Wayside Exhibit Planning, Design, and Fabrication Services

INDEPENDENCE NATIONAL HISTORICAL PARK

12 November 2024

1. PROJECT BACKGROUND

Independence National Historical Park (INDE) is a designated unit of the National Park Service (NPS), located in the heart of downtown Philadelphia. The park preserves, protects, and interprets some of the most historically significant buildings and sites in the United States associated with the struggle for independence and the creation of the early American republic.

The park is home to numerous historic buildings and icons like Independence Hall, where the Declaration of Independence and the U. S. Constitution were debated and signed, and the Liberty Bell, a globally recognized symbol of democracy.

Independence NHP additionally houses everything from an extensive collection of original Charles Willson Peale paintings to an interactive exhibit about the enslaved persons who lived and worked at George Washington’s presidential residence. From the stunning Greek Revival style architecture of William Strickland to the beautiful historic landscapes and formal gardens, the park offers the American public and international visitors a truly unique and unforgettable experience. Independence NHP is immersed in centuries of American history and wonderfully tells the story of the founding of this country.

Existing outdoor interpretation need to be updated to meet accessibility and National Park Service graphical identity standards and replaced in time for the America 250 commemoration and 250th anniversary of the 1776 Declaration of Independence.

2. SCOPE AND OBJECTIVES

The project shall be to replace wayside panels and to plan, design, provide audio description, and fabrication for new wayside exhibit panels for Independence National Historical Park in Philadelphia, Pennsylvania. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.

The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform the work in accordance with the specifications as detailed in this contract and its attachments.

2.1 General Requirements

2.1.1 Project Management

The Project Manager shall schedule, coordinate, oversee, and manage work produced under this contract.

The Project Manager shall be the single point of contact between the contractor and the COR. The Project Manager shall be in contact with the COR on no less than a monthly basis.

In addition, the Project Manager shall perform the following work:

1. Quality Control

Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications. Provide routine inspections of in-house work and subcontracted work.

Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the

COR.

2. Schedule

The contractor shall prepare an overall project schedule including milestone dates for all submittals and fabrications and submit to the COR for approval. The contractor shall track all work progress to ensure that the project is completed according to the schedule.

The contractor shall coordinate and confirm the dates for all work with the COR. The contractor shall notify the COR in advance, in writing when work shall not be completed by the dates in this contract and provide an updated schedule for completion.

3. Meetings

The project manager shall be present at all project meetings. The contractor shall coordinate with the COR to schedule the following meetings:

4. Submittals

At any point in the planning and design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.

Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR for distribution.

Forward all submittals to the COR for distribution, review, and approval. Receive all reviewed submittals and take appropriate action according to the approval or rejection by the COR.

1. Approved Submittals

Ensure that all changes, revisions, or additions are noted, and shop drawings, and instructions are revised, updated, and forwarded to the COR.

2. Rejected Submittals

When submittals are rejected, the COR shall notify the Project Manager, in writing, identifying the reasons for rejection. The Project Manager shall revise and/or correct and resubmit, identifying changes.

2.1.2 Accessibility

Wayside exhibit panels planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.

Accessibility requirements for visitors with specific disabilities shall be addressed within the designed exhibits. If design decisions pose challenges to accessibility additional attention shall be paid to a full description of the accessibility solutions. See Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media requirements addressed under specific disabilities.

2.1.3 Design Parameters

The contractor shall plan and design wayside exhibit panels, in close consultation with the COR and project subject-matter experts.

1. Use Rights

The contractor shall acquire use rights and production-quality copies of all third-party images, custom artwork, and other intellectual property required to produce the graphic layouts in the exhibit as specified in Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications. All images shall be able to be displayed by the government in other media to promote or display the wayside exhibit. All custom artworks shall have the right to be reproduced based on government needs.

3. PLANNING AND DESIGN SERVICES

Work shall include planning and designing wayside exhibit panels services including audio description of all fabricated wayside exhibit. See Attachment A, Wayside Exhibit Planning Design Fabrication and Installation Specifications and Attachment H, Wayside Exhibits File Naming and Folder Structure.

3.1 Wayside Exhibit Proposal – See Attachment C, Sample Wayside Proposal.

The Contractor shall create wayside exhibit drafts to redesign nineteen (19), see Attachment D, INDE Wayside Photos 19 pages, of the Park’s twenty-eight (28) existing wayside exhibits located throughout the park. The drafts shall include updated graphic design and text revisions for existing wayside exhibit panels. The Contractor will work in conjunction with the Park during the design phase to assess the redesign needs and vision for each wayside. Design will include initial drafts and, after Park comments have been provided, final drafts. All wayside exhibit panels shall be double-sided.

Illustrations – Create three (3) new illustrations for use on three panels selected by the Park. All illustrations shall be full color and rendered in a style in congruence with the panels’ emotional themes.

3.2 Wayside Exhibit Plan – See Attachment H, Sample Wayside Design.

Create production-ready InDesign files for nineteen (19) wayside interpretive wayside exhibit panels after final drafts have been completed. The plan shall incorporate text and graphics.

3.3 Text – Contractor shall research, create, and update all text following NPS standards found in Attachment G, HFC Editorial Style Guide and Attachment I, Typographic Standards.

3.4 Graphics – Contractor shall research and obtain use rights (outside of stock photography or government furnished materials) for up to twenty (20) images that allows for an image or PDF of the wayside exhibit to be displayed by the government in other media to promote or display the wayside exhibit. See

Attachment E, Intellectual Property Guidelines for Harpers Ferry Center Interpretive Media. Existing images and/or illustrations to be provided by the government upon request.

3.5 Audio Description – Create audio description scripts for twenty-eight (28) wayside exhibits in the park. Audio description content shall describe each wayside element, images/items within the wayside element, all text within the wayside element, and what the sighted visitor sees in the surrounding vistas related to subject being interpreted.

4. FABRICATION

Work shall include the fabrication of panel and shipping of all fabricated elements.

1.Wayside Panels – Fabricate nineteen (19) double-sided 24”x36” aluminum panels for outdoor use as determined in final proposal. All panels shall have a 10-year warrantee against fading, warping, and delaminating.

5. PACKAGING AND DELIVERY

All deliverables shall be shipped Free On Board (FOB) destination, within consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified below.

Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost. No loading dock is available at park—ensure lift gate is included with delivery vehicle for unloading. Park must be notified no less than three (3) days prior to final delivery of panels. Delivery will only be accepted Monday through Friday.

5.1 Deliverables Shall Include the Following

5.1.4 Fabricated wayside panels.

6. PERIOD OF PERFORMANCE

All work, including review, approval, fabrication, and delivery shall be completed on or before June 1, 2026.

7. REVIEW AND APPROVAL

Review and approval of the deliverables shall be completed within 28 calendar days. No more than three (3) panels shall be under review during the same 28 calendar day period. The COR shall notify the Contractor, in writing, of approval or rejection of the work.

8. TRAVEL

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The contractor shall travel as required to support program tasks. All travel arrangements are to be made by the contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
