C.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.
The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West
Virginia, Maryland, and the District of Columbia. The NCA parks include Antietam National Battlefield, Catoctin
Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing
Arts.
C.1 BACKGROUND
As defined by the park’s Foundation Document, “The purpose of Monocacy National Battlefield is to preserve the breastworks, earthworks, walls, and other defenses and shelters used by the Confederate and Union armies on July
9, 1864, as well as the buildings, roads, and outlines of the battlefield; to commemorate the Battle of Monocacy;
and to provide opportunities for visitors to understand and appreciate the significance of the Battle of Monocacy within the full context of the Civil War and US History”. For more general information visit the park’s website at: For more detailed and general information visit the park’s website at: Monocacy National Battlefield (U.S.
National Park Service) (nps.gov)
Historic and non-historic structures are critical to operations that preserve and interpret Monocacy Battlefield.
Repair to critical systems must protect building elements and is pivotal to maintaining and preserving these structures. While the Thomas House is in a good state of repair, the HVAC system has exceeded it useful lifecycle on certain elements and requires replacement to avert possible failure and/or resource damage
C.2 PURPOSE
Monocacy National Battlefield, in Frederick, MD seeks a licensed HVAC and/or licensed plumber contractor, with a minimum of 5 years of industry experience working specifically on geothermal HVAC closed loop piping.
This requirement is for piping that is not in the ground but located in the interior of Thomas House. The contractor will replace existing interior piping with High-density polyethylene (HDPE) pipe. Note this is an existing geothermal system and all work will be located in the interior of Thomas House where the current piping and system components are accessible in an underground basement with approximately 5 feet of clearance.
Contracted services for this requirement include draining the system, removing the old circulation water, flushing the system to get out existing contaminants and refilling the system with properly mixed water and chemical solution (40 percent glycol). Existing piping must be properly removed without damage to the HVAC system and new HDPE properly installed on all interior sections. New circulation pumps will be furnished and plumbed to the new HDPE piping. All valves, solenoids or any additional or ancillary equipment that is in the current loop system will be re-plumbed to the new HDPE pipe. All existing heat pumps will be replaced in accordance with engineering drawing recommendations with ‘in-kind’ units. The new system needs to have the same configuration as the existing engineering drawings, which NPS will provide. Once the new interior piping and components have been installed and reconnected to the existing outside geothermal wells, the entire system will need to be checked, tested, and placed in proper operation. It is anticipated the HVAC system will be off during rehabilitation activities. Overall safety, consultation, communication, and teamwork are critical.
https://www.nps.gov/mono/index.htm https://www.nps.gov/mono/index.htm
It is strongly recommended that the contractor visit and inspect the site to verify all estimated quantities, existing conditions, and to observe the complexities of conducting HVAC operations in a potentially occupied historic access-controlled Government facility. Contract modifications and price adjustments will not be granted based on conditions that could be determined prior to award at the pre-proposal site visit offered by the Government.
C.3 PERIOD OF PERFORMANCE / DELIVERY DATE
The Delivery Date is 120 Calendar Days after Notice to Proceed (NTP) is issued. Note there will be a Period of Performance End Date included in the award, only because the system requires us to have one. The actual performance is 120 Calendar Days after NTP is issued.

C.27 SUBMITTALS
C.5.6 Submittals
A. Definition: Submittals are documents, samples, and other information that must be delivered to the CO and/or COR on a project before work even starts on that project. The NPS further defines Submittals as:
1. Action Submittals - those that typically require some kind of action before any work can proceed (i.e., Product Submittals, Safety Plan, Construction Schedules, Differing Site Conditions, etc.).
2. Information Submittals - those that typically require no action to proceed (Informational RFI’s, etc.)
B. Submittals may be in the form of digital documentation and/or actual physical samples as indicated.
C. All submittals must be submitted on the NPS CM-16 form, and the CM-16 form must be filled out correctly with all blocks completed as appropriate. If submittals are submitted without the CM-16 form, they will be rejected until submitted on the correct form. Multiple submittals may be listed on a single
CM-16 submittal form. This requirement for a CM-16 also applies if the Contractor provides submittals through ProCore or similar Project Management System, other than email.
D. Salient characteristics of the materials proposed for use shall be clearly identified in the submittal and must match the salient characteristics as stated in the Scope of Work, Specifications, Drawings and/or other documentation. The project manager must certify that s/he has reviewed the submittal and has determined that the submittal is in full compliance with the requirements of the Contract. Any illegible, incomplete, or uncertified submittals will be rejected.
E. Submittals shall be approved by the CO and/or COR prior to any work being performed or materials being delivered to the job site. The Contractor shall be responsible for all costs incurred and not subject to
Government reimbursement on products/materials that were ordered or for any work that was performed if the submittals were rejected.
F. The Contractor is responsible for timely submission of all submittals, which typically begins within ten
(10) calendar days after award. The Government may not provide for contract period of performance extension requests if there are contractor delays in starting and continuing with the submittal process and it pushes the schedule and/or delivery dates out.
https://npspolicy.nps.gov/DOrders.cfm
G. Once the submittals have been received, allow no more than 14 calendar days for the Government to review submittals, unless otherwise indicated elsewhere. The submittals may be marked on the CM-16 as
“Approved”, “Approved with Notations”, or “Disapproved – Resubmit” for Action Submittals.
Informational Submittals will be marked on the CM-16 as either “Accept” or “Reject”. A copy of the submittal will be provided through the same medium in which it was received from the CO and/or COR.
H. Contractor must provide correct submittals on their first attempt. If Submittals are marked
“Disapproved-Resubmit” or “Reject” the Contractor has 3 business days to resubmit corrected submittals, unless another time frame is agreed to in writing.
I. The Government will then have an additional 14 calendar days to review corrected submittals, each time they require correction and resubmission. Submittals that are marked “Disapproved-Resubmit” or
“Reject” more than once shall not be grounds for the contractor to request a contract time extension.
J. If the Contractor repeatedly provides submittals that are either marked “Disapproved-Resubmit” or
“Reject” on more than 3 submittals, or repeatedly does not correct or address ALL of the noted corrections, errors, etc. on “Disapproved-Resubmit” or “Reject” submittals, it will result in the contractor being marked with a lower Past Performance Rating in CPARS. The Contractor must ensure that the submittals are correct on the first attempt as best as possible.
K. Review of submittals, and corrections or comments made during the review, does not relieve the
Contractor from compliance with the requirements of this Contract.
