About this file

This is a Questions and Answers document for National Park Service solicitation 140P2126R0003 regarding C5 Bathhouse & Visitor Access renovation work at an unnamed National Park Service facility.

The Q&A clarifies key project parameters and requirements: the period of performance is 160 days as defined in clause 52.211-10; work must commence immediately upon notice to proceed with the camp closed during construction, though the park remains open; the correct NAICS code is 236220; this is a small business set-aside; no liquidated damages are included; and no third-party inspections are required. The contract involves multiple construction activities including bathhouse renovation, visitor access improvements, paving with deteriorated base course replacement, roofing repair (existing GAF Timberline with no warranty), retaining wall construction, plumbing tie-ins at floor cleanouts, construction fencing, stormwater management permitting, landscaping restoration with soil preparation and seeding, and equipment salvage and reinstallation. The contractor is responsible for completing stormwater management permitting with Virginia DEQ, though NPS has obtained plan approval. The document confirms that one individual may serve as superintendent, SSHO, and QC manager if appropriately qualified and on-site during all work; addresses utility availability (none anticipated); clarifies asbestos and lead information is in Appendix A; and specifies the contractor must remove and return existing toilets to the park. The project includes both base contract work and potential options related to flexible porous pavement paths, with detailed specifications referenced throughout for permits, landscaping, material removal, and construction requirements.
