About this file

This document is a Questions and Answers (Q&A) file for Solicitation 140P4325Q0077, a NEBE Digitization of Civil War Records project. The project involves digitizing approximately 1,386 standard-sized pages (double-sided) and 107 oversize muster rolls, totaling 3,746 image count. Key specifications include 100% color scanning, multi-page TIFF and JPEG output formats, and 4-field indexing (title, date, format, extent). Library staff will handle document preparation, removal of clips/attachments, and full cataloging, while the vendor is responsible for scanning, file naming (including document dates), and transferring images via hard drive.

The solicitation requires vendors to submit a firm-fixed-price quote for the entire digitization effort, with a specific line item (CLIN 00010) for Civil War document digitization. Vendors must provide technical capability, experience, and past performance information or risk being deemed technically unacceptable. The document specifies no OCR is required, no document management system upload is needed, and the library will provide a tagging list for metadata. Document sizes range from 5"x7" to 31.5"x10.5", with approximately 1,486 total documents across various sizes, to be collected in four document cases and one flat box.
