About this file

This document is a Statement of Work (SOW) for a museum collections pack and move project for Boston National Historical Park. The project involves relocating 1,243.27 linear feet of archives, 178.67 linear feet of rare books, and approximately 122,000 museum objects from Building 107 in the Charlestown Navy Yard to five separate storage locations, including Springfield Armory National Historic Site, Building 32, Building 269, the Philip J. Philbin Federal Building, and Boott Mill at Lowell National Historical Park. The move is necessitated by a major renovation of Building 107, which will lack essential infrastructure during construction.

The contractor must provide comprehensive services including specialized packing, transportation, and installation of collections, with strict requirements for staff expertise, insurance, vehicle specifications, and handling protocols. Technical evaluation criteria mandate a minimum of three years' experience in museum collection moving, with specific skills in handling fragile and heavy artifacts in historic buildings. The project is scheduled for completion between October 1 and December 5, 2025, with work performed Monday through Friday between 7:30 AM and 4:30 PM. The solicitation is issued by the Department of the Interior National Park Service Northeast Region, with a site visit scheduled for May 29, 2025.

Scope of Work – Revised 08/13/2025 Boston National Historical Park Pack and Move Museum Collections

Background and Purpose

Boston National Historical Park (Massachusetts) is an association of sites that tell the story of Boston in the American Revolution and the founding and growth of an independent nation. The park was established by Congress in 1974 to include Bunker Hill, the Charlestown Navy Yard including USS Constitution, Faneuil Hall, Old North Church, Old South Meeting House, the Old State House, and the Paul Revere House. These sites are among the 16 sites that make up the Freedom Trail®, a 2.5-mile trail that winds through downtown Boston, the North End, and Charlestown.

In 1978, Congress expanded Boston National Historical Park to include Dorchester Heights in South Boston. The NPS boundary within the Charlestown Navy Yard expanded in 1980 to include three noncontiguous sites: the Ropewalk and Tar House, the Chain Forge, and the Round House. Per a loan agreement with the US Navy, USS Cassin Young, a Fletcher Class destroyer, is berthed at the Charlestown Navy Yard.

Collections at the park amount to more than 600,000 items and embrace both historical and archeological objects and archives that primarily relate to the industrial history of the Charlestown Navy Yard, which dates from 1900, the American Revolution’s Battle of Bunker Hill that took place in 1775, the World War II and Cold War Navy ship USS Cassin Young and also the Revolutionary War site of Dorchester Heights, which patriot forces occupied in 1775-1776. The park holds smaller groups of materials relating to the park’s partner sites, identified above. Building 107 dates from 1901 and currently the building contains part of the park’s cultural resources operation, regional cultural resource staff, and the park’s maintenance operation.
