LEAD PAINT INSPECTION REPORT
PREPARED FOR: Mr. Paul Cecere
PERFORMED AT: 20 Sagamore Hill Rd.
Visitor’s Center Oyster Bay, NY
INSPECTION DATE: 12/09/19
INSTRUMENT TYPE: RMD MODEL LPA-1 | Serial number: 2771
ACTION LEVEL: 1.0mg/cm2
OPERATOR LICENSE: LBP-R-128879-2
To the best of my knowledge the following report reflects the true lead content of the painted surfaces at the time of the inspection at the above address.
EPA lead testing protocol states that window and door casings and jambs are considered testing combinations and only one of the two components are required to be tested to determine lead content. (See Testing Procedures and Equipment on page 3.)

A copy of this summary must be provided to new lessees (tenants) and purchasers of this property under Federal law (24CFR part 35 and 40 CRF part 745) before they become obligated under a lease or sales contract. The complete report must also be provided to new purchasers and it must be made available to new tenants. Landlords and sellers are also required to distribute an educational pamphlet approved by the U.S. Environmental Protection Agency and include standard warning language in their leases or sales contracts to ensure that parents have the information they need to protect their children from lead based paint hazards.
Introduction
Professional Building Inspectors, Inc. (PBI) performed on site lead-based paint inspection at the above referenced address. The inspection was performed in accordance with the sampling protocol detailed in the Environmental Protection Agency Regulations, and/or the sampling protocol detailed in the Department of Housing and Urban Development guidelines, Chapter 7:
Lead-Based Paint Inspection, 2012 Revision. Measurements were taken in each area of at least one accessible painted wall, ceiling, window, door, baseboard molding, and other painted surface as determined by the prescribed guidelines.
Testing Procedures and Equipment
Painted surfaces were tested for lead-based paint utilizing X-Ray Fluorescence (XRF) methodology. The XRF analysis was conducted using a Radiation Monitoring Devices, Inc. (RMD) Lead Paint Analyzer (LPA-
1) spectrum analyzer. The LPA-1 is a state-of-the art XRF spectrum analyzing system for the quantitative measurement of lead in paint. It provides an accurate measurement of lead content with a 95% confidence level.
All samples requiring laboratory analysis were analyzed by a participant in the United States Environmental Protection Agency’s (EPA) National Lead Laboratory Accreditation Program (NLLAP).
The testing was accomplished by EPA certified Risk Assessor Mark Vascak (certification # LBP-R- 128879-2).
The instrument was operated and calibrated in accordance with the manufactures instructions and the XRF Performance Characteristics Sheets (PCS) published by HUD and EPA. Calibration tests using the manufactures standard block of 1.0 mg/cm² are performed at the beginning and end of the inspection and after each four-hour interval of use. Three readings are taken on the manufactures standard block of 1.0 mg/cm² and three reading on an unpainted wooden block to ensure manufactures standards are meet.
Within each room equivalent, the wall in which the entrance door/opening to the room/area is located is the “A” wall, with each successive wall labeled consecutively in a clockwise direction as indicated in the attached inspection report.
Testing Combinations
Building components adjacent to each other and not likely to have different paint histories can be grouped together as a single testing combination:
Window casings, stops, jambs and aprons are tested as a single testing combination.
Door Jambs, stops, transoms, casings and other door frame parts are tested as a single testing combination.
Interpretation of Readings
An XRF reading of 1.0 mg/cm² or greater is classified as positive for the presence of lead-based paint, and an XRF reading of below 1.0 mg/cm² is classified as negative for the presence of lead-based paint in accordance to the standards set by HUD and EPA.
The Detailed Report lists all XRF readings taken. The Summary Report lists only positive reading.
Limits of the Investigation
Professional Building Inspectors, Inc. lead testing results are applicable for the time that testing was conducted. No representation as to the absence or presence of lead-based paint was determined, except in the specific areas and components tested on the day of inspection. If questions arise regarding lead content on surfaces that were not tested, then additional testing services should be procured to test those surfaces for lead.
Some painted surfaces, which contain levels of lead below 1.0 mg/cm², could still create lead dust if enough of the paint is turned into dust by abrasion, scraping or sanding.
Results and Recommendations
No lead based paint was found at the time of inspection.
