About this file

This document is a federal contract amendment for a museum collections relocation project for the National Parks of Boston. The solicitation (RFP 140P4325Q0045) is a Total Small Business Set-Aside under NAICS code 488991 with a $34.0 million size standard, seeking a contractor to pack and move museum object collections from Building 107 in the Charlestown Navy Yard to two destination sites: Springfield Armory and Building 32.

The project involves relocating museum collections between September 1 and October 31, 2025, with specific requirements including using archival packing materials, cross-referencing objects with an existing inventory, and following NPS Museum Handbook guidelines. Key logistical details include limited on-site archival supplies, restrictions on vehicle sizes and parking, the need for City of Boston parking permits, and provisions for 3-4 packing crews. The contract will be a firm-fixed-price with two Contract Line Item Numbers (CLINs): one for pack and move collections and another for archives relocation, with contractors required to provide a detailed price breakdown to demonstrate fair and reasonable pricing.

Request for Proposal Number 140P4325Q0045 Pack and Move Museum Collections at Boston National Historical Park Amendment 0009

DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4325Q0045, Pack and Move Museum Collections at Boston National Historical Park.

1) Will the NPS curator or registrar conduct condition reporting of objects prior to the move, or is the contractor expected to assist in condition reporting or documentation for liability purposes?

Answer: The NPS has tried to identify objects that are hazardous (asbestos, mercury), fragile or may show signs of mold. The vendor should note any problems the NPS has not previously identified.

2) Are there existing pre-move condition reports available for all objects, and if so, will these be provided to the contractor in advance?

Answer: There are no condition reports.

3) Will a detailed packing plan or object-specific handling instructions be provided for high-value or fragile items?

Answer: See Chapter 6: Handling, Packing, and Shipping

4) Can NPS provide a list of objects that require custom crating, bracing, or specialized support materials?

Answer: Yes, for a Rope Machine and a Hall stand

5) Will any of the existing shelving or cabinetry at Building 107 be moved and reused at the storage locations, or is it strictly the collections?

Answer: Yes, 4 textile wardrobes and all metro shelving units.

6) Can you clarify whether the $1,000,000 fine arts insurance covers all objects in transit regardless of value, or is additional valuation information required for certain objects?

Answer: The $1,000,000 fine arts insurance covers all objects in transit.

7) In the event of damage or loss, what is the process for liability assessment and claims resolution? Is there a specific reporting timeframe or incident form required?

Answer: The incident should be detailed in a report with photo documentation and reported directly to the COR and Contracting Officer.

Amendment 0009

8) Will NPS staff reconcile the inventory list during load-in and load-out at both sites, or is the contractor expected to cross-reference objects with the inventory list in real time?

("Crate Audits")?

Answer: The contractor is expected to cross-reference objects with the inventory list in real time.

9) If discrepancies or untagged items are found during packing, what is the procedure for addressing or documenting them?

Answer: Report untagged item to curatorial staff. They will resolve the issue.

10) Will the storage spaces at Springfield Armory and Building 32 have active environmental controls during the temporary storage period (e.g., temperature/humidity control)?

Answer: Springfield Armory does have HVAC.

11) Is the contractor required to provide any dataloggers or environmental monitoring during transport?

Answer: No

12) Will floor protection be required at Building 107 or the delivery locations during the move (e.g., masonite or Ram Board)?

Answer: Floor protection will not be required.

13) Are there any known construction hazards, loading limitations, or space constraints that the contractor should be aware of (e.g., elevator size, ramp incline)?

Answer: Springfield Armory NHS has a passenger elevator with 2500lb capacity and 42” door opening. Bldg. 107 sits on a narrow one-way street with cars parked along one side. Parking permits will be required from the City of Boston for both Bldg. 107 and Bldg. 32

14) Is a dock available to this temporary storage or will the transport require a lift?

Answer: There is a standard 40" dock at the main entrance to the building. See photo:

Amendment 0009

15) Will the contractor have exclusive access to Building 107 during the move, or will other work be ongoing during the same window?

