must be used between lap siding and board-and-batten areas.

Acceptable methods include manufactured transition strips or a properly flashed and sealed transition where lap siding begins. Use of a 1x6 board for transition is not acceptable.

• All siding and trim shall:

• Be fiber cement with a woodgrain texture

• Be factory pre-colored; no painting shall be required

• Maintain a minimum thickness of 5/16 inch unless otherwise specified by the manufacturer

• All butt joints on horizontal lap siding must be properly flashed in accordance with the manufacturer's recommendations to prevent moisture intrusion.

• The contractor shall install flashing, weather barriers, caulking, and sealants as needed to ensure complete system integrity. This includes taping windows, flashing penetrations, and sealing all terminations.

• Contractors are not responsible for window or door removal. If removal is required for barrier installation, it will be handled by the National Park Service.

• Porch beams" shall be considered part of the trim package and must be rewrapped using compatible fiber cement trim materials.

Compensation:

• The contractor’s bid shall include all costs necessary to complete the project, including but not limited to demolition, disposal, materials, labor, mobilization, equipment rental, overhead, and contingency expenses.
