Project: GATE 308880 – Rehabilitate Masonry Facilities at Jamaica Bay Owner: National Park Service Solicitation No.: 140P4525R0041 Date: 9/4/2025 Contractor: MFS Construction, LLC

MFS Construction has the following questions regarding the above-referenced solicitation:

1. Reference is made to prevailing wage determination provided with solicitation documents. General Decision number NY20250012 was provided, which relates to Nassau and Suffolk counties. However, project sites are located within Kings/Queens counties. General Decision number NY20250003 for Kings/Queens counties features higher wage rates for carpenters, electricians, etc. Please clarify wage determination to be used for this project.

2. Refer to Scope of Work, Section 3.1 Natural Resource Preservation, Wildlife; section states that disturbance of wildlife nesting and breeding activities should be avoided. Please advise if bird nesting has previously been observed at structures within the scope of work.

3. Please advise if Park will provide water access to facilitate masonry activities.

4. Reference is made to Scope of Work, Section 2.1-1 Building 117 Rehabilitation, Part F – Reset and

Replace Masonry: “Replace missing and broken glass blocks in windows”. Please provide additional information regarding glass blocks, such as material type, etc.

5. Section 2.1-1 Parts G and I, Section 2.1-2 Parts H and K, and Section 2.1-5 Parts D and G include submission of PE-stamped drawings for lintel replacements and roof rehabilitations as part of the scope of work. Please confirm that PE-stamped drawings are required.

6. Testing of existing roofing and interior surface coating for hazardous materials is included within the scope of work (Buildings 117 and 57). The scope of work states that roofing rehabilitation and interior surface coating removal should be performed according to specification sections for asbestos and lead remediation, as required by testing results.

If presence of hazardous materials cannot be determined until after testing, should offerors assume materials to be hazardous for pricing purposes?

7. Refer to Section 2.1-3 – Remove Chimney next to Building 149, where scope of work indicates asbestos- and lead-based materials should be assumed for chimney. The scope of work also states that chimney should be removed to a depth of 2’ below grade. Specification section for asbestos remediation includes “Abatement of Asbestos Contaminated Soil” within table of contents (3.2.13), but section is subsequently omitted.

Considering demolition of chimney below grade, please clarify if soil testing/abatement is included within scope following removal.

8. During site walk on September 2nd, 2025, it was noted that “high voltage” signs were posted at the exteriors of Buildings 57, 88A, and 117. Please confirm that these are high-voltage locations.

9. At site walk on September 2nd, 2025, tree and vegetation were observed behind fence joining Building 88A to adjacent structure. Please clarify if removal of vegetation behind this fence is included within the scope of work.

10. At site walk on September 2nd, 2025, graffiti was observed at one exterior wall of Building 88A.

Please confirm that removal of graffiti and/or other substances from all exterior walls is not included with the scope of work, with the exception of clearing stains from new masonry.

11. The scope of work includes resetting and replacing masonry for disjointed/out of plane walls at Buildings 117, 57, and 88A. Please advise if quantities of deteriorated areas (in SF) can be provided to ensure that each offeror will be bidding on equivalent scopes.

12. The scope of work includes repairs of spalled materials at concrete roof of Building 117 according to PE-stamped drawing. Considering that the full scope of work will not be known until all vegetation is removed and roof is evaluated by an Engineer/Architect, please advise if expected quantity of repairs (in SF) can be provided to ensure that each offeror is bidding an equivalent scope.

13. Reference is made to Scope of Work, Section 2.1-5, Part G: Remove Generator Behind Building 88A.

a. Please clarify if offerors are responsible for emptying generator/fuel lines.

b. The scope of work states that following removal of generator, fence should be in a “like new” condition. Is replacement of existing fence included within the scope of work?

Answers to MFS Questions from site visit.

1. Nathan answered the prevailing wage determination.

2. Currently the Park hasn't seen nesting at these specific locations, but the contractor is responsible to ensure disturbance of wildlife nesting and breeding activities are avoided.

3. Contractor is responsible to provide water.

4. Glass block in building 117, is to be replaced in kind.

5. Per the solicitation, PE-stamped drawings are required.

6. Hazardous material testing is expected to definitively confirm if hazmat exists.

7. Soil testing/abatement is included within scope following the building 149 chimney removal.

8. High-voltage signage confirmed.

9. Confirmed vegetation removal at building 88A.

10. Confirmed, graffiti removal is not in scope.

11. Offerors should be able to estimate an allowance for resetting and replacing masonry for disjointed/out of plane walls at Buildings 117, 57, and 88A from the photographs and dimensions provided in the scope of work.

12. Per the photographs provided in the scope of work, the spalling at building 117 occurs at the edges of the roof, where the BUR has deteriorated and at the concrete soffit and frieze board. Vegetation is not obstructing the roof on building 117. Offerors should assume the entire membrane will need to be replaced after the concrete edges are repaired.

13. Contractor is responsible for emptying generator fuel lines; however, this equipment hasn't been used since the 1950s and there is no evidence of the fuel source. The 8' high, 8' long, chain link fence at the southwest elevation, between 88A & 88B of building 88A, will need to be replaced in kind. The existing 8' fence at the southeast elevation will repair in place and does not require repairs. The intend of this safety fencing is to keep people out of the vault area.

Thanks, Nathan Jones
