About this file
This document contains a subcontracting percentage worksheet template and information about a related federal contract opportunity for wayside exhibit services. The worksheet template is to be used by a prime contractor to calculate the percentage of work to be subcontracted out on a contract requiring wayside exhibit planning, design, fabrication, and installation for fifteen historic exhibits at a National Park Service lockkeepers house. The prime contractor must provide its direct labor, fringe benefits, and calculated labor G&A costs using the provided cells and formulas. It can then calculate the subcontracting labor percentage by comparing the total of its costs to the total of any available breakdown of costs from a proposed subcontractor. If subcontractor cost data is unavailable, the total subcontracting amount must be used instead. The opportunity is a solicitation from the National Park Service seeking these exhibit services for $140,000.

Subcontracting % Worksheet Subcontracting Percentage Worksheet
**Contractor shall be responsible for checking the calculations within this worksheet for accuracy.
| PRIME CONTRACTING: | SOURCE: |
| SUBCONTRACTOR: | SOURCE: |
| PRIME CONTRACTOR | SUBCONTRACTOR | |||
| DIRECT LABOR | ||||
| FRINGE BENEFITS* | ||||
| SUB TOTAL | (A) | $0.00 | (B) | $0.00 |
| LABOR G&A** @ % | % | $0.00 | % | $0.00 |
| TOTAL LABOR COSTS | (C) | $0.00 | (D) | $0.00 |
To calculate the subcontracting percentage, first add DIRECT LABOR and FRINGE BENEFITS and enter the figures for the prime contractor in space (A) and for the subcontractor (if available)*** in space (B).
Calculate the prime's LABOR G&A (enter whole value and the % sign in cell B14: example 6%) by multiplying the G&A rate by the SUBTOTAL figure in space (A).
Calculate the subcontractor's LABOR G&A (enter whole value and the % sign in cell D14: example 6%) by multiplying the subcontractor's G&A rate by the subcontractor's SUBTOTAL figure In (B).
Add the LABOR G&A to the SUBTOTAL and record that figure in the spaces for TOTAL LABOR COSTS at (C) and (D) respectively.
Next, using the formula below, calculate the subcontracting labor percentage.
| (D) |
| $0.00 |
| $0.00 | |
| (C ) plus (D) |
SUBCONTRACTING LABOR COST PERCENTAGE= ERROR:#DIV/0!
* The firm must demonstrate that their labor overhead is allowable in accordance with FAR 3 l.205- 6(m). Failure to do so will cause the entire overhead to be eliminated from the calculations.
** G&A denotes General and Administrative Cost.
*** You need to compare as like figures as possible. Therefore, if you have a breakdown of the subcontractor's costs use it in the formulation above. If you do not have a breakdown you need to use the TOTAL SUBCONTRACTING AMOUNT for item (D) even though you must still breakdown the contractor's costs.
