About this file

This file contains Requests for Information (RFIs) numbered 1-5 related to the Colonial National Historic Park invasive species removal and herbicidal treatment project. The RFIs appear to be clarification questions submitted by potential bidders regarding the Statement of Work and project requirements for the solicitation 140P4326Q0055 issued by the National Park Service Northeast Region's New England Major Acquisition Buying Office.

The solicitation seeks services for two primary items: (1) clearing and treating 2.54 acres of live and dead mature invasive species at the Colonial Parkway & Route 238 site adjacent to the American Revolution Museum in Yorktown, Virginia, and (2) herbicidal treatment only of 8.76 acres previously infested with invasive species across four locations within Colonial National Historical Park in Yorktown. A mandatory site visit was scheduled for August 14, 2026, at 9:00 AM EDT at the Yorktown Visitor Center Parking Lot (1000 Colonial Parkway, Yorktown, VA 23690). The RFIs document contains specific inquiries from bidders seeking clarifications on project scope, specifications, wage requirements (referenced to Wage Determination 2015-4341), and other technical or contractual matters to ensure accurate proposal preparation.

140P4326Q0055 – COLO Invasive Treatment Amendment 001 RFIs 1-5

1. Certified Pesticide Applicator: May the required Virginia Certified Pesticide Applicator be a qualified subcontractor to the prime contractor, provided the subcontractor is identified in the technical approach and the required certification documentation is included with the quote?

Government response: Yes.

2. Equipment Access: For the 2.54-acre Colonial Parkway/Route 238 removal area, will the Government identify during the site visit the approved heavy-equipment access routes, archaeological exclusion areas, staging areas, and portions requiring hand removal?

Government response: Yes, park personnel will be available during the site visit to answer site-specific questions while in the field.

3. Debris Disposal/Recycling: Should the contractor's lump-sum price include transportation and off-site recycling/disposal of all material that cannot be processed by the forestry mulcher, or is there a Government-designated location available for acceptable woody/bamboo debris?

Government response: Vegetation should be mulched in place as much as is practicable. If removal is necessary, it will be the responsibility of the contractor.

4. Traffic Control: Please confirm whether the contractor is responsible for obtaining all required VDOT approvals/permits associated with traffic control at Route 238 and Windmill Point, in addition to furnishing the required MUTCD-compliant traffic-control devices.

Government response: Yes, the contractor is responsible for signage and compliance with VDOT specifications if clearing is performed along or within the Rt. 238 right of way.

5. Question: May an offeror satisfy the three-project past performance requirement using a combination of the prime contractor's past performance and the relevant past performance of committed proposed subcontractors who will perform significant portions of the work?

For example, would the Government consider one (1) relevant project performed by the prime contractor and two (2) relevant projects performed by committed proposed subcontractors, provided the subcontractors are clearly identified in the technical approach and their roles in contract performance are explained?

Government response: We will accept past performance from the subcontractor in combination with the prime contractors’ past performance.