Answer: Other work may be ongoing, but the pack/move project is the priority.

16) Will the NPS confirm delivery dates and shelving layout plans in advance, or should the contractor prepare contingencies for delays in setup?

Answer: The NPS plans on having shelving layouts available. Some contingencies or delays during setup may be inevitable due to the size and complexity of the move.

17) Can the NPS provide a list of the archival and packing supplies IF any will be available on-site?

Answer: Limited supplies of acid-free tissue, blue board, archival document boxes, and record center boxes.

18) Are there limitations or restrictions on the types of additional archival materials that may be brought in (e.g., foams, papers, adhesives)?

Answer: Refer to NPS Museum Handbook for general guidance:

Chapter 6: Handling, Packing, and Shipping

Since the museum collections will remain wrapped, if bubble wrap is used, objects must be shielded with a layer of acid-free tissue.

19) Will access to the NPS ICMS (Interior Collections Management System) or object cataloging system be available if questions arise about individual artifacts?

Answer: Yes, through the curatorial staff.

20) Is the contractor expected to participate in any post-move review, debrief, or assist in rehousing/condition assessments after the move?

Answer: Yes, a post-move debrief.

Amendment 0009

21) Is the project subject to Massachusetts prevailing wage requirements? If so, can we get the certified rate schedule?

Answer: Yes, this contract is subject to the Department of Labor Wage Determination number 2015-4047 under the Service Contract Act. The most recent version of the wage determination, dated 08/06/2025, is incorporated into this amendment as Attachment 9.

22) Will on-site staff be available to assist with final shelf placement and sign-off at delivery?

Answer: Yes

23) Are there floor plans or shelf layouts you can share for the destination sites?

Answer: Yes, the NPS is working on developing shelf layouts.

24) What kind of security protocols are in place at Springfield (e.g. badges, escorts, advance clearance)?

Answer: No protocols. The park inform campus, but if the guard happens to stop a truck, you will tell them you are going to the museum.

25) Is there Wi-Fi or LTE access at the sites for real-time barcode scanning and syncing?

Answer: Bldg 107 has no Wifi or LTE. Springfield Armory has limited WiFi available, but LTE reception maybe available.

26) Will NPS require a formal daily move log or inventory report?

Answer: Yes

27) Can you confirm if there are any other concurrent projects or activities scheduled within or near Building 107 that might affect access or timeline?

Answer: There may be other smaller projects, but the pack and move is the priority for the park.

28) Our company holds a GSA Schedule and qualifies as a small business with multiple NAICS codes related to moving and storage. Would this meet the requirements to qualify as a bidder, or is NAICS 488991 specifically required for eligibility?

Answer: This solicitation has been issued as a Total Small Business Set-Aside, under NAICS code 488991, Packing and Crating, with a small business size standard of $34.0 million.

Amendment 0009

Refer to Federal Acquisition Regulation (FAR) Provision 52.212-3 Offeror Representations and Certification-Commercial Items (MAY 2024, DEVIATION FEB 2025), included in the solicitation, for additional detail and requirements.

29) If available, can you provide a breakdown of object sizes and weights, especially for oversized or fragile items?

Answer: We will provide the inventory. Dimensions are indicated for some artifacts but there is little to no weight identified.

30) Other than the called-out items labeled, yellow or red, are there known condition issues with any of the items that will require special stabilization prior to packing?

Answer: A rope machine and a hall stand may require stabilization for packing.

Answer: Refer to the NPS Museum Handbook:

Chapter 6: Handling, Packing, and Shipping

35) Will packing need to occur in a particular sequence (e.g., priority objects first), and will that order be provided? How long can these items be packed before they begin the move out of 107?

Answer: The move will be done in an identified order. The archival records and map cases will move first.

36) The RFP states the Contractor will utilize appropriate archival and museum quality packing supplies available at the site but will provide any additional packing supplies needed.

