About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for RFQ 140P2126Q0057, issued by the National Park Service (NPS), Workforce and Concessions Program (WASO-WCP) Contracting office in Denver/Lakewood, Colorado. The amendment is effective February 26, 2026, and extends the RFQ deadline from the original date. This is a new solicitation with an amended scope that replaces RFQ 140P2126Q0023, Amendment 1.
The solicitation is for Basic Academy Bridge Training Program (BABTP) FY26 Facility and Grounds Maintenance Services at the Horace Albright Training Center (HOAL), a National Park Service facility located at 1 Albright Avenue, Grand Canyon, Arizona 86023. The contract covers facility and grounds maintenance services for four locations comprising three lodging facilities and one training facility, including offices, conference rooms, training rooms, stairwells, lobbies, landings, kitchenettes, restrooms, and related areas. The period of performance is March 2, 2026 through September 30, 2026. The amendment includes clarifying Q&A responses addressing contractor personnel certifications, the use of trained facilities staff under existing Delaware North contracts for routine repairs, the use of qualified third-party contractors for specialized work (backflow testing, fire alarm inspections, extinguisher servicing, AED maintenance, generator servicing), and HSPD-12 clearance requirements for third-party vendors (requiring escort by cleared personnel if vendor lacks clearance). The point of contact is Casey Winters at casey_winters@nps.gov.

This is a new solicitation with an amended scope replacing 140P2126Q0023, amendment 1:
1) extend RFQ deadline
2) add Q&A as follows.
Questions:
Page 4, Section N: Contractor personnel shall possess and maintain all required certifications required to complete the tasks;
contractor is responsible for ensuring that appropriate certifications are in place.
May existing trained facilities staff, currently working under the Delaware North GC contract, be used in lieu of specialized licensed technicians to complete routine repair and maintenance of client facilities?
Maintaining fully licensed technicians for specialized trades on staff may place an undue burden on the contractor providing services.
For the listed testing and inspection processes, i.e. backflow testing, fire alarm inspections, extinguisher servicing, AED maintenance, and generator servicing, can the contractor utilized qualified and licensed
3rd-party contractors to complete the work? If so, we would bill the COR directly for said services, additional processing and administrative fees may apply.
Page 18, Section XVII, Subsection A:
Requirement to obtain HSPD-12 clearance.
Would this requirement apply to 3rd-party vendors retained by the contractor to complete required inspection and PM work on specialized systems (i.e. fire systems, backflow etc.)?
Answers:
1. I am fine with using trained professionals under the existing concessionaire contract to meet the scope of this contract.
2. As long as the general contractor is authorizing licensed and qualified personnel to complete the work, that is acceptable.
3. Anyone without the HSPD-12 clearance would need to be escorted by someone who does.
No further changes.
