National Park Service Asbestos Abatement Monitoring Sagamore Hill National Historic Site October 2 - 6, 2020 Visitor Center EHI Project #: 1424-8932
1.0 Introduction
Environmental Health Investigations, Inc. (EHI, inc.) was retained by the National Park
Service to provide third party air monitoring services during the removal of approximately 100 square feet of asbestos containing cement board from the Visitors Center of the Sagamore Hill
National Historic site.
EHI’s asbestos abatement project monitoring occurred between October 2 and October 6, 2020. EHI, Inc. was represented on site by Mr. Evan Abramo and Ms. Laura Wieczezak. The contractor selected to perform the asbestos abatement was Nari Construction of Lincoln Park, New Jersey.
2.0 Abatement Methods
The project involved the removal of 100 square feet of asbestos containing cement board via negative pressure containment methods.
Prior to actual asbestos removal, Nari constructed a fully functional three stage decontamination unit at the entrance to the work areas. The decontamination unit was constructed of framework and covered with two layers of 6 millimeter thick poly sheeting. The middle chamber of the decontamination unit contained a shower, allowing the workers to decontaminate themselves upon exiting the work area.
The work area was segregated from surrounding ambient areas through the erection of critical barriers consisting of two layers of 6 millimeter thick poly sheeting. Once the critical barriers were in place, workers covered the walls and ceiling with a single layer of 6 millimeter thick poly sheeting, where applicable. All poly sheeting was adhered with spray glue and duct

Visitor Center EHI Project #: 1424-8932 tape.
A final preparation made was the installation and operation of a negative air filtration unit, set up to exhaust to the exterior of the building. These units contained HEPA filters that filtered the air inside the work area and created a negative pressure differential between the work area and the surrounding ambient spaces.
Once the above preparations were made and a visual inspection by the onsite monitor was conducted, the contractor was permitted to begin removal activities. Removal activities were undertaken in conjunction with adequate wetting of the materials with amended water. Amended water is water that has had surfactant added to it to improve its wetting capabilities. All abatement debris was placed and sealed inside a 6 millimeter thick waste bag bearing all the required warning labels, then placed inside an identical bag bearing all required warning labels and waste generator identification labels.
Following the completion of removal activities within the work area, a visual inspection was conducted by EHI and Nari’s supervisory personnel in order to ensure that the work area was sufficiently clean of asbestos materials and debris. Once satisfied that a work area was cleaned, the contractor was permitted to apply an encapsulant to the work area in order to “lock down” any fibers that could not be seen with the naked eye.
EHI observation log notes, collected throughout the duration of this project, can be found in Appendix B of this report.
3.0 Air Sampling Overview
Air monitoring was conducted immediately adjacent to the work area during removal
Page -2-
Visitor Center EHI Project #: 1424-8932 work. The during air samples were collected throughout the duration of the project to help determine if the engineering controls and work practices employed by the contractor were adequate enough so as too not result in an airborne fiber concentration outside the work area or in nearby ambient spaces. The clearance criteria for PCM area air samples utilized was less than
0.01 fibers per cubic centimeter of air (< 0.01 f/cc). All air samples collected during this project were analyzed by AmeriSci Laboratories, Inc., in New York, NY in accordance with the #7400 methodology for Phase Contrast Microscopy (PCM) established by the National Institute of
Occupational Safety and Health (NIOSH).
