1In reviewing Attachment 1 – Specifications, we noticed the following language.

P. 14 – E.1 – E.3 E. Establishment and Application of Overhead and Profit Percentages:

1. Home Office Overhead and Profit (OH&P) shall be applied to direct costs only. Profit shall not be applied to overhead amounts; and overhead shall not be applied to profit. Home office overhead shall contain only allowable, allocable, and reasonable costs per the contract documents and FAR Part 31. Profit percentages are based on risk factors found in FAR Part 31which have been applied to the specific type of work included in this project. Negotiated rates shall not exceed the following percentages for OH&P for contractor self-performed work:

Overhead… 10% Profit…… 10%

2. Total aggregate limit of markup (OH&P) for contractor and subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.

3. If contractors form a partnership, than the partnership may only receive home office overhead and profit in the same amount as an individual contractor (refer to par 1.3, E,1 above). It is the responsibility of the partners to decide on the division of revenue.

I interpret this that we can only obtain a profit on our direct portion of the contract, and we will not be able to collect profit on the subcontractor spend. Is this correct or am I misinterpreting this clause?The understanding of that clause is correct. Profit is only on the prime's side of the action.
2When will this work be done? Based on the Detour Plan you have to do it between Oct 15th & May 15th, and large box culvert fabrication typically takes at six months up here. One other issue that I couldn’t find, there is typically an “in-water” work window tied to the permit. These in-water work windows are typically restricted from July 1 to Sept 30.The park understands the long lead time for the concrete culvert. As such, the park will work with contracting and the contractor to ensure adequate time is expressed in the period of performance. The park does not have a strick timeline: quality is more important than schedule. Under ideal conditions, the park would like the work to be performed in the stated window of Oct15-May 15, but we fully expect to modify the period to address the needs of the contractor.
3The local precast supplier does not have the capacity to precast the wing walls as designed. They suggested a pour in place version from a commercial contractor. Would a pour in place version be acceptable?Constructing the wingwalls on site using cast-in-place concrete instead of precasting them offsite is acceptable, provided the Contractor develops and submits plans detailing the cast-in-place forming and fabrication details, including for a recessed keyway in the footing at the wingwall/footing interface, and proposed construction joints.
4Planting may need to be pushed past the May 15, 2026 deadline given the shear volume of plants we are dealing with. Especially considering the potential for high water situations at that time of year. Would it be acceptable to extend the deadline out?Yes - The Park understands this and will work through the Contracting Officer to accommodate a planting schedule that is acceptable to all parties.
5Are the roles of the superintendent, QCM, and safety manager able to be performed by the same individual?Ideally these positions should not be the same person, but the Park will accept one individual if the candidate is fully qualified, has the experience, and a plan is submitted detailing how one individual can perform all duties in a proficient manner.
6Can alternative solutions with engineering bid in the RFP, or is the four-sided box the only authorized product?

We have a new product line coming out in 2025; some examples are attached. It would complement the aesthetics of Acadia National Park After careful consideration with the park and the AE Firm:

The Park appreciates creativity and novel ideas in the design/build process, the concrete box culvert is integral to the overall Great Meadow wetland restoration. Hydrological modeling and Park best practices require the specified culvert to ensure the integrity of the Park Loop Road, compliment the overall design of the watershed, and avoid any potential undermining of footings, spans, etc.

7What is the psi of the concrete? The plans do not state it.The minimum 28 day compressive strength shall be 5,000 psi per the last sentence of specification SECTION 03 30 98 – PRECAST STRUCTURAL CONCRETE, Part 2.1.A.
8What are the water levels where we would be working?The water levels at the culvert location vary depending on the water levels in Great Meadow and Cromwell Brook.
9Is the reinforcing plain black bar or epoxy?Per specification SECTION 03 30 98 – PRECAST STRUCTURAL CONCRETE, Part 2.1.B, "All materials for reinforcement of precast structural concrete shall meet the requirements of MaineDOT Standard Specification Section 709.01 - Reinforcing Steel or Section 709.02 - Welded Steel Wire Fabric. Reinforcing steel, whether plain, galvanized, epoxy coated, or zinc and epoxy dual-coated, shall be deformed bars conforming to the requirements of ASTM A615. Bars shall be Grade 60." Plain (uncoated) reinforcing steel shall be used in all precast concrete because that concrete will contain calcium nitrate corrosion inhibitor as required by the second-to-last sentence in specification SECTION 03 30 98 – PRECAST STRUCTURAL CONCRETE, Part 2.1.A. If the Contractor chooses to cast in place the wingwalls, the cast-in-place concrete shall also contain calcium nitrate corrosion inhibitor and the reinforcing steel shall be plain (uncoated).
10What is the attachment detail to the precast box culvert? With the concrete wing walls being unavailable (precast) the concrete contractor is asking what if any method of attachment will be used where the wing wall meets the edge if the precast box culvert. The Culvert mfg. said typically there is no attachment needed (nothing shown on the plans) but allowed the same detail as the cap stone (attachment) would work.If this question is in regard to the connection between sections of the precast concrete box culvert, a typical Box Culvert Joint Detail is shown on Construction Drawings sheet C2A, but that detail is illustrative only because the actual connection detail shall be designed by the fabricator as noted in Note 2 on sheet C2A. If this question is in regard to the interface between the precast concrete wingwalls and the precsast concrete culvert, the design and detailing of that connection is the responsibility of the fabricator.
11Will we be able to work both sides at once?Yes
12Is it a standard form finish or a special form face?Per specification SECTION 03 30 98 – PRECAST STRUCTURAL CONCRETE, Part 3.4.A, "Precast concrete products shall meet Standard Grade finish requirements as defined in MNL 116, except that the Contractor shall rub fascia units. Abrasive blast fascia surfaces prior to finishing. The Contractor may use alternative methods of achieving an acceptable finish on fascia units, if approved by the Contracting Officer." Special architectural form liners shall not be used.
13Is a bid bond requiredYes; refer to the RFP for further information

15Please clarify and provide more information on the Rockefeller Mix surface Called out on the plans for the new pedestrian Trail? What is the planned thickness of the walking trail, what is the proposed base course for under the walkway, and the total depth of the base?The trail wearing surface course shall be a mininum of 2" thick and a maximum of 4" thick. The section of this trail to be constructed by the Contractor as part of this project from Sta. 101+00 to Sta. 103+12 is within the limits of the Park Loop Road Full Construction and parallel parking area. In accordance with the typical sections shown on sheet C2, 18" of Aggregate Subbase Course - Gravel will be placed under the trail within these limits. The section of the trail to be constructed by the Contractor as part of this project from approximately Sta. 100+10 to Sta. 101+00 shall also have an 18" thick base of Aggregate Subbase Course - Gravel under the full width of the trail.
16The Plans and Specs clarify that the Park will provide the trees for the Rootwads. Is the contractor responsible for picking the trees up, or is the park going to deliver these to site?The Contractor will be responsible for picking up the tree rootwads identified by NPS from within the Park and transporting them to the project site.
17Are cast in place wing walls an acceptable alterative to precast wing walls?Yes, see the response to question 3 above.

18Can the POP be adjusted?NPS is aware of weather conditions and how it will impact this project. If the POP has to be extended due to the planting schedule this is understood by NPS. NPS will support the planting schedule to ensure the success of the planting schedule.
19GFE - Mount Desert Island GraniteNPS will provide the Mount Desert Island Granite; it will be the contractors responsibility to get the granite from the NPS laydown area, transport, and cut to needed size(s) if applicable. Refer to Design C2A, note 3.
