Request for Quote Number 140P4326R0002 Replace Septic Systems at Delfino and Eggleston 2 for Cape Cod National Seashore Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326R0002, Replace Septic Systems at Delfino and Eggleston 2 for Cape Cod National Seashore.
1) Typical Drainfield Plan View on C4 indicates a length of 37.6’ however Design calculations on C1 and C2 indicate 8 chambers are needed, which would be a length closer to 52’. Please confirm 8 chambers are required.
Answer: Eight (8) chambers are required, as indicated by the design calculations on Sheets C1 and C2. The Contractor shall install the drainfield system in accordance with the approved design calculations and applicable MassDEP requirements. The plan view length on Sheet C4 is non-governing and does not supersede the design calculations.
2) Are systems at both locations active? Will they remain in service during construction?
Answer: The existing septic systems are currently active. The Contractor shall coordinate construction sequencing to maintain sanitary service as required until the new systems are placed into service, in accordance with the Contract Documents.
3) Typical Cultech details show the use of double washed stone above, below and around units. Septic details do not show use of stone. Please confirm use of stone is not required.
Answer: Stone is not required unless required by the MassDEP-approved installation requirements of the specific gravelless trench system proposed and approved for use under the Disposal System Construction Permit.
The Contract Documents specify gravelless trench chambers installed in accordance with the manufacturer’s MassDEP system approval and all permit conditions. If the approved system’s installation requirements include stone bedding or cover, stone shall be provided in accordance with those requirements.
4) General Note 8 on G@ requires a certified arborist for all tree trimming or removal.
Please confirm additional cost for this requirement is necessary considering the scope of this project.
Answer: All tree trimming and removal shall comply with the Contract Documents, including General Note 8 on Sheet G4. Any required arborist services are incidental to the work and shall be included in the Contractor’s bid prices. No separate payment will be made.
Amendment 0001
5) Please confirm contractor will be responsible for DEP permitting process.
Answer: Confirmed. The Contractor is responsible for all required permits, approvals, inspections, coordination, and associated fees, including MassDEP permitting, as specified in Section 01 31 00, Section 01 11 00, and Section 01 27 00.
6) Please advise if Contractor will incur any costs from the Designer of Record for tasks required by DOR throughout the project like inspections, etc.
Answer: Any inspections, certifications, testing, or documentation required to complete the work and obtain regulatory approval shall be the responsibility of the Contractor and included in the bid prices, unless explicitly identified as a Government responsibility in the Contract Documents.
7) Have any tapping or connection fees been discussed with the Town of Eastham for new waterline?
Answer: The Contractor is responsible for determining, coordinating, and paying all required tapping fees, connection fees, permits, inspections, and associated costs required by the Town of Eastham for the new water service, as specified in Section 01 31 00.
8) 01 11 00 para 1.3.D.6 regarding tree removals. If trees cannot be removed until November 1, the performance period of 150 days would be inadequate. Please advise.
Answer: As shown in block 11 of the SF1442, and in clause 52.211-10, work shall be completed within 150 calendar days from issuance of Notice to Proceed (NTP). It is anticipated that NTP shall be issued on or about September 30, 2026, to account for tree removal and ground disturbance restrictions, resulting in a period of performance from September 30, 2026 to February 28, 2027, as shown on page 3 of the SF1442.
9) 01 11 00 para 1.9.C.1 regarding no ground disturbing work between April 15 and August
30. If this is the case, the performance period of 150 days would be inadequate. Please advise?
Answer: As shown in block 11 of the SF1442, and in clause 52.211-10, work shall be completed within 150 calendar days from issuance of Notice to Proceed (NTP). It is anticipated that NTP shall be issued on or about September 30, 2026, to account for tree removal and ground disturbance restrictions, resulting in a period of performance from September 30, 2026 to February 28, 2027, as shown on page 3 of the SF1442.
10) Please confirm if CLIN 00040 and 00050 include pumping of septic systems in addition to the testing requirements?
Answer: CLINs 00040 and 00050 include all labor, equipment, materials, testing, coordination, and services necessary to complete the work described, including pumping as required to perform testing, inspections, system commissioning, and final acceptance. No separate payment will be made for pumping unless specifically identified as a separate line item.
11) Please confirm cost of archaeological and/or tribal monitoring will be the responsibility of the Govt.
Answer: The Park Archaeologist and Historian have reviewed the construction limits and proposed work areas and determined that the areas are cleared for construction. No routine archaeological or tribal monitoring is currently anticipated for the work as shown.
If previously unidentified cultural or archaeological resources are encountered during construction, the Contractor shall comply with all stop-work, protection, and notification requirements in accordance with Section 01 35 13.22. Any archaeological or tribal monitoring required as a result of such discoveries will be provided by the Government unless otherwise specified in the Contract Documents.
12) Please confirm there are no option years for CLINs 00040 and 00050.
