About this file
This is Amendment 001 to Solicitation 140P4526Q0002, issued by the Department of Interior, National Park Service, Northeast Region (NPS, NER - NPNH) on January 20, 2026. The amendment revises the Statement of Work for a carpet reproduction project and extends the proposal submission deadline to Tuesday, February 3, 2026, at 2:00 PM EST. Responses must acknowledge receipt of this amendment prior to the deadline by completing items 8 and 15 of the form, returning copies of the amendment, or submitting a separate letter or electronic communication that references the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The amendment addresses six key questions and answers regarding carpet specifications and requirements. The Government has clarified that natural fiber carpet materials, including wool, are acceptable; backings or coatings are acceptable if they meet low VOC and museum compatibility requirements; there is no preferred construction type, and offerors should recommend the most appropriate option based on performance, historical appearance, and best price. Additionally, carpets must be wall-to-wall and match the exact design and color of the original historic carpeting. The Government confirmed it does not possess information regarding the original carpet manufacturing location or the type of underlay currently used. All other terms and conditions of the solicitation remain unchanged. Correspondence related to this solicitation should be directed to Linda Richardson at linda_richardson@nps.gov.

Q: Where were the original carpets manufactured?

Q: What type of underlay is currently used?
A: The current reproduction carpeting that is being replaced by this project does have an underlay, however, we do not know what type it is.
Q: Is the Government open to both wool and low sheen synthetic constructions, provided they meet historical appearance, durability, and IAQ requirements?
A: Yes, the Government is open to all natural fiber constructions. Products must meet historical appearance, durability, and IAQ requirements.

Q: I have read through the SOW and the other docs a few times, and I'm missing 3 questions I have on variances. 1)Can wool be replaced for the synthetic the RFQ is asking for? Is there any feasibility for area rugs or has to be wall to wall? Does the reproduction carpeting have to be the exact design or a different one if era comparable?
A: Wool is an acceptable carpet material. The
SOW has been amended to request natural fiber carpet materials be used. Carpets must be wall to wall and match the exact design and color of the original historic carpeting.