Amendment 0009

How much of the archival and museum quality packing supplies will you be providing?

Can we use our basic materials like packing paper, bubble wrap, shrink wrap , pallets, picture boxes, etc for moving delicate pieces?

Answer: We have limited archival supplies. Basic supplies can be used on sturdier objects. Archival material will need to be used in direct contact with other artifacts.

37) Can you tell us if there is limit of “value” for any one truck load – so we can anticipated number of trips needed based on current inventory estimates?

Answer: No, we don’t calculate by “value”

38) Can you confirm whether the Springfield Armory site has secure and climate-controlled temporary storage?

Answer: Yes

39) Are there any known limitations for vehicle sizes or delivery times at either drop-off location?

Answer: The road in front of Bldg 107 is a narrow one-way street lined on one side with cars. Semitrucks can not be used. At Springfield, moving can take place between 7am and 3pm on weekdays. Mondays and Tuesdays will be best, but SPAR staff will handle visitors if the move continues while the museum is open.

Answer: See above. A permit from the City of Boston will be needed for Building 32.

41) Will ramps or other access accommodations be in place prior to our arrival at Building 32’s elevated entrance, or are we to provide all of these?

Answer: Contractor will provide the ramp.

42) Will the freight elevator at Building 107 be available exclusively to the contractor, or shared with other users?

Answer: Yes, although Bldg 107 is a maintenance facility for the park, regular scheduled work will continue.

Answer: The contractor can indicate on the inventory form object condition as needed.

52) What specific information must be included in the Object Safety and Transportation Plan?

Amendment 0009

Answer: The plan should include general safety protocols for movers handling the objects and transporting the collection (i.e. if the truck breaks down what is the protocol?). Refer to the SOW.

53) How quickly must the final inventory list be submitted after relocation?

Answer: The list should be provided after each truck is unloaded and collections are securely stored in new location.

54) What is the escalation protocol if safety concerns, or damage risks arise during the move?

Answer: Alert the COR immediately.

55) How frequently should status updates be provided to the curator or COR during the move? ( i.e daily?)

Answer: Daily

56) Will there be regular check-ins or inspections throughout the move and unpacking process?

Answer: Yes

57) Can I provide special insurance for antique within 48 hours after my bid was accepted?

(all the others match requirements) We have one but the coverage is less than 1mil but we can update it within 24 hours?

Answer: No

58) Who is responsible for items that our company did not pack?

Answer: The NPS will identify the items we packed.

59) What if item in the box that we didn’t pack will be broken when we will open it?

Answer: See above.

60) Are we moving hazard ⚠️ items?

Answer: No, the NPS will move the hazardous objects.

61) We want to clarify:

We’ll need packing supplies, and you guys were planning to pack all the smaller items?

If so, do I still need the archival paper, boxes, and sleeves, or are wooden crates sufficient?

Answer: That can be determined at the walk through after the contract has been awarded.

Amendment 0009

62) Can I use packing peanuts?

Answer: No

63) Please share a video of the receiving location that illustrates access onsite (loading dock, door height restriction) including elevator access and stair access. Please provide the interior dims of the elevator, as well as the dimensions of the elevator door.

Answer:

64) Will there be other contractors onsite, perhaps to remove the office furniture and equipment, while the winning bidder is expected to move the museum collections and archives? Do you anticipate there will be any pinch points (such as limited freight elevator access, if needing to share the same elevator with other contractors)?

Answer: No, the office furniture will not be moving during this contract.

65) We understand this is a fixed firm-price contract. While there are different approaches, would you expect we should base our bid on the most cost-effective approach (while still being safe and using archival-grade packing methodologies)?

Amendment 0009

Answer: You should base your quote on your background knowledge from moving other museum collections of a similar size.

66) For this fixed firm-price contract, should we prioritize the most cost-effective methods using archival-grade packing, or focus on approaches that enhance the collection's longevity? E.g. Should the bidder prioritize using reusable conveyances for transport and unpacking upon delivery or opting for the more expensive blueboard archival packaging, which may also prolong packing timelines?

