About this file

This is a Statement of Work (SOW) for the National Park Service (NPS) Martin Van Buren National Historic Site (MAVA) in Kinderhook, New York, to replace first-floor reproduction carpets at the historic Lindenwald house museum.

The contractor must manufacture and install custom natural fiber carpets across three areas: the main hall and stairwell (approximately 41'5" x 11'6"), the formal parlor and breakfast room (approximately 42'6" x 19'10"), and the library (approximately 17'4" x 21'4"). The carpets must replicate original mid-19th century patterns using the existing 1980s reproduction carpets and original carpets in the museum collection as references. The main hall carpet features approximately seven colors with a border; the parlor/breakfast room and library each feature approximately six colors without borders. All carpets must demonstrate very low VOC emissions and have a pile height of 0.168 inches. Key tasks include: site visit with precise measurements, manufacturing and NPS approval of carpet samples and underlayment samples, full carpet manufacture, removal and recycling of existing carpet, HEPA filtration cleaning, and installation using tack strips per existing installation methods. The contractor must use subcontractors (if applicable) with approved qualifications and prior comparable project experience. All on-site work must occur during the off-season (November 1–April 30, 2025-2026 or 2026-2027), during regular business hours (7am–5pm, Monday–Friday), with NPS staff present. No work is permitted on federally observed holidays. The NPS will remove and protect furnishings prior to work. Quote submissions must include product samples, dyed yarn color matches, detailed material specifications with IAQ test results, project schedule, installation process description, product specifications and Safety Data Sheets, installation personnel qualifications and past performance, and pricing. Evaluation factors are technical capability, past performance with examples of similar projects and references, and price. The Contracting Officer's Representative is Jared Muehlbauer at jared_muehlbauer@nps.gov, (518) 755-8759.

STATEMENT OF WORK

REPLACE FIRST FLOOR REPRODUCTION CARPETS, LINDENWALD

MARTIN VAN BUREN NATIONAL HISTORIC SITE

KINDERHOOK, NY

Project Description

The National Park Service (NPS), Martin Van Buren National Historic Site (MAVA) has a requirement to replace carpeting throughout the first floor of historic Lindenwald. Martin Van Buren National Historic Site is located in Kinderhook, Columbia County, New York. The site is the location of Martin Van Buren’s post-presidential home and is operated as a historic house museum restored to c.1850. The location of the carpet for this contract is in areas of public access, and the rooms where it is located consist of original and period furnishings throughout.

The location of the carpet to be reproduced and replaced for this contract is on the first floor in the main hall, which is used as a dining room, the main stairwell, the formal parlor and breakfast room, and the library (Figure 1). The current carpets are reproduction carpets installed in the 1980s. main hall and stairwell share one pattern, the breakfast room and parlor use a second pattern, and the library is a third pattern. The NPS wishes to replace all three carpets with natural fiber carpets reproduced to match the pattern of the original mid-19th century carpets.

Description of the Historic Carpets

The current reproduction carpets in all three areas are wool wall-to-wall loop pile, which were created based on the original carpets located in the museum collection. The pattern varies between each area (see Figures 2-11). In the main hall, the carpet has approximately seven colors in the pattern and includes a border around the entire room and along the matching stairwell runner. In the parlor and breakfast room, the carpet pattern has approximately six colors and does not have a separate border. In the library, the carpet pattern has approximately six colors and does not have a separate border. The pile height is .168 inches on all three carpets. The existing reproduction carpets do not have any underlayment and are installed using tack strips.

Description of Work

Utilizing information from the current reproduction carpeting as well as the original 19th century carpets within the museum collection, the Contractor shall manufacture custom color natural fiber carpets to replicate the original carpets as close as possible. Carpet must demonstrate test results with very low emissions of VOCs. (See National Park Service, Conserve-O-Gram Number 1/11, “Selecting Carpets and Floor Coverings for Exhibit Galleries and Visitor Centers” attached). Edges of the carpet must conform to the contours of the room as the original carpet. Below are the tasks associated with this work.

1. The Contractor shall perform a site visit. The Contractor shall take precise measurements and gather necessary information from existing reproduction carpets and/or original carpeting to ensure accurate reproduction of style, color, and pattern.

2. The Contractor shall manufacture and deliver samples of reproduction carpets for submission to the NPS. The NPS shall approve all samples before full manufacture of carpeting.

3. The Contractor shall deliver samples of proposed underlayment for carpeting. The NPS shall review and approve all samples.

4. The Contractor shall manufacture the full reproduction carpets and agree upon a removal and installation schedule with the NPS.

5. The Contractor shall remove and dispose of the existing carpet, underlayment, and any other debris within the project area. If the carpet is able to be recycled, the contractor shall do this and provide the park with documentation. If a dumpster is being delivered, wooden boards will need to be placed under the dumpster wheels to prevent damage to the existing landscape.

6. The Contractor shall clean the removed area using HEPA filtration vacuums after removal of existing carpet.

7. The Contractor shall deliver and install the new reproduction carpets and underlayment. Carpet and underlayment shall be installed using tack strips. Installation shall make use of existing installation methods to the greatest extent possible. Adhesives shall not be used on stair treads without written permission from the MAVA resource manager.

a. If the contractor uses a subcontractor service for installation, the subcontractor and their qualifications and previous completed projects with similar scopes of work must be identified and submitted for NPS approval.

8. Installation requires that the contractor use HEPA filtration vacuums at the completion of installation to remove heavy deposits of lint.
