About this file
This document is an Amendment 0001 Request for Information (RFI) for the ADAM HVAC Services solicitation (140P4325Q0037) issued by the Department of the Interior National Park Service Northeast Region. The RFI addresses four key questions regarding proposal submission requirements for an HVAC maintenance and repair contract at Adams National Historical Park in Quincy, Massachusetts.
The RFI clarifies that: (1) ongoing projects can be used for prior experience evaluation, (2) project examples should be relevant and within the dollar range of the submitted quote, (3) experience from SBA-approved Mentor-Protege Agreement team members is acceptable, and (4) required Massachusetts licensures for refrigeration, electrical, and gas fitting can be held by either prime contractor employees or subcontractors. The contract involves providing annual HVAC-R services and emergency repairs for maintaining comfortable spaces for staff and visitors, as well as controlling climate for museum curatorial collection storage, with all necessary supervision, tools, equipment, labor, and transportation included.

140P4325Q0037 – ADAM HVAC
Amendment 0001; RFI 1-4
RFI #1
Do projects presented for Factor 3: Prior Experience need to be complete, or can they be ongoing and substantially complete (at least 50%)?
Response: Projects that is on-going meet the time requirement set forth in this RFQ.
RFI #2
Factor 3 Prior Experience requests three examples of similar size, scope, and complexity in order to meet the acceptability standard. However, the solicitation does not specify what dollar value or magnitude is considered “similar” for the purposes of evaluation. To ensure we provide the most relevant past performance examples, can the Government please define the expected or minimum project dollar value that would be considered similar in size or magnitude to the current requirement? Alternatively, does the Government consider all projects similar in complexity and scope regardless of dollar value?
Response: Examples of work that has been performed by the Prime contractor that is relevant, similar to this SOW and this requirement within the dollar range of your quote pricing submitted for this requirement will suffice.
RFI #3
Will the Government consider experience examples from proposed subcontractors or team members, including those under an SBA-approved Mentor-Protégé Agreement, provided the projects are relevant?
Response: Experience under the SBA-approved Mentor-Protégé Agreement is acceptable. Experience needs to be from the Prime contractor managing projects similar to this RFQ.
RFI #4
Please confirm whether Massachusetts licensure for refrigeration, electrical, and gas fitting must be held by an employee of the prime contractor, or if subcontractor-held licenses will suffice.
Response: Licensure for the contractors performing the work will suffice.