Answer: Reusable conveyances can be used for heavy iron objects.

67) For the red-tagged collections item (e.g. HAZARDOUS) will these be removed prior to our collection, or will our crew need to avoid handling these when onsite? For instance with the mercury component to the clock be removed by a horologist or specialist prior?

Answer: The NPS will move with the hazardous objects.

68) It was mentioned that the NHP and/oor NPS has a handling guide that outlines specifications based on certain object types or categories. Could you please share this document?

Answer: NPS Museum Handbook Chapter 6: Handling, Packing, and Shipping

69) For the items in cold storage, will there be cold storage set-up on the receiving end?

Answer: There will be only limited collections going into cold storage.

70) For transport, will fully-climatized vehicles, air-ride, dual-driver vehicles with security measures (locks/seals, GPS tracking) suffice, or are there any additional specific requirements?

Answer: No

71) At the Springfield, MA Armory unpacking, will a curator accompany the crew to sign off on the BOL, direct artwork placement, and update location-tracking inventory software?

Answer: Yes

72) Realistically, how many packing crews can operate onsite at a time given they will need to be overseen by curatorial staff? We anticipate working in multiple areas to streamline packing operations, with some staff focused primarily on packing, and others focused on preparing and loading trucks.

Answer: Possibly 3 to 4 crews

73) Are there any documentation protocols (e.g., photography, barcode scanning, movement logs) required for each object, or will tracking rely on existing collection records?

Answer: Will rely on existing collection records and a recent inventory.

Amendment 0009

74) Will truck parking be made available onsite at both the Charlestown Navy Yard and

Springfield Armory for the duration of the project?

If not, are there designated areas nearby, and will parking permits or security clearance be required for overnight or long-duration stays?

Answer: The contractor will need to secure parking permits from the City of Boston to park at along the street at Bldg. 107 and Bldg. 32.

75) We understand that certain pieces will need to be stacked once placed in their final destinations, with certain precautions in space (such as strategically placed archival blueboard sheets) to create separation. Is there any possibility to explore incorporating additional shelves into the existing shelving units at the final destination as a longterm solution, or should we still estimate on the stacking approach?

Answer: We are trying to incorporate additional shelves into the layout, however, some objects will need to be stacked.

76) Please confirm if the contractor is responsible for providing the ramp for Building 32 access. Additionally, confirm the height of the stair landing where the ramp will be placed, as well as its depth and width. This will allow us to determine the necessary ramp length for safe maneuvering. Our concern is that the ramp may need to be very long to ensure a safe slope.

Answer: The contractor will provide the ramp for Bldg 32.

Height: 33” Depth: 75” Width: 16’

77) As an additional follow up to the above, could we propose alternatively backing the truck up to where the ramp would go, contingent on the confirmed space available at the landing and assuming no obstructions (parking meters, parked cars, etc) and barring this would not obstruct traffic?

Answer: You will need to get a parking permit with the City of Boston.

78) What percentage of inventory items will be relocated to Building 32 vs. Springfield, MA?

Answer: 5%

79) Could you provide clarification about the safety and transportation plan, and if this information should be presented in a particular format?

Answer: See question 52

80) Is there a particular guideline or format you would like for us to use to present our cost estimate? For instance, some institutions request base-rates for art handlers, etc. What level of detail would be most helpful for you?

Amendment 0009

Answer: Quote shall include a firm-fixed-price for each of the following:

CLIN 00010 – Pack & Move National Parks of Boston (NPB) Collections. (Firm- Fixed-Price Line Item) = $____________

CLIN 00020 – NPB Archives Relocation (Firm-Fixed-Price Line Item) = $_________

Include, with your offer, a detailed price breakdown in adequate detail to provide a basis for and to substantiate the quoted lump sum price and facilitate determination of fair and reasonableness.
