Questions and Answers

Question 1. The period of performance reads from 01/02/2024 to 04/02/2024. Do we need to store the panels and artifacts until April?

Is April 2nd the firm delivery date, or is it more of a "perform NLT" date?

Answer: The period of performance listed in the solicitation is just an estimated timeframe to provide the required services and the actual date of the de-install, pack, relocate, unpack, and unwrap will be established at award.

Question 2. Is there an estimated cost range established?

Answer: The estimated cost of this project is in-line with current market conditions and industry standards at $25,000.00 to $75,000.00.

Question 3. To ensure a fair and competitive bidding process, can you please state how many items are required for transport and the approximate size/weight?

Answer: A revised statement of work will be issued via amendment 0001 to this solicitation. All items to be removed will be two murals, 4 panels, and one exhibit case in the shape of the Edmond Pettus Bridge. The weight of the items is unknown.

Question 4. Will all items be required to be shipped in their own individual boxes?

Answer: Artifacts are no longer a part of the contract. However, the proper procedure for packing and handling of panels, murals, and exhibits will need to be used, according to NPS Standards.

Question 5. Are the boxes that these will be shipping in standard museum MDO boxes?

Answer: It is necessary to inspect and document object conditions, select a safe method of shipment, prepare a workspace, acquire materials, and observe rules for safe object handling. See NPS Museum Handbook, Part 1, Chapter 6, for guidelines on each of the procedures. Corrugated boxes in which the objects are to be cavity packed in preparing objects for shipment. Constructing boxes permits customizing them to the dimensions and packaging needs of the objects. Acid-free corrugated cardboard, both 2- and 4-ply, will be used to construct the boxes.

Question 6. Will carriers need to provide the Federal Government with any specific forms of identification?

Answer: The Carriers will need to provide the Federal Government with insurance for transporting and handling items to be moved from the Selma Interpretive Center to the Tabernacle Baptist

Church located in Selma, Alabama, and to the Tuskegee Institute National Historic Site.

Question 7. Are wage determinations applicable for this job?

Answer: Yes, the Department of Labor Wage Determination number 2015-4627, Revision number 24 at https://sam.gov/wage-determination/2015-4627/24 is applicable to this requirement.

Question 8. Will the government be providing photos from the site visit?

Answer: No photos will be provided from the Site Visit.

Question 9. What constitutes as a "local" company to run this project?

Answer: Local means “any company that qualifies for the packing, moving, transporting, and reinstalling of panels, murals, and exhibit” from the Selma Interpretive Center to the Tabernacle Baptist Church and Tuskegee Institute National Historic Site.

Question 10. Is the expectation that the selected contractor only make 1 trip with the load?

Or are there many loads expected?

Answer: The Statement of Work will be revised to have the contractor transport items to the Tabernacle Baptist Church and Tuskegee Institute NHS, in Tuskegee, Alabama.

Question 11. How many trucks will be needed for this requirement?

Answer: One large commercial moving truck with a security lock will suffice.
